on the Slovak Academy of Sciences
Socialist science is becoming an increasingly important factor in the further development of our society led by the Communist Party of Czechoslovakia. This process accounts for a significant proportion of science in Slovakia. Its role is to participate creatively in the development of the entire Czechoslovak theoretical research and scientific creation, as well as to develop this research and creation with a view to the specific needs of the economic and cultural development of Slovakia, including the upbringing of highly qualified scientific cadres.
The principle of the uniformity of Czechoslovak science, which is based on the enhanced cooperation of all scientific institutes of basic research in the territory of our state, allows for the further development of Czechoslovak science, closely linked to the needs of the development of society. These requirements need to be adapted in accordance with the legislation of the Czechoslovak Academy of Sciences, such as the Supreme Scientific Institution of the Czechoslovak Socialist Republic, to the work, organisational structure and methods of action of the Slovak Academy of Sciences, as the Supreme Scientific Institution of Slovakia, which builds on the progressive traditions of science in Slovakia (Mattice Slovak, Learned Society of Šafarikova, Slovak Academy of Sciences and other institutions) and forms an organic part of the Czechoslovak Academy of Sciences.
The Slovak National Council therefore decided on the following Act:

Status and tasks of the Slovak Academy of Sciences
§ 1
The Slovak Academy of Sciences ("the Academy ') as an organic part of the Czechoslovak Academy of Sciences is the highest national and regional scientific institution in Slovakia; develops research activities in its scientific centres, which are part of a single network of scientific institutes of the Czechoslovak Academy of Sciences, and brings together as its members the most important scientists in Slovakia.
§ 2
(1) The task of the Academy is to organise and ensure the creative participation of Slovak science in the development of theoretical research and scientific creation in the Czechoslovak Socialist Republic, in order to build on the needs of the development of socialist society in the pursuit of prospective, economically and socially important tasks of basic research in natural, technical and social sciences.
(2) The Academy shall perform its tasks in particular by:
(a) participate in the creation of an overall concept for the development of Czechoslovak science and national plans for the scientific research work of basic research; ensures and controls their fulfilment in Slovakia,
(b) scientifically and methodically guide and coordinate the work of all scientific institutes and universities in the field of basic research in Slovakia, orienting them on the main tasks in accordance with the state long-term plan for the development of science and technology, providing for the improvement of their level and the most efficient use of all forces and resources;
(c) seek and raise, in particular in cooperation with universities, for the needs of scientific institutes, as well as for the needs of highly qualified and socialist countries dedicated to scientists and helping universities in their educational activities;
(d) publish the results of its activities and contribute to popularizing the results of scientific research;
(e) participate in the organisation and coordination of foreign scientific contacts.
(3) The Academy is entitled to require the necessary documentation and information in the field of basic research from universities and other scientific research institutes, to give these schools and workplaces in Slovakia an incentive to their scientific activities and to develop cooperation between them; This shall be notified to the superior authority of the scientific research centre. The Academy may, as appropriate, make recommendations to such workplaces or their senior bodies to carry out appropriate measures; the Institute and, where appropriate, its superior bodies shall discuss these recommendations and communicate their opinion to the Academy. The Academy is also entitled to require the necessary information from state and economic authorities and organisations as well as from social organisations.
§ 3
(1) On fundamental scientific issues of the economic and cultural development of Slovakia, the Academy is the main advisor to the Slovak National Council and its bodies.
(2) The Academy shall also be responsible for its activities to the Bureau of the Slovak National Council; it shall report on this activity annually.
§ 4
The Academy is a legal person. The organizational services of the Academy perform, on behalf of the Academy, the administration of national property according to the general rules.
§ 5
The Academy has the right to award scientific degrees. Specific provisions shall apply to details.
§ 6
Scientific societies may associate with the Academy; The Bureau of the Academy shall decide on this.
§ 7
The Academy shall be entitled, within its competence, to publish periodic and non-periodic publications and to build a publishing firm for that purpose.

Academy members
§ 8
The members of the Academy can become excellent scientists operating in Slovakia who are committed to the socialist country and actively contribute to the construction of a new society, namely:
(a) full members - academics - scientists who have enriched science with work of particular importance;
(b) members of correspondents - scientists who have enriched science with important work.
§ 9
Membership of the Academy shall be elected by the General Assembly of Members of the Academy and endorsed by the Bureau of the Slovak National Council.
§ 10
(1) Academics and members of correspondents are obliged to work creatively in their fields of science, to assist in the implementation of the results of scientific research, to participate in the activities of the Academy, to perform the tasks assigned to them by the Academy and to carry out the duties to which they were elected with confidence.
(2) The academics and members of the correspondents have a regular, monthly remuneration in the levels determined by the Bureau of the Slovak National Council.
§ 11
The academic and correspondent member shall cease membership of the Academy by the resolution of the General Assembly if he has misled his country, the cause of peace and socialism, or if he has been sentenced to the loss of honorary degrees and honours; The resolution of the General Assembly may also be deprived of membership of the Academy if it fails to carry out the tasks arising from its membership of the Academy for a continuous and without due cause (§ 10 (1)).

Academy bodies
§ 12
(1) The High Authority of the Academy is the General Assembly of Members of the Academy.
(2) The General Assembly shall decide on fundamental issues relating to the tasks of the Academy and on fundamental organisational issues, in particular:
(a) identify guidelines for the activities and further development of the Academy according to the principles agreed by the General Assembly of the Czechoslovak Academy of Sciences, as well as the specific needs of the economic and cultural construction of Slovakia, and identify the main tasks for the activities of its scientific research centres;
(b) determine for which scientific disciplines scientific colleges are established;
(c) discuss and approve the Bureau's report on the activities of the Academy;
(d) on a proposal from the Bureau of the Academy, elect members of the Academy and decide on the termination of membership of the Academy (Section 11);
(e) on a proposal from the Bureau of the Academy, elect and dismiss members of the Bureau of the Academy.
(3) The General Assembly shall normally meet once a year; They are convened by the Academy Bureau. At the General Assembly, the Bureau may invite the chairmen of the scientific colleges, the head of the scientific institutes and, where appropriate, other scientists who are not members of the Academy. Only members of the Academy have the right to vote at the General Assembly.
§ 13
(1) The Bureau shall be the Permanent Central Managing Authority of the Academy, composed of the President, Vice-Presidents, the Chief Scientific Secretary and, where appropriate, its representatives and other members of the Academy. The members of the Bureau of the Academy shall be elected for a period of four years by the General Assembly responsible for their activities. The General Assembly shall determine the number of Vice-Presidents and other members of the Bureau. The election of members of the Bureau is confirmed by the Bureau of the Slovak National Council.
(2) The Bureau of the Academy, as a collective managing body of the Academy, ensures, according to the basic guidelines of the Presidium of the Czechoslovak Academy of Sciences and the resolutions of the General Assembly of the Academy members, the activities of all the components and workplaces of the Academy, takes care of the development of science in Slovakia, thereby strengthening the unity of Czechoslovak science in the territorial and national conditions of Slovakia.
(3) Only academics may be elected Chair and Vice-Presidents of the Academy.
(4) If it is necessary to elect a member of the Bureau of the Academy before the end of his term of office, the General Assembly shall elect him only for the remainder of that term.
(5) The powers of the Bureau shall be specified in the Statutes of the Academy.
§ 14
(1) The Bureau of the Academy may entrust individual members with the provision of certain activities; Instructs the Vice-Presidents of the Academy in particular to ensure coordination and complexity of work in certain fields of scientific research. In order to carry out these tasks, it may establish commissions and other auxiliary bodies.
(2) The members of the Bureau of the Academy responsible for the activities referred to in paragraph 1 are responsible for and report to the Bureau of the Academy and submit proposals to it as necessary. This shall also apply to the commissions and other auxiliary bodies set up under paragraph 1.
§ 15
(1) The basic ideas and scientific bodies of the Academy for each field of science are the academic colleges of the Academy, composed of members of the Academy, directors (managers) and other staff of the Academy's scientific institutes, university staff and other scientific, technical and economic staff, and possibly other outstanding experts.
(2) The President and the other members of the Scientific College shall be appointed and removed by the Bureau of the Academy.
(3) The task of scientific colleges is to coordinate and methodically manage the development of relevant scientific fields. The competence of scientific colleges shall be specified in the Statutes of the Academy.
§ 16
The Academy institutions and officials and their workplaces consistently create the conditions for a broad participation of the Academy staff in the management of scientific work. In general, fundamental questions concerning a particular scientific workplace shall be discussed by the Academy's bodies with the participation of the Director (Head) and, where appropriate, other staff and representatives of the social organisations of the relevant workplace.
§ 17
The administrative, economic and organisational agenda of the Academy is provided by an executive agency set up by the Academy Bureau.

Academy Scientific Workshops
§ 18
(1) The Academy's scientific research centres are its scientific institutes, which develop scientific research activities at the highest level in the relevant scientific field, closely cooperate with universities and other scientific research centres, participate in scientific and cultural policy activities and contribute to the achievement of the results of scientific research. The process of setting up and abolishing the Academy's scientific institutes is governed by a special law.
(2) The Head of the Institute shall be the Head (Director) of the Institute, who shall direct and be responsible for all activities of the Institute.
(3) The Head (Director) of the Scientific Institute is obliged to create conditions at the workplace for the broad participation of all personnel in the management of scientific work; to this end, it shall discuss all important issues in its advisory body (the Constitutional Council) and shall cooperate closely with social organisations active in the workplace.
§ 19
(1) The responsibility of the Academy's scientists is to contribute in a creative way to the most effective solutions to theoretical and important scientific problems, to actively work in science, to continuously develop their theoretical knowledge and practical experience, to be politically educated and to rely on a collective of collaborators in their activities; scientific staff shall be obliged to participate in scientific and organisational work at their place of work.
(2) The duties of the Head (Director) of the Academy's Scientific Institute are to create conditions in the workplace so that any scientist can fully develop his creative abilities and increase his or her scientific qualifications in the course of his or her duties.
(3) The rights and obligations of the staff of the Academy's scientific institutes will be regulated by the Conditions of Employment.

Final provisions
§ 20
More detailed arrangements for the organisation, internal structure of the Academy and the legal status of its bodies and departments include the Statutes of the Academy, at which the General Assembly of Members of the Academy is decided and approved by the Bureau of the Slovak National Council.
§ 21
The Act of the Slovak National Council No. 1 / 1953 Coll. SNR on the Slovak Academy of Sciences as amended by the Act of the Slovak National Council No. 9 / 1958 Coll. SNR amending the Act of the Slovak National Council on the Slovak Academy of Sciences is hereby repealed.
§ 22
This Act shall take effect on the day of its publication.
