CONSTRUCTION LAW
of 24 June 1968
on the preparation of the Federal Organisation of the Czechoslovak Socialist Republic
Based on the right of the Czech and Slovak people to self-determination, on the principle of equality and in order to allow the federative organisation of the Czechoslovak Socialist Republic to be arranged by agreement of the constitutional political representation of both nations,
The National Assembly of the Czechoslovak Socialist Republic decided on the following constitutional law:
§ 1
(1) In order to adopt a constitutional law governing national relations between the Czech and Slovak peoples, the consent of at least three fifths of all Members of the National Assembly elected in the Czech regions and at least three fifths of all Members of the National Assembly elected in Slovakia is required.
(2) The proposal referred to in paragraph 1 shall be put to a separate vote by Members elected in the Czech regions and Members elected in Slovakia.
§ 2
The tasks associated with the preparation of the federative organisation of the Czechoslovak Socialist Republic are carried out by the Czech National Council and the Slovak National Council. This provision does not affect the constitutional status of the National Assembly, the Slovak National Council and the Government.
§ 3
(1) The Czech National Council is established as an interim body of the constitutional political representation of the Czech nation. The Czech National Council operates until the establishment of the Czech National Authority, which will be elected in general elections.
(2) The task of the Czech National Council is to express a national political position on the organisation of the relations of the Czech and Slovak peoples and to provide preparatory work related to the establishment of the Czech National Authority. He has the right to submit proactive proposals to the National Assembly in connection with the federal organisation of the Czechoslovak Socialist Republic.
§ 4
(1) The number of members of the Czech National Council will be determined by the National Assembly.
(2) The Czech National Council is elected by the National Assembly on a proposal from the National Front from members of the National Assembly elected in the Czech regions and from prominent representatives of the public life of the Czech people who are not members of the National Assembly.
§ 5
(1) The founding meeting of the Czech National Council will be convened by the President of the National Assembly within 14 days of the date of its election and managed by the President of the Czech National Council.
(2) The Czech National Council, acting by a resolution, shall adapt its internal organisation, in particular the way in which its institutions are set up and the rules of its action.
§ 6
In order to carry out the tasks arising from this constitutional law, the Slovak National Council, acting on a proposal from the Slovak National Front, may extend the number of its members to include prominent representatives of the public life of the Slovak people who are not members of the Slovak National Council.
§ 7
This constitutional law takes effect on the day on which it was approved by the National Assembly.
