on a uniform system of continuing education for school teachers providing primary, secondary and higher education and for other educational and educational staff
The Ministry of Education of the Czech Socialist Republic provides in an agreement with the Ministry of Health of the Czech Socialist Republic, other participating central bodies and the Czech Trade Union Council pursuant to § 31 (2) of Act No. 186 / 1960 Coll., on the system of education and education (Education Act), § 37 of Act No. 89 / 1958 Coll., on the education of the puppy to the profession in the teaching relationship (Apprentice Act), taking into account § 27 (3) of the same Act and under § 19 (2) of Act No. 19 / 1966 Coll., on higher education institutions:
Basic provisions
(1) This decree provides for a uniform system of continuous continuing education of teachers, teachers and educational staff. It covers teachers of schools providing primary, secondary and higher education, including nursery schools, folk arts schools, language and language schools and youth schools requiring special care, educational staff of school satellites and school clubs, children's homes, youth homes, educational and diagnostic institutions, as well as masters of vocational education, group leader of the Pioneer Organisation of the Socialist Youth Association, pedagogical staff of the home of pioneers and youth (hereinafter referred to as "other teachers'), directors of those schools and educational establishments and their representatives, directors of the regional pedagogical centres, the regional pedagogical institutions and the pedagogical institutions of the capital of Prague (hereinafter referred to as" other teachers'), directors of the regional pedagogical centres, school inspectors, directors of the county pedagogical centres of psychological -psychological councils, the counselling centres of the Czech pedagogy and pedagogy and pedagogy.
(2) Further education of teachers and other teaching staff in the Czech Socialist Republic referred to in paragraph 1 shall be managed by the Ministry of Education of the Czech Socialist Republic (hereinafter referred to as the Ministry).
(3) Further training of educational staff of other departments other than those referred to in paragraph 1 which provide apprenticeship shall be carried out by the competent ministries and other central authorities.
In-service education system for teachers and other pedagogical staff
(1) The task of the system of inservice teacher education and other teaching staff is to restore, deepen, supplement and expand their knowledge and skills acquired in basic studies in accordance with the evolving needs of socialist society and scientific and technological development.
(2) The content of inservice teacher and other teaching staff is uniform and approved by the Ministry; includes the component of an ideopolitical, pedagogical-psychological and professional subject.
(3) Further education of teachers and other pedagogy staff shall be provided by national committees, which shall be managed by the schools and educational establishments in which the staff referred to in Article 1 (1) (hereinafter referred to as "the national committees") and shall be organised by schools, district pedagogical centres, regional educational institutes, the Central Institute for Education of Educational Workers in Prague (hereinafter referred to as "the Institute"), or by other professional and scientific institutions.
(4) The system of inservice teacher and other pedagogical staff education consists of:
(a) further teacher education;
(b) continuing training of the directors of regional education institutes and district education centres;
(c) continuing training of leading teachers;
(d) continuous continuing education of teachers and other pedagogic staff;
(e) Ideally political teacher education.
(5) Further teacher education has three degrees:
1st degree - putting teachers into practice,
Grade II - post-graduate and postgraduate studies of teachers,
3rd degree - specialization.
(6) Further education of the heads of cabinet of the regional pedagogical institutes and district educational centres is functional study.
(7) Further training of leading pedagogy staff is cyclic training.1)
(8) Continuous continuing education of teachers and other pedagogy workers covers various short-term types and forms of inservice education.
(9) The idea of political education is the continuous training of all teachers, which are organised by national committees under the Ministry's specific guidelines.
(10) Further education of teachers and other pedagogy staff, including leading pedagogy staff, takes place through forms of boarding, distance and external studies, organising lectures, seminars, courses, internships, etc. The focus of all types of continuing education is self-study.
Placing in practice of initial teachers
(1) The introduction into practice of initial teachers (hereinafter referred to as "introduction") is intended for all initial teachers.
(2) The aim of the presentation is to help an initial teacher overcome the initial difficulties of work and to apply creatively acquired knowledge from basic training in practice. It focuses, in particular, on the current questions of school policy, on practical application of principles and methods of educational work, on the completion of the system of basic teaching skills, on the work of a class teacher, on the problems of upbringing pupils outside teaching, on working with the pupils' collective, with parents, on closer knowledge of the conditions and traditions of the school and the area in which the teacher operates.
(3) The presentation shall be provided by the national committees, by the masters of professional education of organisations in which they are employed (hereinafter referred to as "organisations'), by school heads or educational establishments, by the heads of vocational training or apprenticeship centres, and by the referring teacher. The presentation shall be monitored by the competent school inspector.
(4) The leading teacher, who is appointed by the National Committee, leads the initial teacher, advises and helps him at work.
(5) In the presentation, the methodological bodies at the school, the district pedagogy centres, the regional pedagogical institutes, the methodological centres of vocational training and training of masters of vocational education, the methodological centres of extracurricular and extracurricular education of the relevant departments.
(6) It shall take place in the first year following the entry into service of the teacher and shall last one school year. The presentation shall be terminated by a comprehensive evaluation of the initial teacher, drawn up by the principal of the school or educational establishment, the head of the vocational training centre or the apprenticeship centre in cooperation with the referring teacher.
(7) If, after one year, the initial teacher fails to achieve the objective of the presentation referred to in paragraph 2, the principal of the school (head of the educational establishment) shall extend the presentation for another year.
Graduate study of teachers
(1) Graduate studies of teachers (2) are intended for teachers of nursery schools, teachers of school satellites, school clubs, youth homes, children's homes, educational and diagnostic institutes, group managers of the Pioneer Association of Youth Socialists, teaching staff of pioneers' and youth homes, workshop teachers at secondary industrial, secondary and forestry schools and youth schools requiring special care, teachers of professional subjects, educators and masters of vocational education in apprenticeship establishments who have the required qualifications at the level of full secondary vocational education.
(2) The aim of the post-graduate study of teachers is to increase the ideopolitical level of teachers, to renew and complement their pedagogical, methodological and vocational training obtained by secondary education.
(3) The content of the post-graduate study of teachers is marxismus-leninism, pedagogy, psychology and the latest knowledge in the field of study. The centre of gravity is in the study of teaching theory to the relevant subjects.
(4) The post-graduate studies of teachers are organised by selected secondary vocational schools in cooperation with regional educational institutes, universities and other professional and scientific institutions according to uniform study plans and curriculum approved by the Ministry. The post-graduate study of masters of vocational education and educators shall be organised in cooperation with the methodological centres of vocational training and the methodological centres of extracurricular and extracurricular education of the relevant departments.
(5) In general, the post-secondary study of teachers takes two years and teachers apply to it no earlier than six years and no later than the end of the eighth year of their teaching experience. Teachers of vocational subjects, workshop teachers, masters of vocational education and educators in apprenticeship establishments, if they do not have a pedagogical qualification, shall not graduate from the course of teaching until the completion of the supplementary pedagogical studies to which they obtain a pedagogical qualification; This study will be included in their post-graduate studies as part of it.
(6) The final examination before the Examination Committee, to be determined by the Regional National Committee, shall be completed.
Postgraduate studies of teachers
(1) The post-graduate study of teachers is intended for teachers of primary, secondary and higher education, including teachers of vocational subjects (engineers, engineers, economists, etc.) in secondary vocational schools and in apprenticeship institutions who have completed university studies.
(2) The aim of post-graduate studies of teachers is to increase the ideopolitical level of teachers, to renew, supplement, deepen and extend their pedagogical, psychological, methodological and vocational subjects.
(3) The post-graduate study of teachers is based on teacher education obtained at universities; its content is marxism- leninism, pedagogy, psychology and the latest knowledge in study subjects and studies; the centre of gravity is in the theory of teaching to the relevant subjects.
(4) The post-graduate studies of teachers are organised by the relevant university faculties according to uniform study plans and curriculum approved by the Ministry. Postgraduate studies of teachers have the character of a controlled individual study supplemented by centres.
(5) As a general rule, post-graduate education lasts two years and teachers apply to it at the recommendation of the National Committee not earlier than six years and not later than the end of the eighth year of their teaching experience. Teachers of vocational courses in secondary vocational schools and in apprenticeships, unless they have a pedagogical qualification, shall not graduate until they have completed the supplementary pedagogical studies to which they acquire pedagogical qualifications. This study will be included in their postgraduate studies as part of it.
(6) Graduate studies shall be completed by the final written work and by the final examination before the examination committee appointed by the Dean of the relevant faculty.
(7) It is also recognised as equivalent to a post-graduate degree in teaching, pedagogical psychology and teaching theory of the subject concerned, a study at work by which teachers, on the recommendation of the relevant national committee, extend or complete their qualifications, (3) the completion of a controlled language study abroad or, where appropriate, by another Ministry approved form of study, if they are carried out by the tenth year of their teaching practice.
Specialisation studies
(1) Specialisation studies are intended for all teachers, usually follow up to post-graduate or postgraduate studies; The teacher may, with the agreement of the relevant national committee, complete them before the graduate or postgraduate studies.
(2) The aim of the specialisation study is to ensure further political, pedagogical and professional growth of teachers, improve their work, develop educational creativity and deepen their education according to the needs of the school and individual interests, further prepare teachers for various types of more demanding pedagogical activities (indicating the teacher, the head of the subjects committee and the methodological association, the guidance counselor, the didactic technician, the head of the interest group, etc.).
(3) The content of the specialist study of teachers varies according to the needs of further development of the Czechoslovak educational system and according to the individual interests of the teacher.
(4) Specialisation studies are organised by regional educational institutes, institutes, universities and other professional and scientific institutions.
(5) The specialist study of teachers takes place through long-term study courses, specialisation postgraduate studies, correspondence courses, traineeships of teachers of professional subjects and masters of vocational education in production facilities, laboratories and research institutes, managed by individual study, individual teaching creativity, etc.
(6) The forms of specialisation studies to be determined by the Ministry shall be completed by final examination.
Further training of the heads of cabinet of the regional pedagogical institutes and district teaching centres
(1) Further training of the directors of the regional pedagogical institutes and district teaching centres is a functional study which prepares them for the performance of their respective duties.
(2) The content of functional studies includes the current issues of further development of the Czechoslovak educational system, communist education, pedagogy, psychology, teaching theory for relevant subjects, knowledge of the management and control of school and teacher work, matters of cadre work, economics of education, economic and material technical security of schools, etc.
(3) Functional studies shall normally be organised as two years according to uniform study plans and curriculum and end with a final interview.
(4) Functional study of the directors of the district pedagogical centres is organised by regional pedagogical institutes.
(5) The Institute organises the functional study of the directors of regional educational institutes.
Further training of teachers' leaders
(1) Further training of leading pedagogy staff is intended for the directors of schools and educational establishments, including folk arts schools, folk schools of languages and language schools, their representatives, heads of pioneers' and youth houses, heads of district teaching centres, heads of regional pedagogical institutes, directors of district pedagogical and psychological councils, directors of regional pedagogical and psychological councils, inspectors and heads of inspection departments, heads of education departments of district and county national committees. It takes the form of cyclic training courses for managers (hereinafter referred to as "courses'); their content is determined by the Ministry.
(2) Courses for directors of nursery schools, directors of primary, secondary and higher education schools, including schools in medical institutions, schools for youth requiring special care, folk schools of art and their representatives, directors of educational establishments and their representatives, directors of district and local (urban) houses of pioneers and youth, heads of district teaching centres and directors of district pedagogy-psychological councils organise regional educational institutes in cooperation with universities.
(3) Courses for school inspectors, heads of inspection departments and heads of teaching departments in the education departments of district and regional national committees, directors of regional educational institutes and directors of regional pedagogical psychological councils are organised by the Institute in cooperation with universities.
Continuous continuing education of teachers and other teaching staff
(1) Continuous continuing education is intended for all categories of teaching staff and is organised in parallel with other types of inservice education.
(2) In particular, the aim of continuous continuing education is to familiarise teachers and other pedagogic workers with the current issues of further development of the Czechoslovak education system and of communist education, changes in content and organisation of teaching, progressive experience from the work of teachers and other pedagogy workers, to ensure the restoration of the content of teacher education and other pedagogy staff in line with the needs of the development of socialist society and of scientific and technical progress, and to assist them in teaching practice.
(3) Continuous further teacher education is organized by schools, district teaching centres, regional pedagogical institutes and the Institute in the form of lectures, instruction, seminars, conferences, sample hours, excursions, thematic tours etc.
Ideally political teacher education
(1) An idea of political education is a permanent part of the system of inservice teacher education.
(2) The idea of political education is to help teachers learn more deeply the learning of Marxism-Leninism, to be well oriented in world affairs and social development, so that they can better educate youth in the spirit of the ideas of socialism and communism.
(3) Ideally political education is organised by national committees following the degree of teaching.
(4) The idea of political education is not attended by teachers who are trained in post-graduate or postgraduate studies and those who extend or complement qualifications by studying while working.
Working allowances and economic security for continuing training participants
(1) Specific regulations apply to work allowances and economic security of participants in inservice teacher education and other pedagogical staff.
(2) The provision of work leave and economic security for staff in functional studies and cyclic training of senior teachers is regulated by specific regulations. 5)
Common, transitional and final provisions
(1) A certificate shall be issued to graduates on successful completion of the post-graduate and graduate studies of teachers. The participants shall be certified on the completion of other grades and types of inservice teacher and other pedagogical staff education.
(2) Teachers over 45 years of age who have ten years of teaching experience are exempt from graduate and graduate studies.
(1) The different forms of the inservice teacher education system shall be introduced gradually as follows:
(a) putting teachers into practice (§ 3) and functional studies (§ 7) from 1 January 1978;
(b) post-graduate studies of teachers (§ 4), postgraduate studies for teachers of vocational subjects (§ 5) and specialisation studies (§ 6) since 1 September 1978.
(2) Unless otherwise provided for in this Decree, the post-graduate study of teachers is subject to Decree No. 49 / 1966 Coll., on graduate studies at universities.
This Decree shall take effect on 1 January 1978.

5) Decree No. 8 / 1967 Coll., on the provision of work leave and on the economic security of workers when participating in vocational training organised in the form of short-term boarding camp.
