Government Regulation
of 26 August 1953
on the change of competence in matters relating to medical schools.
The Government of the Czechoslovak Republic hereby orders pursuant to § 1 of Act No. 143 / 1949 Coll., on Changes in the Organisation of Public Administration and within the jurisdiction of its bodies:
The competence in matters of health schools and establishments serving their needs, where it is the responsibility of the Ministry of Education and Education, shall be transferred to the Ministry of Health.
(1) The Ministry of Health is responsible for the administration and management of health schools and facilities serving their needs.
(2) The Ministry of Health exercises competence in matters of health schools and establishments serving their needs in agreement with the Ministry of Education and Education as regards:
(a) setting out teaching plans and syllables of professional subjects;
(b) ensuring the development and publication of textbooks, teaching texts, auxiliary books and teaching aids for professional subjects, their approval and the details of their approval and implementation;
(c) technical methodical supervision of teaching to professional subjects;
(d) setting up and cancelling schools;
(e) determining the total length of study;
(f) the division of schools into disciplines and departments;
(g) school and test schedules;
(h) proposals for a first-year admission plan;
(i) setting out details of courses and schools for workers;
(j) the Directives on the selection of directors, representatives of directors, managers of individual branches or departments and managers of workshops or laboratories and the determination of their duties;
(k) principles for determining the teaching obligation of directors, representatives of directors, managers of branches or departments and administrators of workshops or laboratories, as well as details of the appointment of representatives of directors and administrative economic workers;
(l) laying down the requirements for the teaching capacity and conditions for the initial service and for their withdrawal from the teaching service;
(m) matters common to all types of professional schools, in particular the establishment of major holidays, winter holidays, free days, teaching hours and teaching units.
The Ministry of Education and Education in an agreement with the Ministry of Health shall be responsible for the following fields of competence in the matters of medical schools:
(a) determining the curriculum of subjects of general education;
(b) ensuring the development and publication of textbooks, teaching texts, auxiliary books and teaching aids for general education subjects and their approval;
(c) general pedagogical matters and technical methodical supervision of teaching subjects in general education;
(d) care for increasing the ideopolitical and educational level of teachers.
This Regulation shall enter into force on the day of its publication; They shall be carried out by the health and education ministers and by an agreement with the participating members of the Government.
