EVIDENCE OF HOPS, THEIR DEVELOPMENT, DISTORTION AND MAINTENANCE
Registration of hops
Record keeping
(1) All hop plants are subject to registration in accordance with the provisions of this Decree.
(2) The register of hops in the district of the municipality is managed by the local national committee, in the district of the district the centre of geodesy. The central register of all hops shall be kept by the national undertaking Chmelaří v Žatci ("Chmelaří ').
(3) The provisions on single land records are not affected by this decree.
Establishment and maintenance of hop records
(1) The local national committee shall, within the framework of the rules on single land registration, keep a proper register of hops on the hop registration and inventory lists (hereinafter referred to as the "registration lists') which shall be established for each farm growing hops. In order to establish and maintain registration lists, the local national committee shall use the data communicated by the geodesy centre, which shall also provide technical assistance to the local national committee.
(2) Registration certificates shall be established and maintained by municipalities and agricultural establishments and shall contain the information necessary for the registration and registration of hops, in particular the registration number, the parcel number of the hops, the total area and the area of its net production area, the variety of hops, the establishment of new hops and the cancelled hops.
(3) In the case of state goods, hops for each operating unit shall be recorded separately as a separate economic unit.
Report changes in the register of hops
(1) In order to ensure the proper management and maintenance of the register of hops and to ensure its compliance with the actual situation, hop growers are required to report in writing to the local national committee each establishment of a new hops, the abolition of hops and any change in the ownership, administration or use of hops (transfer, rental, use, association of land for joint management in a single agricultural cooperative) twice a year, no later than 20 May and no later than 20 November.
(2) The local national committee, after examining the accuracy of the data and changes reported under paragraph 1, shall note the relevant changes in the registration sheets and communicate them, with a quantification of the final state of the area of hops, on the relevant single land register form ("Notification of amendments') of the geodesy centre and in the Chmelarship's chamelarship chapels, by 31 May and 30 November. It shall send a negative report within the same time limits if no changes to the hops have occurred during the previous period.
(3) The Regional National Committee shall inform the local National Committee, the Geodesy Centre and the Chmelarship of any change in the ownership, administration or use of the hops and of any authorisation it has issued for the removal of hops no later than 14 days after the approval of the amendment or, where appropriate, the authorisation for the cancellation of hops.
(4) The amendments reported under paragraphs 1 and 3 to the local national committees shall form the basis for supplementing and maintaining the registration lists in accordance with the actual situation of hops.
Regional and central register management of hops
(1) In the district, the Chmelnic register is managed by a geodesy centre in accordance with the specific regulations of the Central Administration of Geodesy and Cartography, in cooperation with the National Committees and Chmelarism. In order to ensure a reliable compliance of the register with the actual situation, the centres of geodesy shall compare the final status of the hops by 30 June prior to the annual Summarisation, according to the registration sheets and summary reports, with the records of hop growers, county national committees and Chmelarship.
(2) The central register of hops is kept on the registration sheets by the Chmelarship, in accordance with the data of the relevant geodesy centre and the changes reported pursuant to § 10 (2) and (3). In addition, it shall keep records of the buckles planted with hops, the variety used and the age of the hops and the registration labels.
The importance of recording the area of hops
The area of hops registered in the registration sheet is mandatory for agricultural plants to determine the tasks in their production of financial plans, forms the basis for managing the production, purchase and disposal of hops and is an indicator of how the plan for the establishment of new hops has been implemented.
Labelling of hops
In consultation with the local national committee, the hops industry shall, with the direct assistance of hop growers, affix each hop plant on the corner pillars of the structure with a registration number to be entered in the registration form. When the hops are removed, the labels must be returned by the hops grower to the local national committee; when changing corner columns, the hop grower shall attach the labels to the new column.
Inspection of registration sheets
(1) The hop growers may consult and extract from local national committees, geodesy centres and hop plants.
(2) The complaints and objections of hop growers submitted to the national committees against data in the registration lists are discussed by the national committees in agreement with the geodesy centre.
Refresh hops
(1) Hops growers are required to carry out regular restoration of old, sick and weak hops which do not guarantee adequate harvesting of good quality hops.
(2) The tasks of the renewal and extension of hop areas set out in the national economic development plan are set out in the individual agricultural plants to be discussed in accordance with the guidelines in force.
Dipping of hops
(1) Chmelnice may be abolished only on the authorisation of the District National Committee. An application for such authorisation shall be submitted to the district national committee by 30 June at the latest. The removal of hops may be permitted if recommended by the Central Control and Examination Institute of Agriculture, after examination of the growing and health status of the culture at the time of vegetation (1 July to 15 August) or if the general interest so requires. The removal of hops shall be decided by 30 September.
(2) Where the removal of hops is permitted, the hop grower shall remove the hop structure and the plot properly before 31 October of the same year.
Maintenance of hops
hop growers shall:
(a) use new technologies in the cultivation and harvesting of hops;
(b) the hops must be cultivated, fertilized, treated and protected in good time from diseases and pests and ensure the quality of drying and storage of hops;
(c) regularly replenish the empty areas in hops hops (rooted hop sachet) or in autumn planted lard;
(d) to keep the hop structure in good condition and to ensure it before damage.
ADDITIONAL NOTIFICATION OF THE HOPS, ITS COLLECTION, SUSPENSION, ADJUSTMENT AND MANIPULATIONS WITH IT
Mandatory grading of hops
(1) All hops grown in hop production areas are subject to compulsory grading.
(2) Mandatory marking of hops means:
(a) for hops grown in hop production areas "Žatecko," "Úštěcko" and "Tršicko"
1. the compulsory labelling of hops by local origin (hereinafter referred to as "hop labelling"); and
2. compulsory verification of the local origin of hops (hereinafter referred to as "certification of hops");
(b) in the case of hops grown in the hop production areas "Piestansk-Topoľčansko" and "Trebišovsko," only the labelling of hops;
(c) the marking of the local origin of hops by production community (s) during the compulsory grading of hops shall be carried out according to the names of the municipalities (s) referred to in Sections 1 to 7, regardless of any changes in their names as a result of the merger of the municipalities.
Labelling of hops
(1) The marking of hops in the production community is carried out by the Central Control and Examination Institute of Agricultural in Prague (hereinafter referred to as the "Institute") using hop confidants in individual production municipalities.
(2) The hop growers are required to declare, before jockeying, by 20 November of the year of harvest at the latest, all hops to the hops confidant in the municipality in which the hops were grown.
(3) A hops confidant must not mark hops which are clearly shown to be rotten, e.g. moldy, polluted, severely damaged by pests or diseases, mixed with foreign objects; in addition, it shall not indicate hops which do not have the characteristics of hops of the variety "Red", hops mixed with that variety and hops harvested in a municipality other than that for which it has been established by a hop confidant.
The hops confidant finds out whether the hops are not allowed to be marked (§ 19 (3)), the hops are then weighed after being stored in the trench, the trench is labelled and sealed and the tack is issued for each tack. Without a serious certificate, hops may not be exported from the municipality.
Verification of hops
(1) The verification of hops is subject to all hops grown in the hop production areas "Žatecko," "Uštecko" and "Tršicko" identified by hop confidants in production municipalities. The certification of hops is carried out by the Institute in its hop stamps in Žatci, Úštěk, Roudnice nad Labem and Tršice.
(2) The organisation responsible for the purchase of hops is obliged to register hops purchased in the hop production areas "Žatecko," "Uštecko" and "Tršicko" and in the production municipalities marked for verification in the hop plant and at the same time as the application to submit the weighing certificates of individual jockeys.
(3) The Institute shall exclude from the verification of hops which may not be marked (§ 19 (3)), hops which cannot be reliably demonstrated to have been grown in the hop production areas "Žatecko," "Úštěcko" and "Tršicko" and hops not complying with the Czechoslovak state quality standard.
(4) The verification of hops shall be marked on its packaging and the packaging shall be sealed with curtains (seals and seals) and a certificate issued for the certified hops. When using special double packs, external or internal packaging shall be verified.
(5) The Institute will verify hops on a provisional basis when repackaging before proper verification is necessary, e.g. for drying, sizing, etc. In such a case, after the necessary measures have been completed, the Hops Institute shall be provisionally verified and a provisional certificate of verification issued. The Institute shall provisionally verify the remnants of hops after repackaging.
Hops not subject to compulsory grading
Hops grown outside the production areas, hops which do not have the typical characteristics of "Red 'and mixed hops may only be marked on the packaging with the word" Hops' indicating the year of harvest.
Changing hops
Changing hops in the production community
(1) Hops identified by hop confidant without the participation of hop confidant shall be prohibited from repacking hops. Hops in the production community once marked may only be packed under the control of a hop confidant and only if they have not been exported from the municipality.
(2) The hop confidant and the reason for the repackaging of hops must indicate on the back of a serious sheet in which they must also simultaneously indicate and confirm any change in weight after repackaging. Only hops in their original state and from the same grower from the same production community may be used for re-packaging.
Changing hops outside the production community
Hops marked by a hop confidant, once exported from the manufacturing community, may only be packed under the control of the Institute (stamp offices).
Mixing and handling of hops
Mixing and handling of hops subject to mandatory grading (e.g. taking over, combing, sizing, etc.) is permitted only according to the grading rules (§ 28) and under the control of the Institute.
Mixing of hops may only be carried out if the hops come from the same production area and from the same year. However, it shall be prohibited to mix hops corresponding to the Czechoslovak State quality standard with hops not complying with it, foreign hops with domestic hops and hops of the "Red" variety with varieties of hops which do not have the typical characteristics of hops of that variety.
Duplicates of certificates, certificates and provisional certificates
(1) The holder of a serious certificate, certificate and provisional certificate shall report the loss of such documents without delay to the Institute (stamp).
(2) A hops confidant must not issue a new or a duplicate of the original sheet as a missing sheet.
(3) The Institute, having examined the circumstances in which the relevant document was lost, shall issue a duplicate thereof.
Timetables
The model of the label, the seal and the certificate (Section 20), the model of the verification of hops on its packaging, the seal, the seal, the certificate and the provisional certificate (Section 21 (4) and (5)), as well as the details of the compulsory marking of hops, its repackaging, mixing, modification and handling, shall be laid down in the regulations of the Institute approved by the Ministry of Agriculture, Forestry and Water in agreement with the Ministries of Food Industry and Foreign Trade and the Central Administration of the Purchase of Agricultural Products.
Replacement of the compulsory hop grading costs
Replacement of expenditure associated with the mandatory marking of hops is included in the price of hops.
FINAL PROVISIONS
It shall be repealed:
Decree No. 140 / 1957 of the Ministry of Agriculture and Forestry Ú. l laying down the boundaries of hop production areas and hop positions, as amended by Decree No. 33 / 1959 Ú. l.
Decree No 141 / 1957 of the Ministry of Agriculture and Forestry of the Ú. l., on the registration, renewal, cancellation and maintenance of hops; and
Decree No 142 / 1957 of the Ministry of Agriculture and Forestry of the Ú. l., on the compulsory grading, repackaging, mixing and handling of hops.
This decree shall take effect on the day of its publication.
