granting economic and legal relief to countrymen returning to their homeland, in particular from Hungary.
The Provisional National Assembly of the Czechoslovak Republic decided on the following Act:
(1) The Czechs and Slovaks who have moved (returned) to the territory of the Czechoslovak Republic after the liberation of that territory from the hostile occupation, or who will move (return) to them, whether on the basis of the Constitutional Act of 12 April 1946, No 74 Coll., on the basis of a government decree issued pursuant to paragraph 4, may be granted economic and legal relief which is required to enable or facilitate the establishment or pursuit of a profession (employment) which is proportionate to their profession (employment). Such concessions may, in particular, concern the authorisation of exemptions from different prohibitions, the remission or reduction of the requirements prescribed for the achievement of certain authorisations, the establishment of a preferred or more favourable assessment in official decisions, shortening or extension of time limits, and so on.
(2) The provisions of paragraph 1 may also be used for the benefit of members of other Slavic nations where the conditions laid down in the first sentence of paragraph 1 are given.
(3) The Czechs and Slovaks who move to the territory of the Czechoslovak Republic from Hungary under an agreement between the Czechoslovak Republic and Hungary on the exchange of population, signed on 27 February 1946, are granted full compensation for property which they have proven to have owned in Hungary, and whose ownership has been transferred to the Hungarian State. Such compensation, as well as compensation for other property rights evidently left in Hungary, shall be granted to those persons on the basis of property and rights transferred to the Czechoslovak State under Article VII of the Agreement.
(4) Details, in particular as regards the type and extent of the concessions referred to in paragraph 1, of the conditions for granting them, after a time limit, are laid down by the Government by regulation.
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
