on the Commission of the Slovak National Council for National Committees
The Slovak National Council decided on this law:
(1) A Commission of the Slovak National Council for National Committees is hereby established. It is headed by the chairman.
(2) The Commission of the Slovak National Council for National Committees carries out the tasks of the initiative, control and executive body of the Slovak National Council in its participation in the resolution of the fundamental issues of the national committees in Slovakia, as well as in ensuring the management and control of the national committees by the Bureau of the Slovak National Council in accordance with the essential guidelines of the Government.
The Commission of the Slovak National Council for National Committees shall be transferred to the Commission of the Slovak National Council for the Development of the Local Economy, which shall be repealed at the same time.
(1) The Commission of the Slovak National Council for National Committees participates in the preparation of the plans and budget of the Regional National Committees in Slovakia and gives its opinion on them to the Financial and Budgetary Commission of the Slovak National Council and the Slovak Planning Commission.
(2) The Commission of the Slovak National Council for National Committees, in cooperation with the Slovak Planning Commission and the SNR Financial Officer, makes proposals to the Bureau of the Slovak National Council for the application of the financial provisions allocated to the National Committees in Slovakia.
The Commission of the Slovak National Council for National Committees shall in particular:
(a) monitor and monitor the implementation of the fundamental tasks of the national committees resulting from the laws and other legislation and the resolutions of the National Assembly, the Government, the Slovak National Council and its Bureau, and ensure the consolidation of socialist legality. In order to address the shortcomings in the work of the national committees, it shall adopt measures and submit proposals to the Slovak National Council and its Bureau,
(b) in cooperation with the management bodies of the Slovak National Council and with scientific provisions and after consulting the national committees, prepare proposals concerning the organisation and construction of national committees;
(c) monitor and control the activities of the national committees in the social security sector and assess the development and efficient use of social security funds in Slovakia;
(d) participate in cooperation with the Slovak National Council Legal Commission for the preparation of generally binding legislation on the organisation and operation of national committees; prepares proposals for changes in the territorial breakdown of the State concerning Slovakia,
(e) organise the exchange of experience from the work of the national committees, generalise, expand and help to implement new experiences and the correct forms and methods of work of the national committees' bodies and assets;
f) ensure the improvement of the qualifications of officials and staff of national committees and organise training for them in cooperation with the other management bodies of the Slovak National Council;
(g) monitor how national committees deal with complaints, suggestions and proposals of workers and how they use them in their work.
(1) The Commission of the Slovak National Council for National Committees, as instructed by the Bureau of the Slovak National Council, ensures coordination of the activities of the delegates and chairmen of the Slovak National Council commissions in relation to the National Committees in Slovakia. To this end, in particular:
(a) ensure that its effective and qualified assistance and timely resolution of problems create favourable conditions for the activities of national committees, their bodies and bodies and their managed organisations in each sector of the economy and culture and facilitate the development of mutual cooperation and close synergies between the authorities of the Slovak National Council and national committees in particular in addressing conceptual issues;
(b) monitor the performance of the essential tasks of the management bodies of the Slovak National Council in relation to the national committees and in cooperation with the various components of the Executive apparatus of the Slovak National Council, examine the methods and results of the national committees to perform their functions on each section of their activities.
(2) The Commission of the Slovak National Council for National Committees shall inform the Presidency of the Slovak National Council of the problems and shortcomings that are reflected in the work of the Executive Authorities of the Slovak National Council in relation to the National Committees and submit proposals for their resolution; Is concerned by the proposals submitted by the authorities of the Slovak National Council to the Bureau of the Slovak National Council, provided that they give rise to essential tasks for national committees.
(1) In the area of the local economy, the Commission of the Slovak National Council for National Committees, in accordance with the basic functions of the local economy in the national economy, develops prospects and concepts for its development and helps the national committees to develop and implement tasks for the local economy. Particular attention shall be paid to issues of technical development, the application of new knowledge of science and technology in practice, the improvement of the organisation of work, the improvement of the level of professional management and the qualification of workers of the local economy, as well as the generalisation and exchange of progressive experience between different counties and counties.
(2) On the housing policy section of the Commission of the Slovak National Council for National Committees, it produces national economic analyses of housing management and non-residential premises, draft housing policy principles and ensure compliance with the rules on housing management and non-residential premises of national committees in Slovakia.
On the archiving section of the Commission of the Slovak National Council for National Committees
(a) manages the Slovak archival administration;
(b) monitor the performance of archiving tasks in Slovakia, ensuring that they serve the political, scientific, cultural and economic needs of the development of society.
The Commission of the Slovak National Council for National Committees shall cooperate with the National Assembly Committees, in particular the National Assembly Committee for National Committees, in particular in the preparation of essential legislative measures, in the control and verification activities and in the assessment of compliance with socialist legality.
(1) The mandate of the SNR Commission, acting as the executive body of the Slovak National Council, is to carry out the tasks entrusted to the Slovak National Council, within the limits of the authority of the Slovak National Council, to the representatives of the Slovak National Council. *)
(2) The mandate of the SNR Commission is managed and responsible for the work of the Commission's apparatus.
(1) In matters relating to the general internal administration of national committees, local economy and archiving, the Commission's mandate, SNR, shall carry out other tasks for national committees to the extent specified by the Government.
(2) The tasks entrusted to it pursuant to paragraph 1 shall be carried out by the mandatePresident of the SNR Commission for the National Committees in close cooperation with the Minister for the Interior; in the exercise of that competence, it shall be governed by the Minister of the Interior's directives.
Unless otherwise provided for in this Act, the SNR Commission for National Committees is subject to the Law of the Slovak National Council No. 124 / 1964 Coll., on the Rules of Procedure and Conditions of Employment of the Slovak National Council.
Paragraph 46 of Act SNR No. 124 / 1964 Coll., on the Rules of Procedure and Conditions of Employment of the Slovak National Council is hereby repealed.
This Act shall take effect on the date of approval of the Slovak National Council.
