Regulation establishing central research institutes

of 20 June 1950
establishing central research institutes.
The Government of the Czechoslovak Republic orders according to § 5 paragraph 1 and § 14 of Act No. 261 / 1949 Coll., on the Organisation of Research and Documentation Services:
§ 1.
(1) The following central research institutes (hereinafter referred to as "central institutes') are hereby established:
1. for the field of biological sciences, the Central Institute of Biological Sciences,
2. for the field of chemistry and biochemistry of the Central Institute of Chemistry,
3. for the field of physic sciences, the Central Institute of Physical,
4. for the field of geology and related sciences, the Central Geological Institute,
5. for the field of mathematical sciences of the Central Institute of Mathematics,
6. for the field of polarography, the Central Institute of Polarographic,
7. for the Astronomical Central Institute of Astronomical Sciences.
(2) Prague is the seat of the central institutions. The Minister-President of the State Planning Office may, by decree, set up branches of the Institute outside the seat of the Institute.
(3) The central institutes are subordinate to the Research Centre.
§ 2.
The central institutes shall:
1. carry out theoretical and experimental research work in the field for which they are established, in particular basic research, as part of the research plan;
2. to carry out other tasks in their field imposed on them by the Research Centre;
3. train scientists;
4. to cooperate in drawing up the draft research work plan;
5. to support the Scientific Research Headquarters in the performance of its tasks.
§ 3.
(1) Central institutes are separate state institutes.
(2) The Central Institute shall be administered by the Director represented by the Deputy Director. The Director and Deputy Director shall be appointed by the Government, on a proposal from the Administrative President of the Planning Office, after the hearing of the President of the Institute of Scientific Research.
§ 4.
In addition to the Director and his Deputy Director, the Central Institute shall have the necessary number of professional and other staff to carry out the work related to the performance of its tasks.
§ 5.
(1) An Advisory Board shall be set up as an assistant body of the Director of the Central Institute.
(2) The members of the Advisory Board, with a maximum of 15 members, shall be appointed by the Chairman of the Scientific Research Centre on a proposal from the Director of the Central Institute, from representatives of the participating ministries, socialist enterprises, universities and mass organisations.
(3) Membership of the Advisory Board is an honorary function.
§ 6.
The task of the Advisory Board shall in particular be to initiate the activities of the Central Institute and to make comments on the draft work plan.
§ 7.
Details of the organisation and operation of the Central Institute and its administration, as well as the rights and responsibilities of the Director and the Advisory Board shall be laid down in the organisational statute to be issued by the President of the Institute of Scientific Research by the Minister-President of the State Office planning in agreement with the Ministers involved.
§ 8.
The State Geological Institute in Prague (State Office for Soil Research) and the State Geological Institute in Bratislava and the Central Institute of Astronomical State Observatory in Prague with the Observatory in Ondřejov and the State Observatory in Skalnatá Plese are integrated into the Central Geological Institute of the Astronomical State Observatory in Prague.
§ 9.
Validity, after the applicability, in particular the Government Decree No. 17 / 1943 Coll., on the establishment of the Office for Soil Research in Bohemia and Moravia, Act No. 119 / 1940 Coll. on the State Geological Institute, and Government Decree No. 141 / 1940 Coll. on the implementation of the Law on the State Geological Institute.
§ 10.
This Regulation shall enter into force on 1 July 1950; they shall be carried out by the Minister-President of the State Office planning them in agreement with the Minister of Finance and with other participating members of the Government.
