DECLARATION
Federal Ministry of Technical and Investment Development
of 9 August 1971
on typing under construction
The Federal Ministry of Technical and Investment Development provides, in agreement with the participating central authorities, pursuant to § 53 of Act No. 133 / 1970 Coll., on the jurisdiction of federal ministries, and under § 16 (1) (b) of Act No. 84 / 1958 Coll., on Territorial Planning:
Preliminary provisions
Purpose of typing
(1) Typing under construction is an important factor in state technical and economic policy under construction and in particular in improving the quality of construction, ensuring consistency of user requirements under construction and aspects of rationalisation and industrialisation of processes in the implementation of buildings and in the production of construction structures, their parts and technical installations of construction buildings.
(2) Typing in construction is a planned rationalisation activity consisting of the efficient selection and identification of good, coordinated technical solutions suitable for reuse.
(3) The typical activity is mainly aimed at:
- uniform regulation of the method and organisation of typing
- ensuring continuity with other rationalisation activities and research, development and experimental verification in construction
- application of technologically homogeneous processes in production
- satisfaction of user claims under construction
- stabilisation of basic parameters of technical solutions in construction and conditions important for the development of effective specialisation, concentration, mechanisation and automation of production
- unifying the regulatory base in the framework of the specialisation and cooperation of the member countries of the Council of mutual economic assistance and agreements on scientific and technical cooperation
- systematic control and evaluation of the results of typing in terms of the protection of social interests in construction.
The resulting typing tools
(1) Typical directives (§ 7) and type documents (§ 8) are the resulting instrument of characterisation under construction.
(2) Typing directives and type documents must comply with technical standards and other legislation. *)
Processing of resulting typing tools
(1) Processing * *) of typology directives and type materials financed in whole or in part from national budgets ensure:
(a) General (§ 7 (1) (a)) - Federal Ministry for Technical and Investment Development;
(b) typology directives and type documentation for the design of construction buildings or their spatial parts [§ 7 (1) (b) and § 8 (1) (a)] - central investor authorities in the areas for which they are responsible;
(c) typology directives and type documentation for the design, calculation and implementation of construction structures, their elements or systems * * *) and technical installations of construction buildings, their elements or systems (§ 7 (1) (c) and § 8 (1) (b) and (c)) - the central supplier authorities in the areas for which they are responsible, exceptionally also the central investor authorities, in the cases provided for in the typology plan.
(2) The processing of the type documents referred to in point (c) of the preceding paragraph financed entirely from sources other than those of state budgets is provided by the central management articles.
Preparation of typology and typology
Baseline
(1) Typical studies are usually the starting basis for the processing of the typical directives. The default basis for the processing of type materials is typology studies and always typology tasks.
(2) The processing of the underlying documents shall be provided by those central authorities and, where appropriate, by the central management articles which ensure the processing of the typical directives and type-files.
Typical studies
(1) Typical studies are analysis typing works that serve:
(a) to improve typing methods;
(b) to identify technical, economic and other contexts and conditions for the preparation and implementation of complex or long-term typing programmes,
(c) to identify or verify the conditions for drawing up typology directives or typology with particular regard to the coordination of user and production aspects in construction.
(2) Typical studies include in particular:
- definition of the subject matter and purpose
- design of the solution
- an overview of related typology directives, typology, technical standards and other legislation
- determination of the intended extent of use
- verification of compliance with the requirements for the characteristics of building objects, construction structures and technical equipment of building objects with their technical solution
- verification of production collateral options
- indicative technical and economic indicators and their comparison with the declared indicators
- evaluation of the proposed solutions and, where appropriate, their variants
- conclusions and proposals for measures and, where appropriate, proposals for a characterisation task.
(3) The conclusions adopted and the proposals for measures for a characterisation study must be used for further characterisation activities.
Typical task
(1) The typing task defines the requirements and conditions for the development and use of the type base.
(2) The typical task is the basis
- to assess the efficiency of the application of the type base
- to decide on the progress of the work
- for the inclusion of the type base in the typing plan proposal.
(3) In particular, the typing task shall include:
- determination of the object, purpose and required parameters of the type base
- determination of the method, scope and depth of the design of the type base according to the design documentation
- requirements for the verification of the type base or for the performance of the tests
- estimated range of application of the type base
- estimated costs of preparing and verifying the type of material
- the assumption of achievable results, the price limit and indicative technical economic indicators and their comparison with the declared indicators, the material and temporal relationship to the tasks of research, development, experimental verification under construction and the production verification
- the relationship with the typology guidelines, type of background or, where appropriate, typology studies which are relevant to the subject of the typology task
- timing of the expected process of processing and verification of the type of material and estimated dates of preparation and implementation of the production collateral
- documents of discussion referred to in paragraph (4)
(4) The authority which ensures the processing of a characterisation task, or by its authorised processor, is required to discuss the proposal for a characterisation task with the authorities concerned, which, under the special regulations, defends public interests in the construction, the future processor of a type-based material and the manufacturers and suppliers designated by their superior central authority.
Content of typology directives and type materials
Typical directives
(1) According to the subject matter:
(a) General Directive
(b) typing guidelines for the design of building objects or their spatial parts
(c) typing directives for the design, calculation and implementation of construction structures, their elements or systems and technical installations of building objects, their elements or systems.
(2) The General Typing Guidelines contain basic and common provisions for the implementation of typology under construction. It sets out questions of compositional and functional coordination in terms of modular, dimensional, parametric series, etc., nomenclature, classification and labelling, breakdown of content and graphic modification of type solutions, as well as a way of information on the results of typing in construction.
(3) The typology guidelines for the design of building objects or their spatial parts provide:
- values of required properties and selection of operational and dimensional schemes
- design and evaluation method and procedure
- links to properties, diagrams or solutions of construction structures and technical installations
- examples of operational and technical solutions
- indicative technical economic indicators.
(4) The typtical directives for the design, calculation and implementation of construction structures, their elements or systems and technical installations of building objects, their elements or systems shall specify:
- values of required properties, selection of schematics of functional, dimensional and design and selection of characteristics of material and technological
- method and procedure for the design, calculation, implementation and evaluation
- design instructions
- examples of technical solutions, especially planting and connecting details
- indicative technical economic indicators.
Type supporting documents
(1) Type base is documentation of the solution
(a) building objects or their spatial parts; or
(b) construction structures, elements or systems thereof; or
(c) technical installations of building objects, their elements or systems.
(2) The type background shall be processed on the basis of an approved typing task.
(3) The type base is used for drawing up:
(a) preparatory and project documentation; or
(b) production documentation for the production and implementation of construction structures, their elements or systems, technical installations of construction buildings and their elements or systems; or
(c) technological rules.
(4) The type basis contains:
- conditions for its use
- the way in which it is shown that it is used correctly
- economic comparison with existing type materials, assuming the extent of application of the proposed type base
- draft information or catalogue sheet
- layout, operational and volume solutions and selection of technical solutions for construction structures and technical installations of construction buildings or their spatial parts in accordance with the conditions for their use and in accordance with the design, operation and volume solutions - if it is the construction or spatial parts of buildings
- technical solutions in accordance with the requirements for compositions, interchangeability, disposition, operational and volume solutions of objects or their spatial parts - when it comes to construction structures and technical equipment of building objects, their elements or systems
- the documents of discussion referred to in paragraph 6.
(5) The breakdown and indicative content of each part of the type base are set out in the Annex to this Decree.
(6) The authority which ensures the processing of the type base, or the processor authorised by it, is obliged to discuss the design of the type base in accordance with the same procedure as the provisions of Section 6 (4).
(7) If specific regulations or typing tasks are laid down or the authorising authority (§ 11) requires tests to be carried out, it shall be attached to the design of the type base as evidence of a report of the tests carried out by a national or other authorised test laboratory.
Assessment, approval, commitment and publication of proposals for typing directives, typology tasks and typology
Proposals for typology directives, typology tasks and typology shall be subject to approval after prior assessment.
Assessment
(1) The assessment of proposals for typing directives, typing tasks and type-of-work shall be carried out by the authorising authority (Section 11) or by an organisation for which the authorising authority shall provide the assessment; such organisations may be research or project organisations, test institutes or state testing centres, universities or other competent organisations.
(2) The assessment shall in particular monitor:
- technical-economic and architectural level
- satisfying user claims
- compliance with requirements for rationalisation of construction and production
- application of research and development results
- security of the planned production programme
- securing the material and production base
- ensuring marketing opportunities and links to international cooperation
- ensuring health and safety
- compliance with environmental standards
- price level and aggregate efficiency
- compliance with technical standards and other legislation.
(3) The Federal Ministry of Technical and Investment Development shall, as appropriate, lay down in more detail the manner and procedure for examining draft descriptive directives, typographical tasks and type-of-evidence specific guidance.
Approval
(1) Proposals for typology directives, typology tasks and type materials, the processing of which is financed in whole or in part by State budgets, approve, if applicable
(a) the General Typical Directive - Federal Ministry of Technical and Investment Development;
(b) typology directives, typology tasks and type documentation for construction buildings or their spatial parts, but not for residential construction, the Ministry of Construction and Technology of the CSSR or the Ministry of Construction and Technology of the SSR;
(c) typology directives, typology tasks and type documentation for construction structures, their elements or systems and technical equipment of building objects, their elements or systems of the supply ministry.
(2) The typology tasks and type documents, the processing of which is not financed in whole or in part by State budgets, approve
(a) Directorates-General or other secondary management articles in cases where the superior central authorities, in agreement with the Federal Ministry of Technical and Investment Development and, where applicable, the Ministry of Construction and Technology of the Czech Republic or the Ministry of Construction and Technology of the SSR, transfer approval authority to them in agreement with the Federal Ministry of Technical and Investment Development,
(b) superior central authorities in other cases.
(3) The supply ministries may delegate the approval power provided for in paragraph 1 (c) on a case-by-case basis, with the approval of the Federal Ministry of Technical and Investment Development or, where applicable, the Ministry of Construction and Technology of the CSSR or the Ministry of Construction and Technology of the SSR and the competent investor ministry, to the subordinate Directorate-General or other central management articles.
(4) Investor ministries are required to request opinions before approval
- supply ministries competent by sector
- Ministry of Construction and Technology of the Czech Republic or Ministry of Construction and Technology of the SSR
- the Federal Ministry of Technical and Investment Development, if it comes to the Federal Investment Ministry.
(5) Supplier ministries are required to request opinions before approval
- the relevant investor ministry
- Ministry of Construction and Technology of the Czech Republic or Ministry of Construction and Technology of the SSR, if they are the relevant investor ministries of the Ministry of the Republics
- the Federal Ministry for Technical and Investment Development, if the Federal Ministry is the competent investor ministry
- other supply ministries, depending on the subject matter of the typology directive or the type of material produced by them.
(6) Proposals of the typology directives, typing tasks and type materials cannot be approved without a favourable opinion from the authorities referred to in the preceding paragraphs. In the event of a conflict, the authority shall decide jointly by the superior or the authority empowered by him.
(7) The authorising authorities are required to discuss, before approval, the more serious nationaleconomic consequences resulting from the application of the type of documents with the relevant Ministry of Finance.
(8) The Federal Ministry of Technical and Investment Development may reserve for approval or the opinion of a characterisation directive, typing tasks and type-of-evidence; it shall consult the competent central authorities before approval.
Obligations
(1) Typical directives and type of documents become binding when:
(a) the authorising authorities or, in agreement with them, other central authorities or central management articles shall impose their mandatory use in their field of competence; or
(b) the local planning authority of the national committee shall determine the binding application of the typology or type base for building objects or their spatial parts for a specific area or location.
(2) The binding of an approved type base of a building building or its spatial part may be limited or excluded for a particular building by the authority of the national planning body in cases where its use would be contrary to the territorial planning tasks. These authorities shall notify the authority which has declared the use of the type base and the Ministry of Construction and Technology of the CSSR or the Ministry of Construction and Technology of the name and place of construction and the reasons which have led to the limitation or exclusion of the binding.
Validity, changes and cancellations
(1) The authorities approving the typology directive and the type of documents shall, at the time of approval, determine the start of their validity; they may also determine when it expires.
(2) When amending and repealing the typology directives and the type-files, the authorising authorities are required to proceed in the same way as in their initial approval.
Liability for defects in supply
The use of approved typology directives or type materials for the processing of project or production documentation shall not relieve participants of the construction of liability for defects in their supply under generally binding legislation.
Notification and extradition
(1) The central authorities referred to in Articles 11 (1), 11 (2) (b) and 12 (1) (a) shall publish in the Central Journal:
(a) the name and number of the approved typology or type basis, the date of approval and the beginning and, where applicable, the period of validity
(b) the name and number of the typology or type of material which is amended or deleted or the validity of which is extended
(c) the extent to which the characterisation directive or type of material is binding
(d) the processor and the place of distribution of the characterisation directive or type of material.
(2) The central authorities referred to in Article 11 (2) (a) shall publish in the Central Journal the place in which the data will be reported to the extent of the previous paragraph on the type of supporting documents approved by subordinate Directorates-General or other central Articles of Procedure.
(3) The method of recording valid typology and typology, the publication and distribution of their surveys, as well as the information and catalogue sheets of the typology shall be determined by the Federal Ministry for Technical and Investment Development.
Planning of typing under construction
Planning
(1) The development of typology, typology and typology studies is carried out in accordance with the development of investment construction needs and with the development of technological processes and technical solutions for construction and parts thereof as planned.
(2) The methodology for drawing up the typing plan is laid down by the Federal Ministry of Technical and Investment Development in agreement with the Ministry of Construction and Technology of the Czech Republic and the Ministry of Construction and Technology of the SSR in accordance with the guidelines for drawing up the draft State Plan of Project Works.
Final provisions
Use of existing typology directives and typology
(1) The typology directives and type documents, approved before the date of application of this decree, are valid until they are repealed or replaced by typical directives or type documents approved under this decree, but no later than 31 December 1972.
(2) After 31 December 1972, the typing directives or type documents, approved before the date of application of this Decree, may be used for the processing of preparatory, project or production documentation only in cases where they have been reassessed and approved under this Decree, or their validity temporarily extended by a decision of the authorising authorities referred to in § 11; the issuing of this Decision shall be subject to the same procedure as those set out in § 11 and 15.
The central authorities may, if necessary, issue more detailed guidelines for the implementation of this Decree with the approval of the Federal Ministry of Technical and Investment Development.
Repeal
The measures on the construction typing section issued before the Decree is effective, if they are in conflict with it, are deleted. *)
