concerning the Agreement on Cultural Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Malta
On 10 September 1979 the Agreement on Cultural Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Malta was signed in Prague. The Agreement entered into force on 2 January 1980 pursuant to Article 12 thereof.
The Czech version of the Agreement shall be published simultaneously.

AGREEMENT
on cultural cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Malta
Government of the Czechoslovak Socialist Republic and Government of the Republic of Malta,
Desiring to strengthen friendly relations and understanding between the two countries and to develop and support, in the spirit of the Final Act, the Conference on Security and Cooperation in Europe, mutual cooperation in the fields of culture, education, science, sport and tourism,
they have agreed as follows:
The Parties shall develop cooperation in the fields of science, education, culture, art, education, mass media, film, sport, tourism and between scientific institutes, as well as social and youth organisations.
The Parties shall promote cooperation and exchange of information and experience between cultural and scientific institutes, educational and artistic organisations of their countries, in particular:
(a) by allowing mutual visits to university professors and teachers of professional and scientific establishments;
(b) by organising various exhibitions of art on the territory of the Contracting Parties, such as exhibitions of paintings, graphics and photographs;
c) by organising musical concerts and concerts of singers, dance and other artistic performances,
(d) the translation and publication of literary and scientific works;
(e) exchange of books and other publications in the field of culture, such as painting, graphic art, sculpture, and social sciences and art;
(f) exchanging information on life, natural conditions and historical monuments of their countries in order to disseminate objective information in textbooks, image publications and scientific works published in English;
(g) exchange of information and statistical material in the field of education, the cultural activities of young people, in particular workers, and materials on their contribution to cultural life and national heritage;
(h) enabling exchanges of cultural, archaeology and polygraphy experts;
(i) by allowing exchanges and presentation of artistic, documentary and educational films on a commercial and non-commercial basis and by participating in international film festivals organised in the territory of the other Party.
The Parties shall promote the study of languages, culture, literature, history, geography and art of the other Party.
The Parties shall, in accordance with their capabilities, provide reciprocal scholarships to students and postgraduate students for study at universities and other educational establishments.
The Contracting Parties shall examine the possibilities for ensuring that studies, examinations and diplomas completed in the territory of one Contracting Party are also of partial or complete validity in the territory of the other Contracting Party. If deemed necessary, they shall conclude a special agreement.
The Contracting Parties shall allow access to archives and libraries in accordance with the applicable rules of their countries.
The Parties will allow representatives of the other Party to participate in scientific congresses, conferences of archaeologists and historians, folklore festivals and other international events organised in their territory.
The Parties shall promote cooperation and exchanges between the press agencies, radio and television organisations of their countries on a commercial and non-commercial basis, in particular in the field of programmes and television films for children, documentary programmes, literary and musical programmes.
The Parties shall promote cooperation in the field of sport, tourism and youth organisations.
The Parties shall promote synergies between their national cooperation committees with UNESCO as well as the exchange of materials.
For the implementation of this Agreement, the Parties shall negotiate cooperation programmes covering specifically agreed actions as well as financial and organisational conditions for certain periods.
This Agreement shall be subject to approval under the national provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval.
This Agreement shall be negotiated for a period of five years. It shall then be renewed for a further period of five years, unless one of the Contracting Parties denies it in writing at least six months before the expiry of the current period.
This Agreement may be amended by agreement of both Parties.
Dane in Prague on 10 September 1979 in two copies, each in Czech and English, both texts being equally authentic.
