of 28 June 1961
on the establishment of nursery and nursery schools in common buildings
The Government of the Czechoslovak Socialist Republic to implement the provisions of § 4 paragraph 3 of Act No. 186 / 1960 Coll., on the System of Education and Education (Education Act) provides:
Preliminary provisions
In order to ensure the universal and harmonious development of pre-school children, unity and sequence in their upbringing, nurseries and nursery schools may be set up in common buildings under local conditions. This will allow a single collective of professionals to carry out childcare in these facilities on the basis of a single health and education system, taking into account the development of individual children, and for the transition of children from nursery to nursery school to take place smoothly and without difficulty for children and parents.
Establishment
(1) A local national committee shall be set up in the framework of the national economic and cultural development plan and the State budget in the common buildings.
(2) The name of the nursery and nursery school in the common building is "The nursery school at....."
(3) The number of children in departments and classrooms is the same as in single nurseries and nursery schools.
(4) The construction of new buildings for nursery schools is carried out according to the basic type and adaptation of older buildings according to the principles of these materials. *) The total number of children in preschool should not exceed 165.
Management
(1 The Regional National Committee shall exercise professional supervision.
(2) Central management and control of nursery schools are the responsibility of the Ministry of Education and Culture, which cooperates closely with the Ministry of Health, in particular as regards the methodological management of education and childcare under the age of 3.

(4) The direct management of the preschool school shall be carried out by the Director appointed from among persons qualified as a kindergarten teacher or as a nurse. The Director shall be responsible for his or her activities to the local national committee and, on health issues, to the competent national health institution.
(5) In a nursery school, a deputy director, who is a child nurse, is appointed as the principal of a kindergarten teacher, or as a kindergarten teacher, as the principal of the child nurse. The Deputy Director is responsible for her activities.
Workers
(1) In addition to the Director and the Deputy Director, the preschool school staff shall be set up in accordance with the regulations of the Ministry of Health and the Ministry of Education and Culture.
(2) The Regional National Committee is the personal office of the Director, its representative and other experts. The local national committee shall be the personal office of the operating staff.
(3) The working and salary ratios of the Director and her representative shall be governed by specific provisions. Other staff working conditions shall be governed by the rules applicable to nurseries and nursery schools. The pay ratios of professional health professionals are governed by the regulations of the Ministry of Health applicable to crèches, professional pedagogical and operational staff, regulations of the Ministry of Education and Culture.
Jeselic Department
For the Jeselic departments of nursery schools, the rules for independent nurseries apply in particular as regards the provision of health care, food and equipment standards.
Parents and Friends Association
In order to ensure the uniform educational activity of the nursery school and the family, local national committees must ensure that a single association of parents and friends is established during the nursery school. The establishment, organisation and operation of the association shall be governed by specific rules.
Mature schools in competitions and JZD
In addition, nursery schools can also be set up in competitions and single agricultural cooperatives. Their establishment, construction, operation, management and financing shall be governed by the principles approved by the Government Resolution of 7 December 1959 No 1029 *) and by the applicable Finance Ministry Directives * *) and the Ministry of Agriculture, Forestry and Water Management * * *) issued for the implementation of these principles.
Final provisions
(1
(2) Local national committees shall decide which existing nurseries and nursery schools located in one building will be managed and managed under this decree as from 1 January 1962.
This Decree shall take effect on 1 January 1962.
