Slovak National Council
of 17 October 1963
on the Slovak Investment Construction Commission
The development of a single economy and the achievement of a high efficiency of the national economy of the Czechoslovak Socialist Republic requires effective and consistent management of the entire investment construction process in order to achieve a high technical, economic and cultural level of construction and its timely and reliable putting into service.
The Slovak National Council, in accordance with the legal measure of the Bureau of the National Assembly No. 62 / 1963 Coll., on the State Commission, for the investment construction of these objectives, decided on the following Act:
A Slovak Commission for Investment Construction ("the Slovak Commission ') is hereby established. The Slovak Commission is the body of the Slovak National Council and the regional body of the State Investment Construction Commission.
(1) The Slovak Commission is responsible to the Slovak National Council and the State Investment Construction Commission for coordinating and securing the tasks of investment construction. In particular, its participation in the management of land-use planning, in the design and security of urban and village construction, and in the preparation, coordination and control of the construction process of particularly important buildings, the Slovak Commission ensures that conditions are created for successful management of the entire investment construction process.
(2) In carrying out its tasks, the Slovak Commission shall follow the guidelines and resolutions of the Slovak National Council and the State Commission for Investment Construction.
Under the authority of the Slovak National Council or the State Commission for Investment Construction Slovak Commission
(a) imposes on the Regional National Committees the development and implementation of measures in the area of planning, architecture and construction.
(b) examine the state of preparation and implementation of investment construction on regional national committees, businesses and organisations and is entitled to impose the necessary measures on them.
(1) The Slovak Commission provides its tasks in cooperation with the other Commissions of the Slovak National Council, the Regional National Committees and the Workers' Organisations; working closely in particular with the Slovak Planning Commission on proposals for the overall development of the national economy in Slovakia, in particular in the preparation of the investment construction plan.
(2) In its work, the Slovak Commission relies on the experience and knowledge of the broad asset of professionals. To address important issues of investment construction, the Slovak Commission may set up permanent committees.
(1) The Slovak Commission is composed of the President and other members elected by the Slovak National Council from among the members of the Slovak National Council and important staff of state, economic and other institutions and organisations.
(2) The President of the Slovak Commission is elected by the Slovak National Council from among the members of the Bureau of the Slovak National Council.
(1) The Slovak Commission has a powerful apparatus to perform its tasks, which is part of the single apparatus of the Slovak National Council. The work of the apparatus is managed by the President of the Slovak Commission, who is represented in this capacity by the Deputy Directors appointed by the Bureau of the Slovak National Council from the members of the Slovak Commission.
(2) One deputy, who may not be members of the Slovak National Council, is elected by the Slovak Commission as its Vice-President.
(1) The work of the Slovak Commission and the internal organisation of its apparatus will be further amended by the Bureau of the Slovak National Council by the Statute issued in agreement with the President of the State Investment Construction Commission.
(2) Unless otherwise provided for in this Act, the Slovak Commission and its apparatus are subject to the rules of procedure and employment of the Slovak National Council.
The Commission of the Slovak National Council for Construction and Department of the Slovak National Council for Construction changes to the Commission of the Slovak National Council for Construction and the Slovak National Council for Construction.
This Act shall take effect on the day of its publication.
