THE LAW
of 11 January 1968
on the State Budget for 1968 and certain other financial measures
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
Determination of State Budget
(1) The total revenue and expenditure of the State Budget for 1968 is determined by the amounts of CZK 144 813 891 000 (Annex No 1).
(2) The national budget contains national committees' budgets by means of a general financial relationship to the central budget (subsidies from the central budget) of 13 243 700 000 CZK and special-purpose subsidies from the central budget of the national committees of 16 382 000 000 Kcs (Annex 2).
(3) The government will reduce the overall financial relationship of the national committees' budgets to the central budget on gross income payments or profits made by centrally managed state economic organisations to the national committees' budgets for 1967.
(4) The Government may adjust the general financial relationship of the national committees' budgets to the central budget and the special-purpose subsidies granted from the central budget to the national committees' budgets if it adopts measures to amend the conditions under which the general financial relationship or the special-purpose subsidies have been established; it shall make such adjustments to the extent resulting from the financial consequences of those measures.
Removal from motor vehicles
Adjustment of gross income in internal trade
The rate of gross income levy on the central management of the internal trade organisation (excluding the Bohemian branch) provided for in Section 5 (1) (b) of Act No. 83 / 1966 Coll., on the fourth five-year development plan for the Czechoslovak Socialist Republic's national economy, is reduced from 30% to 18%.
Common and final provisions
The government may
(a) in the developed industrial areas which it will determine, increase the premium for the stabilization levy fixed by the Regional National Committees pursuant to Article 8 (3) of Act No. 83 / 1966 Coll., by a maximum of 2% of the total wage paid; it may determine in which sectors or sectors this increase shall not apply;
(b) for the contribution from the basic means used for the production and distribution of energy to reduce the rates set out in Article 6 (1) of Act No. 83 / 1966 Coll.;
(c) provide for temporary adjustments to economic instruments for undertakings for disposal.
The Regional and Regional National Committees shall manage the contributions of centrally managed state economic organisations to the State Budget and shall carry out the financial settlement of overpayments and arrears between these organisations and the State Budget. They also manage the contributions from motor vehicles to the road fund.
This Act shall take effect on 1 January 1968.
