Ministry of Labour and Social Affairs
of 15 March 2000
amending Decree No. 182 / 1991 Coll., of the Ministry of Labour and Social Affairs of the Czech Republic, implementing the Act on Social Security and the Act of the Czech National Council on the Jurisdiction of the Bodies of the Czech Republic in Social Security, as amended, and repealing certain legislation on social affairs
The Ministry of Labour and Social Affairs provides pursuant to § 177a (1) of Act No. 100 / 1988 Coll., on Social Security, as amended by Act No. 37 / 1993 Coll., Act No. 307 / 1993 Coll. and Act No. 360 / 1999 Coll., under § 58 (a), (c), (e) and (ch) of Act No. 114 / 1988 Coll., on the Jurisdiction of the Czech Socialist Republic Bodies in Social Security, as amended by Act No. 144 / 1991 Coll. and Act No. 582 / 1991 Coll., and under § 24 of Act No. 2 / 1969 Coll., on the Establishment of Ministries and other Central Authorities of the Czech Republic, as amended by Act No. 272 / 1996 Coll.:
Decree No. 182 / 1991 Coll., implementing the Act on Social Security and the Act of the Czech National Council on the Jurisdiction of the Bodies of the Czech Republic in Social Security, as amended by Act No. 482 / 1991 Coll., Act No. 582 / 1991 Coll., Decree No. 28 / 1993 Coll., Decree No. 137 / 1994 Coll., Decree No. 139 / 1998 Coll., Decree No. 72 / 1995 Coll., Decree No. 206 / 1995 Coll., Decree No. 264 / 1996 Coll., Decree No. 138 / 1997 Coll., Decree No. 139 / 1998 Coll., the Constitutional Court of the Czech Republic Act No. 312 / 1998 Coll., and Decree No. 320 / 1999 Coll., is amended as follows:
1. Sections 7 and 8 are deleted.
2. In Article 11 (2), the words "and discussions with future adopters and foster parents aimed at preparing for the child to be taken into their care and to pursue foster care 'are deleted.
3. Paragraph 11 (3) is deleted.
4. In Paragraph 12 (1), the words "and in particular children at risk or disturbed by the family environment 'are deleted.
5. Paragraph 12 (4) is deleted.
(6) Sections 13, 14, including footnote 1) and 16 to 19 are deleted.
7. Paragraph 31 (2) reads as follows:
"(2) The models of the extraordinary benefit certificates are set out in Annex 8, which forms part of this Order; The licence is of rectangular shape with dimensions of 75 mm and 105 mm, made of cardboard. The photo is glued with a destructive hologram sticker that is 13 mm wide and 30 mm long; the sticker contains printing of the letters TP, ZTP and ZTP / P. Photographs for the issue of an emergency certificate shall be 35 x 45 mm, corresponding to the current form of the citizen, showing the citizen in front of the face view with the height of the face of the head from the chin to the chin of at least 13 mm, in civil clothing, without glasses with dark glasses, with the exception of the blind and without headgear, unless its use is justified by reasons of religion or health; in that case, the headgear shall not cover the facial part in such a way as to prevent the identification of the citizen. The view of the person displayed is directed to the lens. The distance between the upper edge of the head and the upper edge of the photograph shall be at least 2 mm. '
8. In Paragraph 89 (4), the words "and co-operation in the organisation of alternative family care 'are deleted.
9. Sections 94 to 100 are deleted.
10. In Article 107, the words "in § 89 to 106 'are replaced by the words" in § 89 to 93 and in § 101 to 106'.
11. the following Annex 8 is inserted after Annex 7:

They shall be deleted:
1. Decree No. 51 / 1973 Coll., on the modification of certain foster care ratios in special establishments.
2. Article VIII of Decree No. 30 / 1993 Coll., amending certain implementing provisions in sickness and social security.
3. Decree No. 136 / 1993 Coll., determining the remuneration of a foster parent in the performance of foster care in special establishments.
4. Article II of Decree No 311 / 1993 Coll., amending and supplementing the Order of the Central Council of Trade Unions No 95 / 1968 Coll., on the provision of allowances for children in sickness insurance, as amended.
5. Article II of Decree No. 206 / 1995 Coll., amending and supplementing the Decree of the Ministry of Labour and Social Affairs of the Czech Republic No. 182 / 1991 Coll., implementing the Act on Social Security and the Act of the Czech National Council on the Jurisdiction of the Bodies of the Czech Republic in Social Security and amending Decree No. 136 / 1993 Coll., which provides for the remuneration of a foster parent in the performance of foster care in special facilities.
6. Article III of Decree No. 282 / 1995 Coll., amending and supplementing the Order of the Central Council of Trade Unions No 165 / 1979 Coll., on sickness insurance of certain workers and on the provision of sickness insurance benefits to citizens in special cases, as amended, the Order of the Central Council of Trade Unions No 143 / 1965 Coll., on the provision of cash benefits in sickness insurance, as amended, and the Ordinance of the Federal Ministry of Labour and Social Affairs and the Central Council of Trade Unions No. 51 / 1973 Coll., on the modification of certain conditions of foster care in special establishments.
7. Decree No. 184 / 1996 Coll., amending and supplementing Decree No. 136 / 1993 Coll., which provides for the remuneration of a foster parent in the performance of foster care in special establishments.
This Decree shall take effect on 1 April 2000, with the exception of Article I (7) and (11), which shall take effect on 1 July 2000.
