Ministry of Education of the Slovak Socialist Republic
of 7 June 1979
on the inspection of education and training
The Ministry of Education of the Slovak Socialist Republic provides, pursuant to § 20 of the Slovak National Council Act No. 79 / 1978 Coll., on State Administration in Education and § 37 (1) of the Act No. 89 / 1958 Coll., on the Education of Adoption to the Occupation of Vocational Aspects (Apprentice Act):
Tasks of education and training inspection
(1) The inspection of education and education1) shall be carried out:
(a) in schools and educational establishments administered by national committees;
(b) pre-school establishments established by socialist organisations;
(c) in the central bodies, organisations and youth education establishments responsible for preparing youth for the labour professions, 1)
(d) in schools under the responsibility of other central authorities, 1)
(e) national committees,
(f) in educational establishments directly managed by the Ministry of Education of the Slovak Socialist Republic (hereinafter referred to as the Ministry of Education) .2)
(2) The inspection of education and training under this Decree does not apply to:
(a) military schools, schools of the National Security Corps, schools of the Slovak Socialist Republic Correctional Education Corps, corporate and cooperative educational establishments and educational facilities of social organisations;
(b) nursery,
(c) checking the economic security of schools and educational establishments, except for checking the creation of the necessary material technical conditions for their effective work; It shall not apply to the control of the management of funds entrusted to schools and educational establishments carried out by other control authorities under specific regulations.
(3) In schools under the responsibility of other central bodies [paragraph 1 (d)], the inspection of education and training shall only control the application of the principles laid down by the Ministry of Education for the ideological and educational management of schools and the teaching of general subjects.
(1) The inspection of education and training is based in its activities on a binding plan of the main tasks of the inspection of education and education set by the Ministry of Education, 3) on the main tasks of the Ministry of Education and on the requirements of the various authorities.
(2) The tasks of the inspection of education and training are:
(a) control of the level, effectiveness and results of the educational process, including education outside the education of schools and educational establishments;
(b) control of the ideal political, pedagogical and professional level of directors and teachers, control of the level and effectiveness of the ideal political, pedagogical and vocational management of schools and educational establishments, the creation of favourable cadre and material technical conditions for their effective work and the effective use of material technical conditions in the educational and educational process;
(c) checking compliance with the legislation and other measures for the work of schools and educational establishments and with other measures for the uniform exercise of public administration in education in schools and educational establishments and in lower level authorities;
(d) professional pedagogical assistance to the directors and other pedagogical staff of schools and school establishments in order to address the shortcomings identified in the education and management process;
(e) generalisation and dissemination of advanced working methods and good experience in the work of schools and school establishments and generalisation of knowledge from the implementation of school policy;
(f) participation in the evaluation of the work of school heads and school establishments and school inspectors of lower level government bodies, the submission of recommendations to improve the cadre situation in schools and school establishments, the submission of incentives for the remuneration and honours of educational staff of schools and school establishments and school inspectors of lower level government bodies, and, where appropriate, initiatives to impose disciplinary measures on such staff;
(g) examining complaints against school heads and school establishments concerning their management, ideopolitical and pedagogical activities, in cooperation with them, as well as complaints about shortcomings in the ideopolitical and pedagogical activities of other pedagogical staff and complaints about the activities of inspection of lower-level education and education bodies;
(h) the submission of information from the inspection activity on the level and results of educational work of schools and educational establishments and on their management, on deficiencies and emerging problems to the competent authority of the national committee and the higher public administration with proposals for their resolution; highlighting other organisations and bodies of identified shortcomings and problems, the need for them to be addressed under the responsibility of those bodies and organisations,
(i) cooperation with other inspection bodies carrying out control activities in schools and schools and national committees.
Breakdown of inspection of education and training
(1) The inspection of education and education is divided into school inspection and state supervision of youth training for the labour professions.
(2) School inspections are carried out by the Ministry of Education, the Regional National Committees and the Regional National Committees. The Ministry of Education and the Regional National Committee.4)
School inspections of the District National Committee
The school inspection of the District National Committee (hereinafter referred to as the district school inspection) shall cover schools and school establishments which are managed by the Regional National Committee and local (urban) national committees, the content of which shall be those referred to in Section 2.
School inspections of the Regional National Committee
(1) The school inspection of the Regional National Committee (hereinafter referred to as "Regional School Inspection") applies to schools and school establishments which are managed by the Regional National Committee (hereinafter referred to as "Regional National Committee"), (5) to schools and school establishments which are managed by the Regional National Committee (hereinafter referred to as "Regional School Inspection), to schools of other central authorities and to national committees of lower degrees. Its content is the tasks set out in Section 2.
(2) In schools managed by the Regional National Committee - except for secondary medical schools - the Regional School Inspectorate also controls:
(a) the organisation and course of admission to secondary school and graduation examinations;
(b) the level of operational practice carried out by school pupils in organisations;
(c) whether school heads monitor the application of graduates in practice and how they use the knowledge obtained to improve the educational and educational work of schools.
(3) In the sector of schools and school establishments, which is managed by the Regional National Committee, the Regional School Inspection is methodically directed at the activities of the Regional School Inspection Centre, provides it with technical and methodological assistance, generalizes knowledge of its activities and controls and assesses its effectiveness. In order to ensure its tasks, the regional school inspections at the schools and schools referred to in the previous sentence shall carry out an inspection activity to the extent necessary.
(4) In schools under the responsibility of other central authorities (6), the Regional School Inspectorate checks:
(a) the application and respect of the principles established by the Ministry of Education for the Ideas and Educational Management of Schools;
(b) the level and results of teaching to general educational subjects.
State supervision of youth preparation for the working activities of the Regional National Committee
(1) State supervision of youth training for the labour professions of the Regional National Committee (hereinafter referred to as "Regional State Supervision") applies to youth education establishments for the labour professions (7) and to organisations responsible for youth training for the labour professions. Its content is the tasks referred to in Section 2.
(2) Regional State surveillance also controls:
(a) the implementation of the curriculum for the admission of pupils and apprentices and the conclusion of teaching contracts;
(b) organisation and course of admission to study, final apprenticeship examinations and graduation examinations;
(c) whether pupils and apprentices are employed solely by work in accordance with the curriculum and curriculum, whether the working and living conditions of pupils and apprentices are favourable to their universal development and whether the organisation of the school year is respected;
(d) the effective deployment and economical use of youth education facilities for the professional professions in accordance with educational objectives.
School inspections of the Ministry of Education
(1) The school inspection of the Ministry of Education (hereinafter referred to as the "central school inspection") applies to schools and school establishments which conduct national committees, (8) to national committees, to educational establishments directly managed by the Ministry of Education and to schools under the responsibility of other central bodies. Its content is the tasks set out in Sections 2 and 5 (2) and (4).
(2) The central school inspection shall methodically guide the activities of the school inspection of national committees, provide it with technical and methodological assistance, generalise knowledge of its activities, check and evaluate its effectiveness. In order to ensure its tasks, central school inspections shall, to the extent necessary, carry out inspection activities in schools and school establishments which are carried out by national committees.
State supervision of youth preparation for the professional professions of the Ministry of Education
(1) State supervision of youth training for the professional professions of the Ministry of Education (hereinafter referred to as "central state supervision") applies to the central bodies, organisations and establishments responsible for youth training for the working professions. It contains the tasks set out in Sections 2 and 6 (2).
(2) The Central State Surveillance is a methodical guide to the activities of the Regional State Supervision, provides it with professional and methodological assistance, generalises knowledge of its activities, controls and assesses its effectiveness. In order to ensure its tasks, it shall exercise central State supervision to the extent necessary, of inspection activities in youth education establishments for the professional professions.
(3) Central State surveillance shall monitor compliance with the principles for the management of youth preparation for the labour professions and the principles for the carrying out of the sectoral supervision of youth preparation for the labour professions in the central authorities and in the Directorates-General of the production units or in bodies performing a similar function, as appropriate.
Rights and obligations of school inspectors
(1) School inspectors shall have the following rights and obligations:
(a) carry out, in accordance with the principles for ensuring control in the national economy and at national level (9), systematic and economically comprehensive, thematic and follow-up inspections in schools, educational establishments and other organisations and check the level of ideologically political, pedagogical, professional and methodological work of directors and other educational staff;
(b) carry out examinations of the knowledge and skills of pupils and apprentices in order to ascertain whether their level complies with the requirements and classification laid down;
(c) obtain from the staff of the organisations checked and from the competent authorities managed by them the information necessary to carry out the inspection;
(d) impose binding guidelines on the content and organisation of the educational process on directors and, where appropriate, other school and school staff. 10)
(e) examine the work of school inspectors of lower level government bodies, instruct and methodically direct their activities;
(f) suspend the execution of an illegal or pedagogically incorrect measure by a teacher, school director or school inspector of a lower level administration and inform the authority responsible for redress, 10)
(g) examine the complaints received and use their content and incentives for inspection;
(h) process protocols, reports and records from inspections; discuss the results of the inspections with the relevant management staff and require them to take measures to address identified deficiencies and, where appropriate, report on the implementation of these measures;
(i) to identify the effectiveness of measures to guide the activities of schools and school establishments and to draw timely attention to emerging shortcomings and problems;
(j) to promote, in cooperation with the relevant trade unions and organisations, the development of initiatives and activities of educational staff;
(k) to participate in the search for teaching staff suitable for management functions.
(2) In order to assess specific questions in the conduct of inspection activities, the school inspector may invite advisers selected from among experienced teaching staff or practitioners.
Obligations of organisations carrying out education and training inspections
Organisations shall:
(a) allow school inspectors to enter their premises and provide them with all the information necessary to carry out the tasks of inspection of education and training, including information on the implementation of the measures taken to address the deficiencies identified;
(b) decide without delay on the measures proposed by the inspection and implement the measures taken;
(c) to eliminate, without delay of inspections, the deficiencies identified by the law, other generally binding legislation or directives, guidelines and measures.
Department supervision of youth preparation for workers' professions
The ministerial supervision of youth training for the workers' professions shall be governed by the principles annexed to this decree.
Repeal
They shall be deleted:
1. Decree No. 36 / 1959 of the Ministry of Education and Culture, Ú. v. (Ú. l.) on State supervision of apprenticeship education,
2. the Directive on State supervision in the education of apprentices, published at 11 / 1959 Ú. v. (Ú. l.),
3. directive of 15 July 1959 on the casting of the seats of district and county inspectors by bankruptcy (Povsti PŠK 1959, pp. 13-14 and Zbierka directional national committees 1959),
4. the Ministry of Education and Culture Directive of 31 August 1961, No 41 408 / 61-I / 1 on school supervision (MŠK 1961 Bulletin, p. 334), as amended by the Directives of 25 January 1962, No 56 607 / 61-IX (MŠK 1962 Bulletin, p. 61),
5. Decree of the Ministry of Education of the Slovak Socialist Republic of 24 February 1975 No 2339 / 1975A / ÚI issuing temporary principles of school supervision (Vizsti MŠ and MK SSR 1975, p. 28).
Efficacy
This Decree shall take effect on 1 September 1979.

Principles for the exercise of sectoral supervision of youth preparation for the professional professions
The Ministry of Youth Training for the Workers' Professionals (hereinafter referred to as "the Department of Supervision ') shall be carried out by the Central Authorities and, as regards the education of apprenticeships for the local economy, the Regional National Committees, (11), in particular in secondary vocational education and training centres; in vocational training centres, apprenticeship centres and youth workplaces, the Directorate-General of Production Units or bodies performing a similar function shall also supervise the department. The authorities referred to in the previous sentence shall carry out the sectoral surveillance by their personnel designated to carry out the sectoral surveillance.
(1) The main task of departmental supervision is to check:
(a) the state and level of youth training for the labour professions and the results of the ideopolitical and educational activities in secondary vocational schools, vocational schools, practical training centres, apprenticeship centres and youth workplaces, who have entered into direct employment after completion of compulsory education;
(b) the bodies, organisations and establishments responsible for youth training for the labour professions comply with and perform the tasks arising from generally binding legislation and other guidelines and measures in this field, in particular those arising from the rules on safety and health at work and on financial and physical security for pupils and apprentices;
(c) how they are established, organised, cadre-secured and materially equipped with secondary vocational training centres, vocational training centres, practical training centres, apprenticeship centres and other workplaces in which youth are prepared for the working profession;
(d) the methods of recruitment of youth for the working profession, the implementation of the youth admission plan for the training of the working profession, compliance with the legislation governing the conclusion of teaching contracts and, where appropriate, employment contracts for young people, and the post-school classification according to the qualifications obtained,
(e) how the curriculum and curriculum are implemented, whether the timetable for practical training, vocational training and theoretical teaching is followed, whether a sufficient amount of appropriate work is ensured according to the curriculum for practical training or for vocational training, whether machines, instruments, equipment, aids, jobs and means of work meet the requirements of safety and hygiene of work and the level of eating and accommodation of young people.
(2) In order to assess specific issues in the exercise of supervision, the ministerial supervision may be invited by advisers selected from among experienced pedagogical staff of youth education establishments for the professional professions.
(3) The ministerial supervision assesses the conclusions and results of its findings and proposes measures to the competent authorities and organisations to improve youth preparation for the labour professions.
(4) In cooperation with national supervision, the department supervisor shall ensure methodological guidance and exchange of experience for personnel carrying out sectoral supervision in such a way as to ensure a uniform procedure in the exercise of sectoral supervision.
Department surveillance personnel shall be entitled to propose to the management body or organisation responsible for preparing youth for the professional professions:
(a) measures to remedy identified deficiencies;
(b) commendations, rewards or other awards to workers who have achieved extremely good results in the preparation of youth for the professional profession;
(c) the imposition of disciplinary measures on workers who have violated their obligations.
According to these principles, the central authorities responsible for youth training for the labour professions shall develop their own arrangements for the exercise of sectoral supervision.
