on the division of the powers of the Prague People's Administration.
The government of the Czechoslovak Republic orders pursuant to § 24, paragraph 1 of the Act of 24 March 1949, No. 76 Coll., on the organisation of administration in the capital of Prague:
The scope of Article 1 (1) of Decree No. 76 / 1949 Coll. of the Prague People's Administration is divided between the Central National Committee of the City of Prague and the District National Committees according to other provisions.
(1) The Central National Committee carries out all the tasks of the People's Administration on the territory of the capital of Prague, which otherwise fall within the competence of the Regional National Committee.
(2) The District National Committees shall perform in their respective districts the tasks of the People's Administration which otherwise fall within the competence of the District National Committees and the Local National Committees, unless the requirements of unity of the administration of the City of Prague or the reasons for effectiveness necessarily require the Central National Committee to carry out such tasks.
(3) If, in accordance with the provisions of paragraph 2, a matter falls within the competence of the Circular National Committee, but if it is not possible to determine which of the National Committees is locally competent, the matter shall be dealt with by the Circular National Committee for Prague 1.
Detailed provisions for the implementation of the provisions of Section 2 shall be issued by the central authority in agreement with the Ministry of Interior after hearing the Central National Committee.
The provisions of this Regulation shall not apply to the powers of the Prague People's Administration in the field of national security.
This Regulation shall enter into force on 1 April 1949; they shall be carried out by the Home Secretary in agreement with the participating members of the Government.
