Decree of the Ministry of Health of the Czech Socialist Republic amending and supplementing the Decree on health professionals and other health professionals

Ministry of Health of the Czech Socialist Republic
of 7 July 1969
amending and supplementing the Decree on health professionals and other health professionals
The Ministry of Health of the Czech Socialist Republic provides in agreement with the Ministry of Education of the Czech Socialist Republic and with the other participating central bodies pursuant to Sections 54 (1) and 58 (2) of Act No. 20 / 1966 Coll., on the care of the health of the people:

Decree No 44 / 1966 Coll., on health professionals and other health professionals, as amended by Decree No 90 / 1967 Coll., is amended as follows:
1. Paragraph 4 (3) reads as follows:
"(3) The profession of dentists may be performed by health professionals who have acquired competence to pursue that profession under previous rules. *) '
2. Paragraph 6 (2) reads as follows:
"(2) A secondary health worker may be transferred to work in a field other than that for which he has acquired competence, only exceptionally and only to a workplace designated by the Ministry of Health. On a transitional basis, such a measure may be taken with the consent of the worker for a period of six months and without his consent, if the necessary operational need of the organisation so requires, for a maximum of 30 working days in a calendar year. * *) For a longer period such a measure may be taken with the consent of the worker and provided that the worker undertakes to extend his knowledge also for that professional activity and not later than two years from the date of transfer to the secondary medical school to the extent specified by the Ministry of Health. '
3. Paragraph 7 reads as follows:
„§ 7
(1) The lower health care staff shall perform, as instructed by the doctor and under the guidance of secondary health workers, a professional activity requiring medical education.
(2) The lower health professionals are the nurse, the foster mother, the dental instrumentalist, the masseur, the autopsy laboratory - the taxidermist and the disinfectant.
(3) The Ministry of Health shall determine the workload of the various fields of lower health workers.
(4) Lower health professionals shall be eligible to pursue their profession through the completion of a medical school or a long-term vocational course according to syllabus approved by the Ministry of Health and the composition of prescribed examinations. ';
4. Paragraph 8, including the title, reads as follows:
„§ 8
Auxiliary health workers
(1) Assistant medical staff shall, under the guidance of qualified professionals, carry out activities requiring short-term medical education.
(2) Sanitary (sanitary) workers are auxiliary health workers for individual work periods.
(3) The Ministry of Health shall determine the work content of each field of auxiliary health workers.
(4) Auxiliary health workers shall acquire professional competence through vocational training and final examination. This training shall be organised in health institutions according to the curriculum approved by the Ministry of Health. '
5. Paragraph 12 (2) reads as follows:
"(2) The basic scope of knowledge in each specialisation field shall be determined by the specialisation content issued by the Institute for the Further Training of Physicians and Pharmaceuticals (hereinafter referred to as the Institute) after approval by the Ministry of Health. '
6. Paragraph 16 (1) reads as follows:
"(1) The specialist training for the first specialisation begins with the general part, whose aim is to consolidate and deepen under the guidance of an experienced expert both theoretical and practical knowledge obtained during the course of study. The Regional National Committee, for doctors working in centrally managed organisations, the Ministry of Health may, on a case-by-case basis, determine that doctors receive a general part of the specialist training in the first three years of their own specialist training. Such measures shall be notified to the Institute. ';
7. Paragraph 2 is deleted from Paragraph 21.
8. The fifth title, including the title, shall read:

„HLAVA PÁTÁ

Further training of lower and auxiliary health workers
§ 42
(1) Further training of lower health workers and auxiliary health workers is mainly based on the smooth improvement of their knowledge and skills at work under the guidance of medium-sized health workers, physicians or pharmacists.
(2) According to the needs of health services, lower health professionals and auxiliary health workers may participate in further education in a similar manner to those of secondary health workers. '
9. Paragraph 50 (3) is deleted.
10. Paragraph 52 reads as follows:
„§ 52
(1) The lower health workers under this decree are also intermediate health workers who have acquired professional competence under the previous regulations and workers who have acquired competence under those regulations to pursue the profession of a lower health worker and who have worked in the field on the date of the entry into force of this decree for more than three years.
(2) Workers who have acquired competence to pursue the profession of a lower health professional under the former rules and who have not worked in the field at the date of the entry into force of this Decree for more than three years may supplement the qualifications thus acquired by training in accordance with the curriculum approved by the Ministry of Health. "
11. The following Section 52a is inserted after Paragraph 52:
„§ 52a
The Ministry of Health may, in justified cases, evaluate the education of health professionals obtained under previous rules and grant them, on the basis of which it has competence to pursue a profession or specialisation under this decree, or provide for a different date and method of qualification or final examination; the qualification or specialisation may be linked to the successful performance of the test. ';

Part 1 of Directive No 1 / 1968 is deleted. MZd, on the conditions for extending the eligibility of medium-sized health workers to pursue their profession in a further field and on their continuing training. *)

This Decree shall take effect on 1 September 1969.
