The Ministry of Foreign Affairs stated that Protocol 1978 to the International Convention for the Prevention of Pollution from Ships (MARPOL), 1973, negotiated in London on 2 November 1973, was adopted in London on 17 February 1978.
The Charter on the Access of the Czechoslovak Socialist Republic to Protocol 1978 to the International Convention for the Prevention of Pollution from Ships, 1973, was deposited with the Secretary-General of the International Maritime Organisation, depositary of the Protocol, on 2 July 1984.
The Protocol entered into force on the basis of its Article In paragraph 1, on 2 October 1983 and, for the Czechoslovak Socialist Republic, pursuant to the same Article, paragraph 2, on 2 October 1984. In accordance with Article I (1) (b), (b) Protocol 1978 obliges the Czechoslovak Socialist Republic to implement the provisions of the International Convention for the Prevention of Pollution from Ships, 1973, including its Annexes I, II, III, IV and V, as amended and amended in Protocol 1978.
Annex I entered into force on 2 October 1983. For the Czechoslovak Socialist Republic it became a binding day when the Czechoslovak Socialist Republic became a Contracting Party to the said Protocol 1978, i.e. 2 October 1984.
Annex II entered into force on 6 April 1987.
Annex III entered into force on 1 July 1992.
Annex IV has not yet entered into force.
Annex It entered into force on 31 December 1988.
On 19 October 1993, the Czech Republic notified the Secretary-General of the International Maritime Organisation that, in accordance with the applicable principles of international law, the successor State of the Czech and Slovak Federal Republic was to be considered, with effect from 1 January 1993, to be bound by Protocol 1978 to the International Convention for the Prevention of Pollution from Ships (MARPOL), 1973, of 17 February 1978.
