Regulation on travel secretaries

of 8 March 1949
on exit secretaries.
The Government of the Czechoslovak Republic hereby orders pursuant to Paragraph 43 of the Act of 21 December 1948, No. 280 Coll., on the Regional Establishment:
§ 1.
Local national committees of several municipalities may be assigned to a local secretary; no change in the competence of these local national committees by assigning a travel secretary.
§ 2.
(1) The central secretaries shall ensure the most effective involvement of local national committees in the State's building efforts, ensure consistency of local administration with the district administration and assist local national committees in carrying out the tasks of the single economic plan and other national tasks, in particular in the field of agricultural production and in ensuring and improving the nutrition of workers.
(2) The secretaries shall be the helpers of the chairmen of the local national committees to whom they are assigned; are in constant contact with the relevant district national committee, monitor the work of local national committees, and, seeking effective organisation of this work, contribute to the board and help to properly and in a timely manner manage the various political, economic and administrative tasks of local national committees.
(3) The central secretaries shall, in the performance of their service, ensure the laws, regulations and other regulations, as well as the instructions of the superior bodies, and shall ensure that they are implemented in accordance with the chairmen of the local national committees.
§ 3.
(1) The central secretaries are assigned to the local national committees and their head offices are determined by the Regional National Committee according to a plan prepared in advance with the participation of the respective regional national committees and approved by the Ministry of Interior in agreement with the Ministry of Finance.
(2) The central secretaries shall be assigned in stages according to the urgency of the need.
§ 4.
(1) The secretaries shall be civil servants. Where new staff members are recruited for the function of office secretary, they shall be established in a contractual relationship.
(2) The service office of the vice-chairmen shall be the local competent district national committee, the personal office of the regional national committee.
(3) The Ministry of the Interior provides for specific conditions for admission for contract secretaries and, in agreement with the Ministry of Finance and Social Welfare, a model contract of employment.
§ 5.
Personal and material expenditure relating to the activities of the travel secretaries shall be borne by the State. However, the local national committee of the municipality in which the local secretary has its seat is obliged to provide an appropriate official room for the municipality's cargo, properly equip it and maintain it. The local national committees of other municipalities to which the local secretary is also assigned shall provide him with the means necessary to carry out his duties in the municipality.
§ 6.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Home Secretary in agreement with the Finance and Social Welfare Ministers.
