about ID cards.
The National Assembly of the Czechoslovak Republic decided on the following Act:
ID
(1) A citizen's card is a public document which a citizen of the Czechoslovak Republic (hereinafter referred to as the "citizen") proves his identity, Czechoslovak citizenship, residence and other important legal and registration facts recorded on the identity card.
(2) The official model of the identity card is established by the Ministry of the Interior.
Obligation to have an ID
A citizen's card is required to have every citizen who has reached the age of 15 and who is residing in the territory of the Czechoslovak Republic; The Ministry of the Interior may provide for exceptions for certain groups of citizens.
Identity power
(1) The entries in the ID shall replace the certificates of Czechoslovak citizenship, residence certificates and other authentic documents of the facts which are the subject of the registration, to the extent indicated on the ID.
(2) In order to prove the facts referred to in paragraph 1, a citizen is not obliged to submit additional documents.
Issue of civil certificates
(1) Citizenship cards shall be issued and recorded at the time of issue shall be carried out by public security authorities on the basis of the documents provided and for the reimbursement of the purchase costs.
(2) At the invitation of public security authorities, each person shall be obliged to appear in person on the issue of a card, if necessary to complete the entries in the card.
(3) A citizen's card is not issued to citizens who have been completely deprived of their rights.
(4) After the issue of the identity card, the necessary data shall be entered by the public security authorities, the executive authorities of the local national committees, if any, by other competent authorities.
Duration of the ID card
(1) Civil ID cards are issued by public security authorities
(a) citizens aged between 15 and 20 - valid for a period of 5 years,
(b) citizens aged between 20 and 50 - valid for a period of 10 years;
(c) citizens over 50 years of age - without limitation of their period of validity,
(d) in very exceptional cases - valid for less than 5 years.
(2) At the end of the period of validity of the ID, the public security authorities shall either extend the validity of the existing ID or issue a new ID.
Loss of the probative power of the identity card
(1) The identity card loses the right of proof as from the expiry date stated therein.
(2) The identity card loses the power of proof before the expiry of the period of validity referred to therein if:
(a) has been damaged, lost or stolen;
(b) contains illegible or incorrect information or falsified, written or corrected;
(c) the citizen has changed his last name or his last name or his last name has been officially corrected;
(d) the citizen has substantially changed his form.
Obligations of the holder of the identity card
(1) A citizen to whom an identity card has been issued has in particular the following obligations:
(a) protect identity card against damage, destruction, loss, theft or misuse by an unauthorised person; in the event of such circumstances, report them to public security authorities without delay;
(b) ensure that the basic information recorded on the identity card is still in accordance with the facts and, to that end, that the identity card is presented to the competent authorities in due time for registration,
(c) to be demonstrated by a citizen's card to call upon the security and other authorities empowered to do so;
(d) to submit an identity card at the time of the creation and termination of the employer's employment relationship;
(e) request the public security authorities to issue a new identity card without delay if the current identity card has lost its powers of proof;
(f) request public security authorities to extend the validity of the existing identity card before the expiry of the period of validity of the identity card, after the issue of a new identity card.
(2) The holder of a citizen's card who has lost Czechoslovak citizenship is obliged to forward it to public security authorities without delay.
Submission of alien identity cards
(1) Anyone who finds a foreign identity card is obliged to forward it to public security authorities without delay.
(2) The identity card of a citizen who has been wholly deprived of his or her right to exercise his or her right and the identity card of the deceased must also be surrendered.
Employer obligations
The employer shall examine the identity of the citizen entering the employment (teaching) relationship according to his ID and fulfil the other obligations laid down in the implementing rules.
General provisions on civil ID
(1) Civil ID cards must not be removed from citizens when they enter the buildings of offices, businesses and establishments and must not be accepted as collateral.
(2) Citizenship cards may be withdrawn from and issued by the citizens of the relevant certificates of withdrawal, loss or theft by public security authorities, after other competent authorities.
Validity of existing civil certificates
(1) Civil ID issued to citizens under Act No. 198 / 1948 Coll., on Civil ID shall remain valid until it is exchanged for new civil ID; The provisions of this Act shall apply to them mutatis mutandis.
(2) Civil ID issued to citizens under Government Decree No. 61 / 1953 Coll., on Civil ID, shall be deemed to have been issued under this Act.
Exceptions and concessions
The Ministry of the Interior or the authorities empowered by it may, where justified, provide for exceptions or allow relief from the provisions of this Act.
Implementing rules
In agreement with the central authorities involved, the Ministry of the Interior will issue regulations for the implementation of this Act in the Official Journal.
Repeal
Government Decree No. 61 / 1953 Coll., on Civil Documents, is hereby repealed.
Efficiency of the law
This Act shall take effect on 1 March 1958; It shall be implemented by the Minister for the Interior in agreement with participating members of the Government.
