Directive of 14 January 1965 on the protection of wood

Valid
8
DIRECTIVE
on the protection of wood approved by the Government Resolution
of 14 January 1965
Čl. 1
In order to avoid further reduction in forest production capacity and to strike a balance between mining and incremental production, the most economical use of wood, which is extracted annually to meet the needs of the national economy, should be ensured.
Deforestation of wood by rotting, woody insects and fire greatly increases wood consumption and therefore the correct and timely protective measures to prolong its life will effectively help reduce its consumption.
Čl. 2
Basic provisions
1. Socialistic organisations are required to ensure its protection from damage by rotting, woody insects and fire when producing, processing and using wood.
2. The method of storage of wood shall ensure that it is protected against rotting and insects.
3. Wherever wood products are exposed to an increased risk of rotting, insect and fire damage, the socialist organisation shall ensure that their effective impregnation is carried out in time to ensure their maximum service life.
Čl. 3
Impression of wood and finished articles of wood
1. Impregation of wood means its surface or depth protection by such chemicals, the properties of which protect it against wood-based fungi, insects and fire.
2. Protective chemicals shall, according to the purpose of use, be approved by authorised institutes in agreement with the relevant health authorities. The list of approved protective substances will be issued annually by the Ministry of Consumer Industry.
3. The method of impregnation and the protective chemical, unless specified directly by the directives of the competent central authority, shall correspond to the purpose to be used to ensure its maximum service life.
4. Impression of industrially produced wood products is carried out by impregnation plants, wood production plants and primary production, if any.
5. The manufacturer shall be responsible for ensuring that end products which are subject to compulsory impregnation are not delivered in an unimpregnated state.
6. If, in exceptional cases, the supplier does not make the impregnation, it shall be provided by its own means by the organisation which uses the product in compliance with the established technological procedures and safety regulations.
The list of wood products subject to compulsory impregnation is set out in Annex 1.
7. Rules on the treatment of poisons and harmful substances apply to the impregnation of wood.
Čl. 4
Other measures
1. Socialist organisations shall not use coniferous wood for the manufacture of the products listed in Annex 2.
2. Socialistic organisations are required to report all cases of attacks on buildings by domestic woodwork to the competent district national committee, which shall provide for corrective action.
3. Compliance with this Directive shall be ensured in particular by:
(a) project organisations in the preparation of project and budget documentation;
(b) planning bodies shall ensure in a consistent manner the principles of saving and protecting wood in all parts of the national development plan for the national economy;
(c) managing bodies of manufacturing, processing and consumer plants by creating assumptions for the economical use and protection of wood;
(d) State bodies and their components, when approving projects, carrying out building supervision, etc.
Čl. 5
1. The control of compliance with the Directives shall be carried out by the State Wood Inspection, by all the authorities of the People's Control, as well as by the other authorities authorised to control the management of financial and material resources intended for the needs of undertakings and other organisations, while respecting the principles of planning and coordination of control activities.
2. Exceptions to the obligation to impregnate wood products and the prohibition to use coniferous wood are permitted by the superior authority in agreement with the State Wood Inspection.
Čl. 6
These Directives shall take effect on the day of their publication. This date will cease to apply to Decree No. 218 / 1956 Ú. l, on the compulsory preservation of wood.

Example: wheel and sawn wood for water structures, floors and grates in wet environment, ceilings and structures in places with strong condensation of water vapours, cooling towers etc.
2. Level of wood threat: direct and permanent weather effects.
Chemical protective substances: non-removable or already partially detachable substances with fungicidal and adverticidal effects.
Method of impregnation: deep or shallow.
Example: ČSD sleepers and specific wood, narrow-track sleepers, telephone and electro-water columns, mining wood and mining structures, mining structures on the surface, roofs, hop rods, wine poles, tree poles, tomato apples, gardening equipment, agricultural buildings and equipment for the rearing of domestic animals, fences, forges and railing, snow barriers and road equipment, paving blocks, structures for floors of non-glazed buildings, shingles, construction equipment, formwork, scaffolding, scaffolding etc.
