Slovak National Council
of 9 September 1966
on the competence of the Slovak National Council and its bodies in the care of people's health
To define the tasks of the authorities of the Slovak National Council in the security and further accelerated development of health care in Slovakia, the Slovak National Council shall act in accordance with the People's Health Care Act in this Act:
(1) The Slovak National Council takes full care of the intensive development of people's health care according to the needs of Slovakia in line with national interests.
(2) In addition to the tasks assigned to them by the national authorities, the health organisations and authorities, national committees and other national and economic bodies and organisations in their care for the health of the people in Slovakia, they also provide the tasks assigned to them by the Slovak national authorities.
(1) The Bureau of the Slovak National Council shall monitor the performance of the main tasks of health care in Slovakia and shall coordinate the activities of the other executive bodies of the Slovak National Council in addressing issues of care for the health of the people. On its own initiative or on a proposal from a Commission or an authorised representative of the Slovak National Health Council, a decision shall be taken on matters falling within the competence of the Slovak National Council under this law.
(2) Bureau of the Slovak National Council
(a) declares, on a proposal from the delegate of the Slovak National Health Council, the territory where a natural spa is or is to be set up, as spa places;
(b) on a proposal from the delegate of the Slovak National Health Council, it issues for significant spa sites and for spa sites, the protection of which would affect important economic interests, spa status and identify protection zones and other protection measures;
(c) approve the Statute of the Scientific Council of the delegate of the Slovak National Health Council.
(3) The Bureau of the Slovak National Council, acting on a proposal from the delegate of the Slovak National Health Council and after expressing the main hygienist of the Czechoslovak Socialist Republic, appoints and rescues the main hygienist for Slovakia.
(1) The Commission of the Slovak National Health Council monitors and checks how the delegates and representatives of other bodies of the Slovak National Council, national committees and other state and economic organisations, and the authorities perform their tasks in the care of the health of the people in Slovakia, and discusses analyses of the health status of the population. To this end, it shall be entitled to request explanations, information, reports and other supporting documents from the competent authorities.
(2) The Commission of the Slovak National Health Council shall take decisions on matters falling within the competence of the Slovak National Council under this Act, on measures to guide the activities of national committees, other national and economic authorities in Slovakia, provided that their publication does not fall within the competence of the delegate of the Slovak National Health Council or the main hygienist for Slovakia. In other cases, the Bureau or the plenary of the Slovak National Council shall submit proposals to deal with major health issues in Slovakia and, where appropriate, to national authorities for action under national legislation.
(1) The Director of the Slovak National Health Council is working together to address fundamental national health policy issues, identify guidelines for health development and express them in legal standards.
(2) Participation in particular in:
(a) establishing binding principles for the creation and protection of healthy living and working conditions in all sectors;
(b) drawing up a draft plan, long-term studies and the budget for health development;
(c) developing uniform principles for the organisation and performance of health services, spa care, assessment activities, the provision of medicines and medical supplies;
(d) the development of uniform national principles for the establishment, organisation and development of a network of health institutions, their organisation and operation, types and designations, functional content, breakdown, standards and standards of their equipment;
(e) identify concepts for the development of medical science and scientific research in the field of health;
(f) determining the principles for education, teaching, further education, placement and remuneration of health workers;
(g) identification of the fields of healthcare professionals in each category, their working capacity and the conditions for the pursuit of the health profession and for the identification of qualifications for the performance of health functions;
(h) the determination of the principles for the manufacture and import of pharmaceuticals and medical supplies and their supply, the identification of production programmes of health-production undertakings, their deployment and the development of prospects;
(ch) uniform management of the state defence preparation of health care;
(i) developing health cooperation with other States.
The Director of the Slovak National Health Council shall perform his tasks in close cooperation with the Minister for Health, the other bodies of the Slovak National Council and the National Committees. In its activities it is governed by the laws, resolutions of the Government, the Slovak National Council and its Bureau and by the essential directives of the Minister for Health.
(1) In the professional management of health care in Slovakia, the delegate of the Slovak National Health Council shall perform in particular the following tasks:
(a) issue binding guidelines for the organisation and performance of health services;
(b) supervise the level of health services;
(c) approve the network of health facilities in Slovakia;
(d) monitor, regulate and control the supply of medical devices, medical devices and tools and other medical needs from production and import;
(e) declares a natural resource as medicinal or applicable to table mineral water and decides on its use;
(f) approve the investment tasks and projects for the construction of health facilities which they reserve;
(g) is entitled to prohibit the establishment, construction or operation of a medical establishment which is contrary to the established principles [Paragraph 4 (2) (d)].
(2) With the help of the Scientific Council, the delegate of the Slovak National Health Council shall take care of the development of medical science and scientific research in the field of health and shall ensure that the results of science are transferred into practice.
(1) In order to deepen the care of the health of the people and to increase the level of health services, the delegate of the Slovak National Health Council
(a) directs health education in Slovakia from a professional point of view;
(b) manage the education and education of middle and lower health workers and determine the network of health schools; in the ideal and pedagogical management of health schools in Slovakia, the delegate of the Slovak National Council for Health follows the principles determined by the delegate of the Slovak National Council for Education and Culture. This is without prejudice to the competence of the Ministry of Education and Culture and the delegate of the Slovak National Council for Education and Culture as regards central control over the application of these principles and the central professional supervision of the teaching of general subjects in health schools,
c) co-operates with a representative of the Slovak National Council for Education and Culture in the teaching and education of students of medical and pharmaceutical faculties;
d) designates the workplaces which are the teaching bases of medical faculties, pharmaceutical faculties and institutes for the further education of health workers, helping their development, setting aside their managers; if it is a workplace serving teaching at the medical faculties and pharmaceutical faculties, it shall proceed in agreement with the delegate of the Slovak National Council for Education and Culture,
(e) manage the continuing training of health workers.
(2) The Director of the Slovak National Health Council as part of the measures to ensure the preparation and professional standards of health workers
(a) approve the Statute of the Institute for the Further Education of Medium-sized Health Workers;
(b) authorise the pursuit of a medical profession by a foreigner or by a foreign professional; the permit may be linked to the successful performance of the test,
(c) may prohibit, in serious cases or in the event of serious defects in the performance of the health service, the pursuit of the medical profession temporarily or permanently.
Member of the Slovak National Health Council
(a) establish health establishments, institutes and undertakings which have a Slovak-wide mission;
(b) manage and manage spa and establishment organisations in Slovakia, professional medical institutions with full-time Slovak competence, medical scientific research and development institutes, institutes for further training of health workers and other institutes and organisations entrusted to him by the Presidency of the Slovak National Council or the Minister for Health;
(c) appoint and remove the managers of the installations it manages to reserve.
The Director of the Slovak National Health Council, in particular in the creation and protection of healthy living conditions, determines the mandatory requirements to be provided by the competent executive bodies of the Slovak National Council, which operate in the various fields of government, and other regional authorities and organisations in Slovakia in their activities.
(1) To ensure the scientific level of care for the health of the people, coordination and development of medical sciences and the management of scientific research activities in the field of medical sciences and the care of the people, the Scientific Council responsible for the Slovak National Health Council is established. The members of the Scientific Council are appointed by the delegate of the Slovak National Health Council from the leading representatives of medical science, excellent experts of other disciplines and practitioners.
(2) The main tasks of the Scientific Council of the delegate of the Slovak National Health Council are:
(a) prepare scientific evidence for health management in Slovakia;
(b) propose the tasks of the scientific research and health research plan and discuss the fulfilment of the tasks of the scientific research programme of health establishments in Slovakia;
c) take care of the development and focus of the health press in Slovakia and approve an editorial plan in the field of health literature and the topic of medical films;
d) take care of the development of the Czechoslovak company Jan Evangelist Purkyně in Slovakia,
(e) propose clinical trials of medicinal products and recommend their production and putting into circulation;
(f) participate in the development and coordination of international contacts and the effective division of work in scientific research activities in the field of medical sciences and human health care.
(3) The Scientific Council responsible for the Slovak National Health Council is working closely with the Scientific Council of the Ministry of Health.
(1) In order to provide professional guidance on the care of the creation and protection of healthy living conditions in Slovakia, the Slovak National Health Council has been designated as the principal hygienist for Slovakia.
(2) The main hygienist for Slovakia follows the guidelines of the main hygienist of the Czechoslovak Socialist Republic on fundamental matters of his activity.
(3) The main hygienist for Slovakia belongs in particular to:
(a) participate in the development and issuance of universally binding directives for the implementation of hygiene and epidemiological principles;
(b) cooperate with the executive bodies of the Slovak National Council, which operate in the various fields of government, and with the regional authorities and social organisations in Slovakia to ensure their tasks in creating and protecting healthy living conditions, to supervise and require them to implement measures to improve the hygiene level of the sector;
(c) in the sense of national principles, to submit binding opinions on type-based materials, model projects, technological processes and technical standards, where their use applies only to Slovakia;
(d) to carry out or ensure supervision in establishments and installations for which it is necessary to take account of the importance or mode of operation, and to give binding instructions for the removal of detected defects in such establishments and facilities;
(e) manage and, where appropriate, implement measures to prevent the emergence and spread of communicable and occupational diseases and lay down emergency measures in the event of epidemics in Slovakia;
(f) guide and, where necessary, implement health protection measures for national borders within the meaning of national principles;
(g) manage the activities of the lower health service bodies in Slovakia, require them to provide documentation for the management of the sanitary service and to give them orders and mandatory instructions.
(1) In the mandate of the Slovak National Health Council, the Health Inspectorate is set up for Slovakia, which ensures the supervision and supervision of the protection of natural medical baths and natural medical resources.
(2) The inspection of the spa and foundry for Slovakia within the meaning of national principles in particular:
(a) monitor the hydrological, climatic, geological and vegetation conditions from the point of view of the spa in Slovakia and prepare the measures necessary to protect natural therapeutic baths and natural medical resources;
(b) supervise compliance with the spa status and measures to protect natural health and medical resources;
(c) submit proposals or binding opinions when declaring places to be spa, when declaring natural resources to be medicinal and mineral waters to be tabletop, when drawing up spa statutes, in determining protection zones and other protection measures, prior to the approval of zoning plans, the issuing of territorial decisions and the approval of projects concerning the spa site or the protection zone;
(d) prepare the establishment of protection zones and lay down the necessary provisional measures.
(3) The staff of the Inspectorate of Spa and Foundation for Slovakia shall proceed in close cooperation with its authorities in the performance of their duties in the organisations under the top supervision of the State Mining Administration.
In order to assess cases where there is doubt as to whether the proper procedure has been followed in the performance of health services or whether it has been harmed, a Commission of Experts shall be set up with the delegates of the Slovak National Health Council. The Commission of the Slovak National Health Council will adjust the details.
In the technical methodical management of the provision of health services, the delegates of the Slovak National Health Council help the main experts for selected medical disciplines. The main experts are appointed by a representative of the Slovak National Health Council.
A representative of the Slovak National Health Council in ensuring the scientific level of health management and in increasing the professional and ideal level of health workers works with the Slovak authorities and components of the Czechoslovak company Jan Evangelist Purkyně.
The revolutionary trade union movement, the Czechoslovak Red Cross, the Czechoslovak Youth Union, the Czechoslovak Union of Physical Education and the Association for Cooperation with the Army and other social organisations in Slovakia perform the tasks arising from the People's Health Care Act according to the principles agreed with the representative of the Slovak National Health Council.
The National Committees, in carrying out the tasks arising from the People's Health Care Act and the Slovak National Council Act, shall also follow the guidelines and guidelines of the delegate of the Slovak National Health Council.
Unless otherwise provided for in this Act, the provisions of the Slovak National Council and its bodies shall apply to the provisions of the Slovak National Council's Rules of Procedure and Conditions of Employment.
This Act shall take effect on the day of its publication.
