on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the State of Kuwait on cooperation in the field of health and medical sciences
On 18 December 1979, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the State of Kuwait on cooperation in the field of health and medical sciences was signed in Kuwait.
The Agreement entered into force on 11 March 1980 pursuant to Article 12 thereof.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the State of Kuwait on cooperation in health and medical sciences
Government of the Czechoslovak Socialist Republic and Government of the State of Kuwait,
Desiring to develop relations and cooperation between the two countries in the field of health and medical sciences,
agree as follows:
The Parties shall promote cooperation and exchange of experience in the field of health and medical sciences so that such cooperation contributes to further improving the health of the people of both countries.
The Parties shall exchange experience gained in the organisation and management of health care, in particular in the fields of prevention, treatment, hygiene, anti-epidemic care, health education and the use of medical tools and medicines.
The Parties shall exchange materials and information on conferences and gatherings on health issues. If an international meeting is held in the field of health or medical sciences in the territory of one of the Contracting Parties, that Party shall invite the other Party to participate in that meeting.
The Parties shall exchange lists of professional literature and medical films from the field of health education.
In order to combat infectious diseases jointly, both Parties will regularly exchange reports on epidemiological situations, experience in preventing, diagnosing and treating such diseases.
The Parties shall develop and deepen cooperation between research institutes, medical schools and other medical institutions by exchanging experience.
The Parties shall cooperate in the field of vocational training of health workers, in particular by promoting:
1. exchanges of doctors and other healthcare professionals for the purpose of training or achieving specialisation, as well as for the purpose of studying certain types of diseases;
2. exchange of teaching aids and educational experience in the field of health.
The Czechoslovak Party will assist in the implementation of Kuwait's health programmes, in particular:
1. the secondment of specialists for the establishment, organisation and management of health facilities, as well as other health professionals, at the request of the competent Kuwaiti authorities and under conditions agreed in advance;
2. help in the education of Kuwaiti health professionals by sending Czechoslovak experts and doctors to Kuwait for this purpose or by offering further training to Kuwaiti health professionals in the Czechoslovak Socialist Republic.
The competent authorities and bodies of the Contracting Parties shall receive the citizens of the other Party for treatment in their medical facilities to the extent and under the conditions to be agreed in the implementation plans referred to in Article 10 of this Agreement.
For the implementation of this Agreement, the Contracting Parties shall negotiate implementation cooperation plans for certain periods of time.
The Contracting Parties shall reimburse each other for the costs of cooperation under the provisions of this Agreement on the basis of the following principles:
1. lists of professional literature and medical films, teaching aids, illustrative and other medical education aids shall be exchanged free of charge;
2. the reimbursement of costs associated with the mutual transmission of delegations or conference participants and the Assembly shall be agreed in the various implementation plans for cooperation concluded in accordance with Article 10 of this Agreement;
3. the costs of sending and staying medical and other medical personnel to the territory of the other Contracting Party shall be borne by the Party for whose benefit or at whose request they have been seconded;
4. the costs of providing treatment in accordance with Article 9 of this Agreement shall be borne by the party sending the person to the treatment;
5. the necessary treatment in the event of sudden illness or accident shall be provided free of charge to the citizens of the other Contracting Party.
This Agreement shall be subject to approval under the constitutional provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval.
This Agreement shall be concluded for a period of five years. It shall be renewed for further five-year periods, unless one of the Contracting Parties denies it in writing at least six months before the expiry of the current period.
Done at Kuwait, 18 December 1979, in two original copies in the Czech, Arabic and English languages, each text being equally authentic. In the event of a different interpretation, the English text will be decisive.
