of 16 June 1960
on the competence and responsibility of the National Committee of the City of Prague and the District National Committees in Prague
The Government of the Republic of Czechoslovakia hereby orders pursuant to § 15 (2) and § 45 (1) and (2) (a) of Act No. 65 / 1960 Coll., on National Committees:
The National Committee of the City of Prague and the District National Committees in Prague organise the construction of the city and its economic and cultural development with the widest participation of workers. They ensure that the capital of the socialist state is an example for other cities in meeting the needs of workers and in raising their living and cultural standards.
Powers and responsibilities of the National Committee of the City of Prague
The National Committee of the City of Prague has the status of the Regional National Committee; the extent of its competence and responsibility shall be determined taking into account that Prague constitutes a single urban unit with a large population concentration, a widely developed industry and an urban economy, and a significant concentration of social, cultural and scientific institutions. The National Committee of the City of Prague manages the construction, economic and cultural development of the city by a plan which is established on the basis of the state plan for the development of the national economy.
(1) The National Committee of the City of Prague manages and plans the construction of the city and the comprehensive development of its economy and culture; coordinate the activities of undertakings and facilities subordinate to ministries (central bodies) with those of enterprises and facilities subordinate to national committees; ensure the consistency of the development of all enterprises and facilities with the interests and needs of the capital. It takes care of the planned and uniform development of all city districts.
(2) In the management of the various sectors of the economy and culture, the National Committee of the City of Prague shall perform the following main tasks:
- organise complex housing and civil construction; manage the planned construction and preservation of the city's historical parts;
- ensure the efficient organisation and development of urban transport, the construction and maintenance of a communication network and the purity of the city;
- ensuring the supply of water and heat, urban lighting and clean water and air;
- develop the overall concept of the development of services and local production and ensure full satisfaction of the needs of the population;
- ensure the supply of food and industrial goods to the population, the development and equipping of the retail network and public catering;
- ensure the efficient use of agricultural land in its territorial district, the maintenance and expansion of orchards, parks and other areas of urban green;
- manage the development of education, culture and art, promote the development of school and cultural facilities in the various districts and guide their educational and professional political activities;
- determines the essential concept of health care and ensures its proportional development within the city; ensure a high level of activity of health facilities;
- provide for fire protection and organise measures against natural disasters;
- directs the implementation of social security and is responsible for the activities of social welfare institutions and establishments;
- manage the education of cadets for farms managed by national committees.
(3) The National Committee of the City of Prague also performs those tasks which according to the Act on National Committees and Government Decree No. 71 / 1960 Coll., on extending the competence and responsibility of the National Committees and on the organisation and activities of their bodies, belong to the Regional National Committees.
The National Committee of the City of Prague shall, in particular, direct the following undertakings and organisations to carry out its tasks effectively in economic and cultural construction:
local industry and municipal service undertakings;
construction, project and investment organisations;
transport undertakings, self-repairing undertaking, automotive extraction centre and organisation for the maintenance of roads and city cleaning;
water management organisations;
organisation for urban orchards and forests, state farm and veterinary facilities;
restaurants and canteens of Prague-wide importance and coal storage;
the pedagogical institute, the state conservatory and certain special teaching facilities and out-of-school facilities of urban importance;
a book retail business, a film business, a company for concerts and estates, a centre of State Monument Care and Nature Protection, theatres, museums and other cultural and artistic facilities of urban importance (municipal folk library, town house of education, etc.);
Institute of National Health of the Capital City of Prague;
institutions for physically and mentally defective youth, pensioners' homes and other institutions and social care facilities;
equipment on the internal administration section.
The National Committee of the Capital City of Prague manages the construction of the city, the development of the economy and culture, businesses and organisations in close cooperation with the national district committees. In doing so, it relies on their knowledge, their proposals, their comments and the results of the audit work.
(1) The National Committee of the City of Prague monitors and exercises the important interests of the capital outside its territorial area, in particular as regards matters of spatial planning, communication and transport, water management, health, labour, recreation of the population, etc., and cooperates with the relevant national committees to address these issues.
(2) The important interests of the capital of Prague and the Central Bohemia Region are addressed by the National Committee of the Capital of Prague and the Regional National Committee on the basis of mutual understanding and cooperative cooperation. To this end, they shall set up joint commissions which shall draw up proposals to address those issues.
Jurisdiction and Responsibility of the District National Committees in Prague
(1) The District National Committees participate in the management and planning of city construction and the comprehensive development of its economy and culture. In line with the planned development of the city, they ensure the development of their district.
(2) In order to enhance the participation of citizens in the administration of the capital, the district national committees are developing a broad organisational activity between the population, in which they rely mainly on civil committees. Through them they organise active participation in the performance of all tasks of the National Committees in Prague and extend the control of citizens over the activities of businesses and equipment subordinate to them.
(3) In its competence, the Circular National Committees shall in particular carry out the following main tasks:
- manage the State Housing Fund, supervise the management of other residential property and conduct housing policy in the district;
- ensure the maintenance and repair of residential property and the provision of certain other services to the population;
- take care of improving the appearance and presentation of the perimeter and organise improvements and other adjustments and self-help actions of citizens;
- manage public and school meals and collaborate in the development of racing;
- decide on the deployment of the commercial network in the district and organise civil trade control and service-providing establishments;
- manage the development of education and culture in the district; be responsible for the activities of, and associated with, general education and apprenticeship schools and for developing rich cultural life and folk creativity;
- ensure the provision of qualified preventive and therapeutic care to the population and organise the participation of citizens in the management and control of health facilities;
- address social security issues and decide on welfare benefits and services;
- deal with all matters of citizens falling within the competence of local and regional national committees.
In particular, the following undertakings and facilities shall be managed by the District National Committees to ensure the tasks effectively:
local housing businesses where they establish service centres and maintenance crews for small repairs;
district construction enterprises;
Circuits Restaurants and canteens;
nursery schools, general education, apprenticeship and vocational schools, youth cooperatives, school canteens, children's and pupils' homes, youth schools requiring special care, schools in nature, folk arts schools, secondary schools for workers, educational centres and cultural and educational facilities (awareness-raising meetings, folk libraries, etc.);
national health district institutes.
Common and final provisions
(1) Unless otherwise provided for in this Regulation, the activities of the National Committee of the City of Prague and the Circular National Committees in Prague shall be governed by the Government Order No 71 / 1960 Coll., extending the competence and responsibility of the National Committees and the organisation and activities of their bodies, with the application of the provisions on the Regional National Committees and of the District National Committees in Prague, mutatis mutandis, the provisions on the District and Local National Committees.
(2) The National Committee of the City of Prague may, in agreement with the Circular National Committees, provide that certain tasks, which fall within the competence of the Circular National Committees, shall be carried out by itself or may be entrusted by a Circular National Committee.
This Regulation shall enter into force on the day of its publication; all members of the government and the National Committee of the Capital City of Prague will do so.
