State Commission on Finance, Prices and Wages
of 12 October 1966
on the provision of remuneration to staff of budgetary organisations
The State Commission on Finance, Prices and Wages issues the following directives for the provision of remuneration to the staff of budgetary organisations pursuant to Article 4 of Act No. 113 / 1965 Coll.:
According to these Directives, staff of budgetary organisations may be remunerated for timely and successful completion of critical tasks, for the initiation and successful performance of other tasks which go beyond normal performance of their duties, for exceptional work results, for the achievement of eligible savings in budgetary expenditure and, where appropriate, for the performance of tasks under exceptionally difficult working conditions.
The decision-making tasks shall, as a general rule, be determined in advance by the Head of Organisation (National Committee Board). At the same time, they shall determine which workers (collective workers) are responsible for carrying out individual critical tasks. In order to increase the incentive for remuneration, it is advisable to pre-list the remuneration.
(1) In particular, the tasks which are aimed at addressing the needs of the national economy, both in relation to the national development plan and in relation to the national budget, are to be identified as critical tasks. In doing so, the important resolutions of the Party and the Government must be based in particular.
(2) The critical tasks for each department should be set out in a limited number so that workers' efforts are not fragmented.
The level of remuneration should be determined in such a way that remuneration is proportionate to the importance and difficulty of the tasks and is a material incentive to increase workers' activity in their performance. They therefore need to be significantly differentiated according to the results of work and the efficiency achieved.
Remuneration may also be granted to workers' collective. Allocation of remuneration between individual staff members shall be carried out by the head of the collective according to the personal participation and merit of each worker in the task.
They shall decide on the award of remuneration and the amount thereof,
(a) if there is a reward for the timely and successful achievement of the critical tasks, the Head of the relevant organisation, and in the national committees and in the facilities managed by them, which do not provide the work and wages agenda, the Board of the National Committee;
(b) in other cases, senior staff authorised by the head of the organisation (Board of the National Committee). The Head of Organisation (Board of the National Committee) shall allocate part of the appropriations which managers may use for remuneration.
The Head of Organisation shall be provided by the Board of the National Committee responsible and, where appropriate, by the authority empowered to do so by the head of the authority directly superior and the head of the establishment managed by the national committees.
Remuneration shall be granted immediately after the work for which it is intended has been completed and positively evaluated. For critical tasks that monitor an increase in production efficiency, only part of the remuneration shall be admitted for the timely and quality processing of the task; the other part is only admitted after verification that the expected result has been achieved.
The central authorities (Regional National Committees) may, in the breakdown of the wage fund for subordinate organisations, establish an adequate reserve for the remuneration of the heads of such organisations and other staff for the performance of their tasks which are of relevance beyond the organisation concerned.
Remuneration shall be paid from the wage fund of the organisation concerned. The total of the remuneration appropriations in 1966 must not fall below the current level. In the coming years, this level should be gradually increased to at least 5% of the organisation's wage fund.
Remuneration under these Directives may not be granted to a worker to whom the same work has been paid under another provision. *)
These Directives replace the existing provisions on the provision of one-off cash remuneration pursuant to the Government Resolution of 5 January 1963 No 6, on the principles for enhancing the personal material interest of the staff of the State apparatus in the performance of the state plan and certain other important tasks.
This decree shall take effect on the day of its publication.
