Government Regulation
of 11 September 1953
on the new organisation of ministries and central government bodies.
The Government of the Czechoslovak Republic orders, with the consent of the President of the Republic pursuant to § 1 of the Constitutional Act No. 47 / 1950 Coll., on adaptations in the organisation of public administration:
(1) The Ministry of Interior and the Ministry of National Security are merged in the Ministry of Interior.
(2) The Ministry of the Local Economy is hereby established, which primarily performs the previous tasks of the Ministry of Interior in the field of the local economy and the construction of municipalities.
The Ministry of Fuel and the Ministry of Energy are merged into the Ministry of Fuel and Energy.
The Ministry of Heavy Engineering and the Ministry of General Engineering are merged into the Ministry of Engineering.
The Ministry of Construction and the Ministry of Construction are merged in the Ministry of Construction.
The Ministry of Agriculture and the Ministry of State Goods are merged into the Ministry of Agriculture.
The Ministry of Railways and the Ministry of Transport are merged in the Ministry of Transport.
The Ministry of Higher Education and the Ministry of Education and Education are merged into the Ministry of Education.
(1) The State Committee on Arts, the Committee on Cultural Relations with Foreign Affairs and the Czechoslovak Radio Committee are hereby repealed.
(2) The main management of the printing and gramophone industry, publishing and book trade and the main management of cinematography, established at the Bureau of the Government, are hereby repealed.
(3) A Ministry of Culture is hereby established, to which the current tasks of the State Committee on Arts, the Committee on Cultural Relations with Foreign Affairs, the Czechoslovak Radio Committee and the main administrations of the polygraphic and gramophone industry, publishing and trading of books and cinematography, established at the Bureau of the Government, as well as the current tasks of the Ministry of Education and Education in the field of education and education.
(1) The State Arbitration in the Government of the Czechoslovak Republic is converted into the State Arbitration of the Czechoslovak Republic and is associated with the Ministry of Justice.
(2) State arbitration in the board of delegates is converted into state arbitration for Slovakia.
(3) Paragraph 4 (1) of Decree-Law No 47 / 1953 Coll., on State arbitration, is amended as follows:
"(1) The authorities of the State Arbitration consist of the main arbiter, an adequate number of representatives of the main arbiter and the state arbiter. On a proposal from the Minister of Justice, the authorities of the State Arbitration of the Republic of Czechoslovakia shall appoint the government, the authorities of the State Arbitration of Slovakia, the board of delegates and the authorities of the State Arbitration of the Regional National Committees. The personal and material needs of the state arbitration of the Czechoslovak Republic are provided by the Ministry of Justice, the State arbitration for Slovakia by a corps of delegates and state arbitrage at regional national committees of the Regional National Committees."
(4) Paragraph 5 of Decree-Law No 47 / 1953 Coll., on State Arbitration, is amended as follows:
"The main arbitrator of the Czechoslovak Republic has the right to submit, through the Minister of Justice, proposals for measures in economic matters to the Government, the principal arbitrator for Slovakia, the board of delegates and the main arbitrator at the Regional National Committee to the Regional National Committee."
The Ministry of Forestry and the Wood Industry is transferred to the Department of Water Management, carried out so far mainly by the Ministry of Construction.
The detailed definition of the tasks of the various government bodies in relation to the transfer of competence carried out under this Regulation shall be carried out by the Government.
This Regulation shall enter into force on the day of its publication; by the Prime Minister.
