THE LAW
of 27 June 1973
on professional education
Ensuring a reliable defence of the Czechoslovak Socialist Republic is under the leadership of the Czechoslovak Communist Party a permanent task for the whole of society, the armed forces, state, economic and social institutions and organisations, all the people. It is an integral part of the preparation of citizens to defend the Czechoslovak Socialist Republic. The deepening of military education on the exclusive class and international foundations, strengthening the unity of the armed forces and the people, so that the defence of the socialist homeland and socialism is the ultimate duty and honor of every citizen, is an important task of the state's military policy.
Therefore, the Federal Assembly of the Czechoslovak Socialist Republic decided on this law:
Purpose of the law
This law sets out the objectives, content and scope of professional education, how it is managed, the rights and obligations of the institutions, organisations and participants in professional education.
BASIC PROVISIONS
Objective of professional education
The main goal of professional education is to make every Czechoslovak citizen feel responsible for the fate of his socialist country, always ready to stand up for its defence and to sacrifice for its freedom and independence, for the victory of communism in our country.
Content and scope of professional education
(1) On the basis of Marxism-Leninism, the content of professional education is to continuously shape, deepen and consolidate socialist patriotism, proletarian internationalism and an awareness of citizens' relationship to the defence of the Czechoslovak Socialist Republic, with the necessary expertise and technical knowledge, skills and habits, physical fitness and psychological resistance.
(2) Branch education includes the professional education of pupils, apprentices and students, the preparation of goaltenders, the preparation of soldiers in reserve, the preparation of citizens for civil defence, the interest and other activities aimed at the defined objectives of professional education.
Participation of citizens in professional education
(1) Citizens' participation in professional education results from the provisions of the Constitution of the Czechoslovak Socialist Republic on the defence of the country and its socialist establishment, from the need to organise citizens' efforts to defend the Czechoslovak Socialist Republic, from their interest in securing this defence and responsibility for it, from awareness and commitment to defend their country.
(2) In view of the need to safeguard the defence of the Czechoslovak Socialist Republic, especially at the time of the state's armed emergency, the Government of the Czechoslovak Socialist Republic may introduce compulsory participation of citizens in the military education, unless provided for by this law.
MANAGEMENT OF THE FREEDOM
(1) The Government of the Czechoslovak Socialist Republic, in accordance with the concept laid down by the State Defence Council, takes measures for the uniform implementation of military education in the Czechoslovak Socialist Republic and sets out tasks to safeguard it for federal ministries and other federal central authorities.
(2) The Government of the Czech Socialist Republic and the Government of the Slovak Socialist Republic, in accordance with the concept of professional education and with the measures adopted by the Government of the Czechoslovak Socialist Republic for the uniform implementation of professional education, set out the tasks of professional education to the ministries, the other central authorities of the Republic and national committees.
(1) Federal ministries and other federal central government bodies and ministries and central government bodies of the Republics are responsible for the measures necessary to ensure professional education, establish tasks for subordinate bodies and organisations and monitor their implementation.
(2) The Federal Ministry of Defence issues guidelines and methodological guidance to ensure uniform implementation of professional education, provides professional assistance and monitors the implementation of military education in cooperation with the relevant federal or republican authorities.
(1) National Committees provide the tasks of professional education according to generally binding legislation, resolutions of the Government of the Czech Socialist Republic and the Government of the Slovak Socialist Republic and directives of the relevant ministries; manage the conduct of professional training in organisations managed or managed by them; National higher education committees shall direct, control and manage the implementation of lower education in national lower education committees.
(2) The National Committees cooperate with other institutions and organisations in the implementation of professional education, unify their activities and lead citizens to a responsible position in the performance of the tasks of professional education.
Organisations, their managers and managers of organisational units of such organisations shall perform their professional training tasks as instructed by their superior bodies. They shall cooperate with each other in carrying out the tasks of professional training.
(1) Social organisations and bodies of the National Front are actively involved in professional education in terms of their social mission.
(2) The Association for Cooperation with the Army, as a voluntary military social organisation, performs the tasks arising from the defence needs of the Czechoslovak Socialist Republic and provides assistance to other organisations in carrying out the tasks of professional education.
FREEDOM OF EDUCATION, EDUCATION AND STUDENTS
The successful education of pupils, apprentices and students in schools and in educational establishments constitutes their defence characteristics, particularly an awareness of defence, shaping and deepening their defence knowledge, skills and habits.
(1) The Ministry of Education of the Czech Socialist Republic and the Ministry of Education of the Slovak Socialist Republic are responsible for professional education in schools and educational establishments. In doing so, they shall cooperate with the other central government bodies within whose jurisdiction the management of schools and educational establishments falls.
(2) Ministry of Education of the Czech Socialist Republic and Ministry of Education of the Slovak Socialist Republic
(a) establish, in cooperation with the Federal Ministry of National Defence, the principles, content and main tasks for professional education of pupils, apprentices and students;
(b) ensure that professional education is an organic part of the education and education of pupils, apprentices and students and is carried out in compulsory professional training, in other teaching subjects, in other forms of education and in the interest of the industry;
(c) establish favourable conditions for professional education, methodically managing lower education institutions;
(d) provide training for teaching staff for professional education in schools and educational establishments.
(1) The Regional and Regional National Committees shall manage and ensure professional education in schools and educational establishments within their competence. In doing so, they shall cooperate with the relevant social organisations and armed forces.
(2) National Committees create the necessary conditions for professional education in schools and educational establishments, in particular cadre, material and financial. They shall ensure that teachers, educators, school heads and school inspectors have adequate political and professional qualifications for and management of professional education.
PREPARATION OF BRANCES
The preparation of the goaltenders contributes to the consolidation of their conscious active relationship with the military service so that the goaltenders acquire the knowledge, skills and habits of a military character as required by their classification in the armed forces and combat preparedness of the troops.
(1) The preparation of the goaltenders is entrusted to the Union for the Cooperation with the Army. The Association for Cooperation with the Army organises and conducts this preparation in accordance with the requirements of the Federal Ministry of Defence. In doing so, it shall cooperate with the competent authorities of the state administration, the armed forces, social and other organisations.
(2) The preparation of the goaltenders and goaltenders shall take place from 1 January of the year in which they reach the age of 18 until the entry into force of the military active service. The Federal Ministry of Defence, the authorities designated by it and the National Committees provide the selection of the goaltenders for their preparation.

The successful preparation of soldiers in reserve strengthens their awareness of their responsibility for the defence of the socialist homeland, deepens their relationship with the armed forces and contributes to their continued readiness for military tasks.
(1) The Federal Ministry of Defence and the Federal Ministry of Interior are responsible for the military preparation of the troops in reserve.
(2) To the extent agreed with these ministries, the Union for Cooperation with the Army and other organisations is involved in the military training of soldiers in reserve.
(3) The content and extent of the military advance training is determined by the Federal Ministry of National Defence and the Federal Ministry of Interior according to the needs of the Czechoslovak People's Army.
(4) In the framework of the military training of soldiers in the reserve, they shall organise and implement, in accordance with the guidelines of the Federal Ministry of National Defence and the Federal Ministry of Interior, the training of troops in the reserve by the military authorities and the competent authorities of the Ministry of Interior. Mass political work is organised and carried out by the military authorities, together with national committees, social and other organisations, in the military preparation of soldiers in the reserve.
PREPARATION OF CIVIL PROTECTION CIVIL GUARANTEES
The preparation of citizens for civil defence strengthens citizens' responsibility for their civil defence preparedness, ensures that they acquire knowledge and skills to protect themselves, particularly against the effects of weapons of mass destruction, know their tasks for evacuation and are prepared to assist in the elimination of the consequences of hostile attacks, according to their capabilities.
(1) The preparation of citizens for civil defence is organised by the Federal Ministry of National Defence. The Heads of Organisations and Chairpersons of the National Committees (Civil Defence Chiefs) shall be responsible for preparing citizens for civil defence within their respective limits. They pay particular attention to the involvement of young people, who do not participate in further professional education in schools after leaving compulsory school.
(2) The Federal Ministry of National Defence may entrust certain tasks in the preparation of citizens for civil defence to social organisations by mutual agreement.
INTERESTED BRANCH ACTIVITIES
The interest activity enables citizens to contribute to the defence of the socialist country by applying their personal skills and hobbies, contributing to their idea of education, increasing their professional involvement, developing their moral and free qualities, strengthening their defence and technical knowledge, skills and habits, their physical fitness and psychological resilience, needed to defend the socialist country.
Social organisations in which professional education is part of their activity shall carry out an interest in the industry; In doing so, they cooperate with the Federal Ministry of National Defence, the Ministry of Education of the Czech Socialist Republic and the Ministry of Education of the Slovak Socialist Republic, or with other institutions and organisations. In cooperation they also organise professional sports and technical competitions.
RIGHTS AND OBLIGATIONS OF THE INSTITUTIONS, ORGANISATIONS AND PARTICIPANTS OF THE FREEDOM
Common provisions
(1) The institutions and organisations which perform the tasks of professional education are responsible for their universal security and for their fulfilment. They ensure that professional education is part of their educational activities. In parallel, they shall ensure the addition and preparation of cadres, encourage and support the activities of voluntary workers and create conditions for evaluation and evaluation of their activities under the applicable rules. They provide material and funding for industrial education in their plans and budgets.
(2) The central authorities and organisations responsible for industrial education ensure, within their competence, the theoretical processing of defence education issues in accordance with the State Plan for the Development of Science and Technology. The task of organisations carrying out tasks in the field of industrial education is the practical use of research in the field of industrial education.
(1) National Committees are developing mass political work in industrial education and are in particular using the activities of educational institutions.
(2) In the processing and approval of project tasks for housing and civil construction of housing and facilities, national committees shall take account of the needs of professional education. Investors of housing and civil construction are obliged to ensure these needs when developing projects and when implementing construction.
(3) National Committees, armed forces and other bodies and organisations allow the use of their equipment for carrying out professional training to an appropriate extent and generally free of charge.
Provision of leave and compensation of wages
(1) Organisations, their managers and managers of the organisational units of such organisations are obliged to allow their members to participate in professional training.
(2) The preparation of the goaltenders, the preparation of the soldiers in advance and the preparation of citizens for civil defence is carried out mainly in extra-working hours. If, in order to achieve the training objectives set, these types of professional training must also be carried out in working time, participation in them is an obstacle to work for reasons of general interest. 1)
Compensation
(1) If there has been an accident in the case of a member of a professional education in the performance of or directly related to the tasks of a professional education, the compensation shall be governed by the rules on liability for accidents at work. 2) The Government of the Czechoslovak Socialist Republic may provide for a regulation,
(a) in which cases, and to what extent, the members of the professional education, in addition to claims for compensation under labour law, are entitled to one-off exceptional compensation;
(b) in which cases, and how, one-off compensation due under the labour law to survivors of occupational education is increased, and where such compensation may be granted to persons who have been dependent on maintenance on the member of occupational education;
(c) in which cases, even if he is not liable for the damage caused by the accident which led to the death of the member of the professional education, he may grant to the survivors of the member of the professional education or, where appropriate, to persons who have been dependent on him or her for maintenance, a contribution equal to one-off compensation for the survivors.
(2) The damage caused by a member of a professional training organisation carrying out or directly related to the professional training tasks shall be considered as damage caused by the performance of the tasks (3) with the following derogations:
(a) the participant in a professional education is not liable for any damage arising from the risk of carrying out the tasks of professional education under difficult conditions;
(b) the organisation or court may determine the compensation for damage caused by the organisation by a member of the professional training in its implementation and below its lower limit laid down by labour law, where the damage was caused by strenuous or difficult training.
(3) Compensation for damage caused in the performance of professional education tasks in other cases is governed by the general rules on compensation.
(4) The Government of the Czechoslovak Socialist Republic may adjust the details by regulation.
Social security
The social security of participants in and directly related to professional education who have become fully (partly) disabled as a result of an accident arising from the performance of the tasks of professional education shall be governed by social security regulations. 4)
TRANSITIONAL AND FINAL PROVISIONS
(1) The provisions of the existing regulations on the preparation of citizens for the defence of the Czechoslovak Socialist Republic apply to professional education under this law. 5)
(2) If the current regulations use the concept of professional training, that is to say, professional education under this law. 6)
This Law shall take effect on 1 January 1974.
