Ministry of Education of the Slovak Socialist Republic

on a uniform system of continuing education for school teachers providing primary, secondary and higher education and for other educational and educational staff
The Ministry of Education of the Slovak Socialist Republic provides in an agreement with the Ministry of Health of the Slovak Socialist Republic, other participating central authorities and the Slovak Trade Council pursuant to § 31 (2) of Act No. 186 / 1960 Coll., on the System of Education and Education (Education Act), § 37 of Act No. 89 / 1958 Coll., on the Education of the Higher Education Act (Apprentice Act), with regard to § 27 (3) of the same Act and under § 19 (2) of Act No. 19 / 1966 Coll., on Higher Education:
Basic provisions
(1) This decree provides for a uniform system of continuous continuing education of teachers, teachers and educational staff. It covers teachers of schools providing primary, secondary and higher education, including nursery schools, folk arts schools, language schools and youth schools requiring special care, educational staff of school satellites and school clubs, children's homes, youth homes, educational and diagnostic institutes, as well as masters of vocational education, group leader of the Pioneer Association of Youth Socialists, pedagogical staff of school institutions and youth (hereinafter referred to as "teachers'), directors of those schools and educational establishments and their representatives, directors of the regional teaching centres, regional pedagogical councils, and pedagogical institutes of the city of Bratislava, directors of the county pedagogical institutes and teaching institutes of the school inspectors.
(2) Further education of teachers and other teaching staff in the Slovak Socialist Republic referred to in paragraph 1 shall be managed by the Ministry of Education of the Slovak Socialist Republic (hereinafter referred to as the Ministry).
(3) Further training of educational staff of other departments other than those referred to in paragraph 1 which provide apprenticeship shall be carried out by the competent ministries and other central authorities.
In-service education system for teachers and other pedagogical staff
(1) The task of the system of inservice teacher education and other teaching staff is to restore, deepen, supplement and expand their knowledge and skills acquired in basic studies in accordance with the evolving needs of socialist society and scientific and technological development.
(2) The content of inservice teacher and other teaching staff is uniform and approved by the Ministry; includes the component of an ideopolitical, pedagogical-psychological and professional subject.
(3) Further teacher education and other pedagogical staff shall be provided by national committees, which shall be managed by the schools and educational establishments in which the staff referred to in Article 1 (1) (hereinafter referred to as "the national committees') and shall be organised by schools, district pedagogy centres, regional educational institutes, the Central Institute for Teacher Education (hereinafter referred to as" the Institute ') and, where appropriate, other professional and scientific institutions.
(4) The system of inservice teacher and other pedagogical staff education consists of:
(a) further teacher education;
(b) continuing training of the directors of regional education institutes and district education centres;
(c) continuing training of leading teachers;
(d) continuous continuing education of teachers and other pedagogic staff;
(e) Ideally political teacher education.
(5) Further teacher education has three degrees:
1st degree - putting teachers into practice, 2nd degree - graduate and postgraduate studies, 3rd degree - specialization studies.
(6) Further education of the heads of cabinet of the regional pedagogical institutes and district educational centres is functional study.
(7) Cyclic training is another education for leading teachers.
(8) Continuous continuing education of teachers and other pedagogy workers covers various short-term types and forms of inservice education.
(9) The idea of political education is the continuous training of all teachers, which are organised by national committees under the Ministry's specific guidelines.
(10) Further education of teachers and other pedagogy staff, including leading teaching staff, takes place through forms of boarding, distance and external studies, organising lectures, seminars, courses, internships, etc. The focus of all types of continuing education is self-study.
Placing in practice of initial teachers
(1) The introduction into practice of initial teachers (hereinafter referred to as "introduction") is intended for all initial teachers.
(2) The aim of the presentation is to help an initial teacher overcome the initial difficulties of work and to apply creatively the acquired knowledge from basic training in practice. It focuses, in particular, on the current questions of school policy, on the practical application of principles and methods of educational work, on the completion of the system of basic teaching skills, on the work of a class teacher, on the problems of upbringing pupils outside of teaching, on working with the pupils' collective, with parents, on closer familiarity with the conditions and traditions of the school and the area where the teacher operates.
(3) The presentation shall be provided by the national committees, by the masters of professional education of the organisations to which they are working (hereinafter referred to as "organisations'), by the school heads or educational establishments, by the head of the vocational training centres or by the apprenticeship centres and by the referring teacher. The presentation shall be monitored by the competent school inspector.
(4) The leading teacher, who is appointed by the National Committee, leads the initial teacher, advises and helps him at work.
(5) In the introduction, the methodological bodies at the school, district teaching centres, regional teaching institutes, methodological training centres and methodological centres of extracurricular and extracurricular education of the relevant departments shall cooperate.
(6) The presentation shall take place in the first year following the teacher's recruitment and shall last one school year. The presentation shall be terminated by a comprehensive evaluation of the initial teacher, drawn up by the principal of the school or educational establishment, the head of the vocational training centre or the apprenticeship centre in cooperation with the referring teacher.
(7) If the initial teacher fails to reach the target referred to in paragraph 2 after one year, the school director (head of the educational establishment) shall extend the programme for another year.
Graduate study of teachers
(1) Graduate studies of teachers (1) are intended for kindergarten teachers, teachers of school satellites, school clubs, youth homes, children's homes, educational and diagnostic institutes, group managers of the Pioneer Association of Youth Socialists, teaching staff of pioneers' and youth homes, workshop teachers at secondary industrial, secondary and forestry schools and youth schools requiring special care, teachers of professional subjects, educators and masters of vocational education in apprenticeship establishments who have the required qualifications at the level of full secondary vocational education.
(2) The aim of the post-graduate studies is to increase the ideopolitical level of teachers, to innovate and complement their pedagogical, methodological and technical training obtained by secondary education.
(3) The content of the post-graduate studies of teachers is marxismus-leninism, pedagogy, psychology and the latest knowledge in the field of study; the centre of gravity is in the study of teaching theory to the relevant subjects.
(4) The post-graduate studies of teachers are organised by selected secondary vocational schools in cooperation with regional educational institutes, universities and other professional and scientific institutions according to uniform study plans and curriculum approved by the Ministry. The post-graduate study of masters of vocational education and educators shall be organised in cooperation with the methodological centres of vocational training and the methodological centres of extracurricular and extracurricular education of the relevant departments.
(5) In general, the post-secondary study of teachers takes two years and teachers apply to it at the earliest after six years and within eight years at the latest. Teachers of vocational subjects, masters of vocational education, workshop teachers and educators in apprenticeship establishments, if they do not have a pedagogical qualification, shall only graduate from the course of teaching after completion of the supplementary pedagogical studies to which they obtain a pedagogical qualification; This study is included in the post-graduate studies as part of it.
(6) The final examination before the Examination Committee, to be determined by the Regional National Committee, shall be completed in the final study of teachers.
Postgraduate studies of teachers
(1) Postgraduate studies of teachers It is intended for teachers of schools providing basic, secondary and higher education, including teachers of professional subjects (engineers, engineers, economists, etc.) in secondary vocational schools and in apprenticeship institutions who have completed university studies.
(2) The aim of the post-graduate studies of teachers is to increase the ideopolitical level of teachers, to innovate, supplement, deepen and extend their pedagogical, psychological, methodological and vocational subjects.
(3) The post-graduate study of teachers is based on teacher education obtained at universities; its content is marxism- leninism, pedagogy, psychology and the latest knowledge in study subjects and studies; the centre of gravity is in the theory of teaching relevant subjects
(4) I organise the post-graduate studies of teachers of the relevant university faculties according to uniform study plans and curriculum approved by the Ministry. Postgraduate studies of teachers have the character of a controlled individual study supplemented by centres.
(5) In general, post-graduate studies take two years and teachers apply to it at the recommendation of the National Committee not later than six years and not later than eight years of teaching experience. Teachers of vocational courses in secondary vocational schools and in apprenticeships, unless they have a pedagogical qualification, shall not graduate until they have completed the supplementary pedagogical studies to which they acquire pedagogical qualifications. This study is included in the postgraduate study as part of it.
(6) The postgraduate study of teachers shall be completed by the final written work and the final examination before the examination committee appointed by the Dean of the relevant faculty.
(7) It is also recognised as equivalent to a post-graduate degree in teaching, pedagogical psychology and teaching theory of the subject concerned, a study at work by which teachers, on the recommendation of the National Committee, extend or complete their qualifications, (2) the completion of a controlled language study abroad and, where appropriate, by another Ministry of Authorised Form of Study; if they are carried out within 10 years of their pedagogical practice.
Specialisation studies
(1) Specialisation studies are intended for all teachers, usually follow up to post-graduate or postgraduate studies; with the agreement of the National Committee, the teacher may attend them even before graduate or postgraduate studies
(2) The aim of the specialisation study is to ensure further political, educational and professional growth of teachers, improve their work, develop educational creativity and deepen their education according to the needs of the school and individual interests, further prepare teachers for various types of more demanding teaching activities (indicating the teacher, the head of the subjects committee and the methodological association, the educational advisor, the teaching technician, the head of the interest group, etc.).
(3) The content of the specialist study of teachers is differentiated according to the needs of further development of the Czechoslovak educational system and individual interests of teachers.
(4) Specialisation studies are organised by regional educational institutes, institutes, universities and other professional and scientific institutions.
(5) The specialist study of teachers takes place through long-term study courses, specialisation postgraduate studies, correspondence courses, traineeships of teachers of professional subjects and masters of vocational education in production plants, laboratories and research institutes, managed by individual study, individual teaching creativity etc.
(6) The forms of specialisation studies determined by the Ministry end with a final examination.
Further training of the heads of cabinet of the regional pedagogical institutes and district teaching centres
(1) Further training of the directors of the regional pedagogical institutes and district teaching centres is a functional study which prepares them for the performance of their respective duties.
) The content of functional studies includes the current issues of further development of the Czechoslovak educational system, communist education, pedagogy, psychology, teaching theory for relevant subjects, knowledge of the management and control of school and teacher work, issues of cadre work, economics of education, economic and material technical security of schools etc.
(3) Functional studies shall normally be organised as two years according to uniform study plans and syllabus and end with a final interview.
(4) Functional study of the directors of the district pedagogical centres is organised by regional pedagogical institutes.
(5) The Institute organises the functional study of the directors of regional educational institutes.
Further training of teachers' leaders
(1) Further education of the heads of teaching staff is intended for the directors of schools and educational institutions, including folk arts schools, folk language schools and language schools, their representatives, heads of pioneers' and youth homes, heads of district teaching centres, heads of regional teaching institutes, heads of district teaching and psychological councils, heads of regional pedagogical and psychological councils, inspectors and heads of inspection departments, heads of educational departments in the education departments of district and county national committees. It shall take the form of cyclical training courses for managers (hereinafter referred to as "courses'); their content is determined by the Ministry.
(2) Courses for directors of parent schools, directors of primary education schools and their representatives, directors of special schools, schools at health institutions, district and local (urban) houses of pioneers and youth, directors of folk arts schools organise and provide regional educational institutes in cooperation with universities.
(3) Courses for the directors of secondary and higher education schools, their representatives, the directors of youth schools requiring special care (except for special schools and schools at health institutions), diagnostic and educational institutes, children's homes, youth homes, the directors of regional pioneers' and youth homes, the heads of district teaching centres, the directors of regional pedagogical institutes, the heads of district pedagogical-psychological councils, the directors of regional pedagogy-psychological councils, inspectors, the heads of inspection departments and the heads of education departments of district and regional national committees are organised by the Institute in cooperation with universities.
Continuous continuing education of teachers and other teaching staff
(1) Continuous continuing education is intended for all categories of teaching staff and is organised in parallel with other types of inservice education.
(2) In particular, the aim of continuous continuing education is to familiarise teachers and other pedagogy workers with the current issues of further development of the Czechoslovak education system and of communist education, changes in content and organisation of teaching, progressive experience in the work of teachers and other pedagogy workers, to ensure innovation in the content of teacher education and other teaching staff in line with the needs of the development of socialist society and scientific and technical progress, and to assist them in teaching practice.
(3) Continuous further teacher education is organised by schools, district pedagogical centres, regional pedagogical institutes and the Institute by forms of lectures, instruction, seminars, conferences, sample hours, excursions, thematic tours etc.
Ideally political teacher education
(1) An idea of political education is a permanent part of the system of inservice teacher education.
(2) The idea of political education is to help teachers develop deeper learning of Marxism-Leninism, to focus correctly on world-class issues and social development, so that they can develop more fully their educational activities on youth in the spirit of the ideas of socialism and communism.
(3) Ideally political education is organised by national committees following the degree of teaching.
(4) The idea of political education is not attended by teachers who are educated in post-graduate or postgraduate studies, and by those who expand or complement their qualifications by studying while working.
Working allowances and economic security for continuing training participants
(1) Specific regulations apply to work allowances and economic security of participants in inservice teacher education and other pedagogical staff.
(2) The provision of working leave and economic security for staff in the functional studies and cycle preparation of leading teaching staff is governed by specific regulations.4)
Common, transitional and final provisions
(1) A certificate will be issued to graduates on successful completion of the post-graduate and graduate studies. The participants shall be certified on the completion of other grades and types of inservice teacher and other pedagogical staff education.
(2) Teachers over the age of 45 who have 10 years of teaching experience are exempt from graduate and graduate studies.
(1) The different forms of the inservice teacher education system shall be introduced gradually as follows:
(a) the putting into practice of initial teachers (§ 3), functional studies (§ 7) and the cyclical training of senior teachers (§ 8) as from 1 January 1978;
(b) post-graduate studies of teachers (§ 4), postgraduate studies for teachers of vocational subjects (§ 5) and specialisation studies (§ 6) since 1 September 1978.
(2) Unless otherwise provided for in this Decree, the post-graduate study of teachers is subject to Decree No. 49 / 1966 Coll., on graduate studies at universities.
This Decree shall take effect on 1 January 1978.

2) Directive No. 3248 / 69- on the extension and addition of qualification of teachers by study at the faculty of education (journal "Všsti MŠ a MK SSR" 1969, p. 61; reg. 38 / 1970 Coll.).
3) For participants in the post-graduate and graduate studies, Decree No. 140 / 1968 Coll., on work relief and economic security of students at work applies.
4) Decree No. 8 / 1967 Coll., on the provision of leave and on the economic security of workers when participating in vocational training organised in the form of short-term boarding camp.
