authorising the Minister for Agriculture to take action in agricultural production.
The Constitutional National Assembly of the Czechoslovak Republic decided on this law:
(1) The Minister for Agriculture is hereby authorised to act in agreement with the ministers involved to ensure agricultural production, including hunting, in particular the establishment of a rotational and breeding plan, as well as to improve production and economy in agriculture and to improve the quality of agricultural products, and, as regards Slovakia, also after the statement of the authorising officer for agriculture and land reform, to take all necessary measures concerning such production, if they are not required by law.
(2) Paragraph 16 (2) of the Law of 25 October 1946, No 192 Coll., on a two-year economic plan, remains unaffected.
(3) Measures of a general nature, taken in accordance with the provisions of paragraph 1, shall be published by the Minister for Agriculture in the Official Journal and, where they apply to Slovakia, shall also be published in the Official Journal.
(1) The hearing and omission of a measure contrary to the law punishes, if not by a criminal court, the District National Committee with a fine of up to 100,000 CZK or a prison (lock-up) within six months or both. In the event of non-availability of the fine, either a replacement prison sentence (lock-down) is also imposed according to the rate of guilt within six months. If both penalties are imposed, the punishment on the free side, together with the replacement penalty, must not be more than six months for an impenetrable fine.
(2) Malagasy cases committed or acquired by an offence may be declared forfeited to the Treasury by the District National Committee.
(3) The transfers referred to in paragraph 1 shall be limited within six months of the date on which they were committed. The statute of limitations shall be viewed by authority.
The authorities and public authorities must, within the limits of their competence, cooperate in the implementation of this law.
The provisions of the Act of 13 August 1936, No 131 Coll., on State Defence, and Decrees of the President of the Republic of 27 October 1945, No 109 Coll., on Production Management, of 27 October 1945, No 113 Coll., on the adaptation, management and control of foreign trade, and of 27 October 1945, No 118 Coll., on measures in the management of the maintenance economy, as well as the provisions laid down therein, remain unaffected. The applicability of the Government Decree of 26 June 1943, No 175 Coll., on the circulation of goods, and the Government Decree of 26 June 1943, No 194 Coll., on public veterinary matters remain unaffected.
This Act shall take effect on the day of its publication; it shall be implemented by the Minister for Agriculture in agreement with the Ministers involved.
