State Commission for Scientific, Technical and Investment Development and State Planning Commission
of 22 October 1986
on the control of the science and technology development and investment plan for its implementation
The State Commission for Scientific, Technical and Investment Development to implement the provisions of § 52 (l) under § 53 (1) (a) of Act No. 133 / 1970 Coll., on the jurisdiction of federal ministries, as amended by Act No. 115 / 1983 Coll. and the State Planning Commission under § 17 (1) (e) of Act No. 145 / 1970 Coll., on National Economic Planning, provides:
Preliminary provisions
In order to enhance the efficiency of the management and planning of the development of science and technology throughout the innovation cycle, a control of the implementation of state scientific and technological programmes and of the scientific and technological programmes of Republics, plans for the development of science and technology1 shall be carried out at all stages of the innovation cycle, and a control of the preparation and actual implementation of the tasks of these production plans and other social practices, with particular regard to their security and implementation through investment construction. Control activities are carried out by all stages of management as an integral part of their managementwork (2) while cooperating with the competent authorities of the Revolutionary Trade Union.3)
Objective of control
(1) The aim of the audit is to identify the state of implementation of the State Scientific and Technical Programmes, the scientific and technical programmes of the Republics, the tasks of the scientific and technological development plans, including those which provide for the research-related part of the national target programmes, the state of implementation and the actual implementation of the results of the tasks of those plans in production and other social practices, in particular where the security of the management of the tasks and their implementation requires investment construction, and to identify the causes of possible deviations from the plan and, depending on the nature of the matter, to ensure or propose specific timed measures to address identified deficiencies.
(2) The control provided for in this Decree also helps to identify the effectiveness of management tools in the field of science and technology development.
Subject matter of control
(1) The subject of the check is:
(a) the objectives of such programmes, expressed in particular by technical and economic indicators and the degree of achievement of those objectives, in the control of national and scientific and technical programmes of the Republics as a whole;
(b) in monitoring the implementation of the scientific and technical development plans, including the tasks to be carried out by the research part of the national target programmes, the tasks selected, the indicators and the limits of those plans; for tasks of a product nature intended for export, the comparability of technical and economic parameters of such products and foreign products;
(c) monitoring the implementation of the results of the tasks of the scientific and technical development plans, the indicators selected and the limits of these plans (4), including the licence purchase and sale agendas and the follow-up to other parts of the national economic plans, in particular the project work plan and the recovery plan;
(d) to check the implementation of the tasks of the science and technology development plan and other social practices, the indicators and limits of the industrial production and sales plan, the construction plan, the transport plan, the connection plan, the agricultural plan and other performance parts of the national economic plans;
(e) monitoring the implementation of production licences and other social practices, the indicators and limits of the industrial production and sales plan and other performance parts of the economic plans.
(2) The selection of the indicators and limits referred to in paragraph 1 shall, as a general rule, be carried out by the organising authority in such a way as to ensure that the data best characterising the controlled phase of the solution, preparation of implementation or actual implementation are the subject of the check; where the process of addressing the tasks of the science and technology development plan and, where appropriate, the process of implementing their results is planned by means of a network chart, milestones (main node points) of this chart shall be the basis for checking; It shall apply mutatis mutandis to national scientific and technical programmes of the Republics.
Control system
The comprehensive system for monitoring the implementation of state scientific and technical programmes of Republics, state plans for the security of scientific and technological development, tasks of state technical development plans, including those which ensure the research development of the state target programmes, for monitoring the preparation of the results of the tasks of these plans in production, including those for the purchase and sale of licences and their own implementation in social practice, shall consist of:
(a) inspection days organised under the jurisdiction of the Gestor of state scientific and technical programmes of the Republics at the level of Deputy Ministers;
(b) inspection days (meetings) organised under jurisdiction by the State Commission for Scientific, Technical and Investment Development ("the State Commission"), the Czech Commission for Scientific, Technical and Investment Development ("the Slovak Commission for Scientific, Technical and Investment Development") at the level of:
1. the President of the State Commission or the relevant Republic Commission,
2. Vice-Presidents of the State Commission or of the relevant Republic Commission,
(c) control days organised by the coordinating central authorities at the level of the Deputy Ministers;
(d) a purposeful check of the state's science and technology development plan;
(e) interim and final opposition proceedings (Section 10);
(f) national statistical reporting data.
Check days
(1) The control date is the meeting organised under the jurisdiction of the Gestor of State Scientific and Technical Programmes or of the Republics', State Commissions, Republic Commissions or Coordination Central Authorities (hereinafter referred to as the Organising Central Authority), where tasks, indicators and limits are generally discussed, where appropriate, for which their failure to fulfil or threat is indicated.
(2) The organising central authority shall, as a general rule, establish a programme of the monitoring day on the basis of an indication of non-compliance and, where appropriate, a threat to the programme and, in particular, the individual tasks of the State Technical Development Plan and of the licence purchase and sale agendas. A failure or threat to the programme or to the task of the State Technical Development Plan shall also be considered as a threat or failure to fulfil the planned task of project work or the reproduction of basic resources which makes the relevant task of the State Technical Development Plan subject to or ensures its implementation; In doing so, particular attention shall be paid to the building of half-operations and verification operations as separate stages of the tasks of the technical development and investment development plan of research and development organisations directly managed by the central authorities. 1)
(3) The organising central authority shall be entitled to require from the participating central authorities (with their approval, where appropriate, from their management organisations) the necessary supporting documents for the preparation of the meetings on the control day. In the context of these documents, it also requires a report on the implementation of the already resolved tasks of the State Technical Development Plan and, where appropriate, justification for deviations from the initial implementation objective.
(1) In order to check compliance with state scientific and technical programmes of the Republics as a whole, the control days shall be organised by the relevant gestor at the end of the current year (or at the end of the current year).
(2) In addition to the Deputy Minister - Head of the relevant Gestor according to the nature of the programme, the Vice-President of the State Commission of State, Vice-President of the State Planning Commission, Deputy President of the Czech Planning Commission, Deputy President of the Slovak Planning Commission and Deputy Ministers - Heads of the relevant coordinating central bodies, or representatives of other central authorities, in particular representatives of the central authorities of the general designer and investor, shall attend this meeting.
(1) To check the performance of the tasks of the state technical development plan of the Czechoslovak Socialist Republic, it organises the inspection days within 30 days of the end of each quarter of the current year of the State Commission.
(2) The control date organised pursuant to paragraph 1 is managed by the Vice-President of the State Commission. In addition, they participate according to the nature of the task of Vice-President of the relevant Republic Commission, Deputy President of the State Planning Commission, Deputy President of the Czech Planning Commission, Deputy President of the Slovak Planning Commission, Deputy Minister - Head of the relevant coordinating central body and, if necessary, Deputy Ministers - Heads of other central bodies, in particular the central authorities of the general designer and investor.
(3) If the proceedings are to be the subject of a review date, questions not yet closed on the control days of the Vice-President of the State Commission shall be managed by the President of the State Commission, unless otherwise decided. In addition, the President of the relevant Republic Commission, Minister - Head of the relevant coordinating central body, Deputy President of the State Planning Commission, Deputy President of the Czech Planning Commission, Deputy President of the Slovak Planning Commission and, if necessary, Ministers - Heads of other central bodies, in particular the Central Authorities of the General Engineer and the Investor.
(4) The organisation of the control days referred to in paragraph 1 may be entrusted by the State Commission to the competent coordinating central authority [§ 4 (c)] of this Order, which shall accept this mandate if it has been sent to it at least 2 months before the intended control date.
(1) In order to check the performance of the tasks of the state technical development plan of the Czech Socialist Republic or Slovak Socialist Republic, the control days are usually organised within 30 days of the end of each quarter of the current year by the respective Republican Commission.
(2) The control date organised pursuant to paragraph 1 shall be managed by the Vice-President of the relevant Republic Commission. In addition, the Deputy Minister - the Head of the competent coordinating central body, the Deputy President of the Czech Planning Commission or the Deputy President of the Slovak Planning Commission, and, if necessary, the Deputy Ministers - the heads of other central bodies, in particular the central authorities of the project manager and investor.
(3) If they are to be the subject of negotiations on a non-closed matter on the control days managed by the Vice-President of the relevant Republic Commission, the control day shall be managed by the chairman of the relevant Republic Commission, unless otherwise decided. In addition, the Minister - the Head of the relevant coordinating central body, the Deputy President of the Czech Planning Commission or the Deputy President of the Slovak Planning Commission, and, if necessary, the Ministers - the heads of other central bodies, in particular the Central Authorities of the General Engineer and the Investor.
(4) The organisation of the control days referred to in paragraph 1 may be entrusted by the competent coordinating body [§ 4 (c) of this Order], which is obliged to accept this mandate, provided that it has been sent at least 2 months before the intended control date.
Purpose control of the tasks of the State Science and Technology Development Plan
(1) Control of the tasks of the State Plan for the Development of Science and Technology shall be carried out for selected tasks of the plan in accordance with the annual control plan or, as a general rule, when a threat, failure or other adverse event is indicated in the task-solving process or in the preparation of the performance of the task, and where this is no longer the subject of another form of control organised under this decree.
(2) As a general rule, only those tasks for which some of the important stages of the solution or preparation of the implementation of their results are to be completed in the year in question shall be included in the annual control plan.
(3) In accordance with the provisions of paragraph 1, the State Commission or the competent Republican Commission shall determine in accordance with the provisions of paragraph 1 the selected tasks of the State Technical Development Plan for which they will organise the inspection, while at the same time determining which central authorities will participate in the inspection, in agreement with them. The coordination central authorities shall draw up, in relation to those plans, their own annual plan for the checks of further tasks of the State Technical Development Plan.
(4) Operational control shall be organised by all the authorities referred to in paragraph 3 where necessary.
Continuous and final opposition proceedings
In order to check the performance of the tasks of the State Plan for the Development of Science and Technology, interim and final opposition proceedings shall also be carried out in accordance with specific regulations. 5)
National statistical reporting data
In particular, the system of state statistical reporting shall be used to check the performance of the tasks of the State Technical Development Plan; the details are governed by specific regulations.6)
Specific provisions on the control of the performance of the tasks of the State Basic Research Plan and the State Industrial Economic Research Plan
(1) The Czechoslovak Academy of Sciences (Slovak Academy of Sciences) shall organise the control of the performance of the tasks of the State Basic Research Plan, and the Governing Council shall organise the performance of the tasks of the Applied Economic Research Plan; Article 4 (b), (d) and (e) of this Decree shall apply mutatis mutandis to the inspection.
(2) The control activity according to the provisions of § 9 (2) to (4) of this Decree is organised by the Czechoslovak Academy of Sciences (Slovak Academy of Sciences) for the tasks of the State Basic Research Plan and the Council of Economic Research for the tasks of the State Plan of Applied Economic Research.
(3) The results of their audit activities include the Czechoslovak Academy of Sciences and the Council of Economic Research in annual reports on the performance of the tasks of the State Plan of Basic Research and the State Plan of Applied Economic Research presented to the State Commission. Similarly, the Slovak Academy of Sciences is proceeding with the Slovak Commission for Scientific, Technical and Investment Development.
Control of the implementation of the tasks of the State Plan for the Development of Science and Technology in Production and other social practice
(1) Control of the performance of the tasks of the State technical development plan of a material nature and, where appropriate, of the basic research plan, where their results are also of a material feasibility nature, is an organic part of the control of the industrial production and sales plan, the construction plan, the transport plan, the road transport plan, the agricultural and other performance plans, in particular the recovery plan of the basic funds; the monitoring of the implementation of the plans under this provision shall apply for a period of three years from the start of the implementation of the results of the latest substantive implementation outcome of the task of the State Technical Development Plan and, where appropriate, of a basic research plan of a material nature.
(2) The audit shall be carried out by the central authorities superior to the realtor responsible for carrying out the results of the tasks of the State Technical Development Plan and, where appropriate, the basic research plan in the relevant production (performance) parts of the national economic plans, with the participation of representatives of the State Planning Commission, the Czech Planning Commission or the Slovak Planning Commission and the National Commission or the respective Republic Commission, the coordinating central authorities and the representatives of the Gestor, where appropriate, the results of the tasks provided by the State Scientific and Technical Programmes of the Republics.
(3) The basic form of checks on the performance of the tasks of the State Technical Development Plan, or of the basic research plan referred to in paragraph 1, shall be the control days, which shall normally take place on a quarterly basis, in particular when the non-assurance of the planned implementation is indicated. In order to check the performance of the tasks of the State Technical Development Plan and, where appropriate, of the Basic Research Plan, special-purpose controls shall also be used.
(4) Statistical reporting shall be used to check the performance of the tasks of the State Technical Development Plan; the details are governed by specific regulations.7)
(5) The method referred to in the preceding paragraphs shall also be used to check the implementation of the selected licensed production processes, namely those specified in the industrial production and sales plan, the construction plan, the transport plan, the connection plan, the agricultural plan or other parts of the national economic plans, throughout the period of validity of the licences.
Provisions common and final
(1) If the tasks of the Science and Technology Development Plan, which provides the research development part of the national target programmes, are subject to control under this Decree, the Gestors of the relevant programmes are also involved in the control days. The GIs of the national target programmes may organise control days for the control of these programmes as a whole in accordance with the provisions of Section 5 of this Decree.
(2) The control days for the tasks of the State Technical Development Plan to be carried out by the State Scientific and Technical Programmes or by the Scientific and Technical Programmes of the Republic are also attended by representatives of the Gestors of the relevant programmes.
(3) The results and findings of the checks carried out under this Decree are also used in the processing of summary reports on the performance of the tasks of the State Science and Technology Development Plan and on the implementation of the implementation plan for their results in practice, including the implementation of licensing processes.
(4) The reports referred to in paragraph 3 shall be drawn up by the central authorities according to an outline issued by the State Commission in an agreement with the State Planning Commission, the Republic Commissions, the Czech Planning Commission and the Slovak Planning Commission and the State Basic Research Plan under the guidelines issued by the Czechoslovak Academy of Sciences.
(5) The sectoral central authorities and the central management authorities apply the principles of control set out in this Decree mutatis mutandis also for the control of the tasks of the economic plans for technical development and the implementation of their results in practice.
(6) This decree does not apply to the monitoring of tasks included in a specific part of the plan.

1) The structure, scope, method and presentation of the science and technology development plan (and its parts) shall be laid down in the Single Guidelines of the State Planning Commission, the Federal Ministry of Finance, the State Commission for Scientific, Technical and Investment Development for the Ministries and other central authorities of the CSSR and the Republics for the preparation of the draft five-year plan and the five-year budgetary perspective for the years 1986- 1990 and the draft implementation plan and budget for 1986 and, where appropriate, their adaptations for the following years of the 8th Five-Year.
2) The control activity is governed by the principles of control in the national economy and in the administration approved by the Government of the CSSR Resolution of 14 April 1982 No 108, by the Government of the CSSR Resolution of 12 May 1982 No 139 and by the Government of the SSR Resolution of 28 April 1982 No 129, No 66 / 1982 Coll.
3) Principles of the Government of the CSSR and the ÚRO on the participation of workers in the creation, implementation and control of the five-year plan and the annual implementation plans for economic and social development, approved by the Government of the CSSR Resolution of 24 October 1985 No 270 and published under No 107 / 1985 Coll.
(4) The indicators and limits of the technical development plans (as part of the system of the scientific and technical development plan) are in particular data on the KP-4 form of the coordination plans.
