on the processing of grains in wages and mixing of feedingstuffs
The Ministry of Agriculture and Food Industry provides in agreement with the participating central authorities and authorities pursuant to § § § 1 and § 2 of Decree of the President of the Republic No. 109 / 1945 Coll., on production management, pursuant to § 15 (1) of Act No. 51 / 1959 Coll., on the purchase of agricultural products and under § 7 (3) (b) of Decree of the State Planning Commission No. 186 / 1959 Ú. l., on a more detailed definition of the scope of planning, production and price control:
Processing of grains and mixing of fodder
§ 1
Work the grains in the wage on the mill products can take:
(a) agricultural establishments which have obtained grains from their own production or by mutual exchange between themselves or through cooperative cooperation;
(b) persons who have obtained grain by purchasing under the rules on the sale of surplus or in kind distributed in uniform agricultural cooperatives into labour units and in kind (exchange, temporary assistance, etc.);
(c) staff of State goods and other agricultural plants of the State Socialist sector who have obtained grains by buying under the rules on the sale of agricultural products to employees of state goods and other agricultural plants of the State Socialist sector;
(d) establishments n.
§ 2
(1) In the case of edible mill products, the mills shall be processed exclusively by the district national committee in agreement with the mill undertaking to issue a written permit for milling, setting out each of these mills a milling circuit from one or more municipalities, taking into account their distance from the mill and its capacity.
(2) The milling products shall be processed into grain in the wages of the mills and blenders of the feed of the ransom undertakings (hereinafter referred to as "blenders'), which shall be authorised and the circuits referred to in paragraph 1 shall be determined; in the case of blenders the permits shall be issued and the circuits shall also be laid down in agreement with the respective undertakings.
§ 3
The mills and mixers may be closed for cleaning purposes. The closure period shall be determined by the mill undertaking and by the mixing plant, with the agreement of the district national committee. The closure of the mill and the mixing plant must be declared in a way at the usual place at least three weeks in advance.
§ 4
Remuneration for grain processing in mills
(1) For working wheat and rye on flour or working barley on hail in wage, it shall be paid for each 100 kg of 25 CZK. *)
(2) The processing of grains in the wage intended for feeding purposes for fodder products shall be subject to the payment of milk for every 100 kg:

§ 5
Remuneration for grain processing and mixing of feedingstuffs in mixers
The remuneration for processing grains in the wage intended for feeding purposes, lucerne, etc. in mixers for 100 kg is 3,40 CZK for processing into rough scrap and 4 CZK for processing into fine scrap. The remuneration for mixing feedingstuffs shall be based on the actual costs associated with the necessary performance calculated by the ransom undertakings. In the event of a conflict, the Regional National Committee shall decide.
§ 6
Blending key and losses
(1) For wheat and rye delivered in basic quality, the mill must issue 98% and 96% of the grain barley at the choice of milling, but always according to one of the exorcism keys provided by the Ministry of Food Industry for milling grain in grain mills.
(2) For processing grains for feeding purposes, mills and blenders shall issue at least 99% and 99,5% of the products taken over from the quantity of grain to be pressed for processing; when mixing feed 99,8% of the feed mixture from the quantity of raw materials used.
(3) Where grains of a quality lower than the basic have been delivered for processing in the wage, the mill or the mill shall agree in advance on the quantity of products to be issued according to the losses incurred during processing.
(4) The basic quality is, according to the preceding paragraphs, the basic quality A according to the quality standards applicable to grain deliveries to mills.
§ 7
Processing of grains for own use
(1) Agricultural plants and establishments n.
(2) Agricultural establishments associated with cooperative cooperation may process grain for feeding purposes on common establishments.
§ 8
Registration
The mills and the purchasing undertakings are obliged to keep accurate records of the processing of grains, mixing of feedingstuffs and the remuneration for such performance and to submit it whenever requested to the inspection authorities, in particular to the authorities of the district national committees.
§ 9
The Ministry of Agriculture and Food Industry may provide for exemptions from the provisions of this Decree in agreement with the central authorities involved.
§ 10
All provisions on the matters covered by this Decree, in particular Decree No 103 / 1955 of the Ú. l, on the processing of grains in wages and the collection of the standard.
§ 11
This Decree shall take effect from 1 July 1960.

*) The amount referred to in Paragraph 4 (1) shall be understood as including the enforcement tax.
* *) The amounts referred to in § 4 (2) and § 5 shall be understood as excluding performance tax (agricultural production performance not subject to tax pursuant to Article 5 (3) (a) of the implementing provisions of the Performance Tax Act - Decree of the Minister of Finance of 23.10.1957 No 152 / 73 501 / 1957).
