The Federal Ministry of Foreign Affairs states that on 26 February 1990, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on the departure of Soviet troops from the territory of the Czechoslovak Socialist Republic was signed in Moscow. The Agreement entered into force on the basis of Article 7 thereof on the date of signature.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on the departure of Soviet troops from the territory of the Czechoslovak Socialist Republic
The Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics,
Taking into account the Declaration of the Czechoslovak Government of 3 December 1989 and the Declaration of the Soviet Government of 4 December 1989, including their legal aspects,
led by efforts to develop traditional friendship and cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics, in strict compliance with the principles of international law enshrined in the UN Charter, including the principles of respect for sovereignty and non-interference in internal affairs,
reaffirming its strong commitment to all-round support for the consolidation of peace, stability and security in Europe and worldwide,
expressing the will to comply with the commitments under the Warsaw Treaty of Friendship, Cooperation and Mutual Assistance of 14 May 1955,
agree on the following:
1. The complete departure of Soviet troops from the territory of the Czechoslovak Socialist Republic will take place in stages, with the first phase ending by 31 May 1990, the second phase until 31 December 1990 and the third stage until 30 June 1991.
2. In the first stage, a substantial part of Soviet troops will be removed in accordance with the timetable jointly drawn up.
The Government of the Czechoslovak Socialist Republic will provide the Soviet Party with the necessary synergies when the Soviet troops leave the territory of the Czechoslovak Socialist Republic.
In the period up to the complete departure of Soviet troops from the territory of the Czechoslovak Socialist Republic, these troops will be subject to a regime effectively existing at the time of the negotiation of this Agreement, including property, financial and other issues, taking into account any changes in the conditions of mutual clearing and payment.
The Parties shall appoint agents for matters concerning the departure of Soviet troops to address practical issues arising from the implementation of the relevant provisions of this Agreement.
Property and financial issues arising in connection with the departure of Soviet troops will be assessed by agents for matters relating to the departure of Soviet troops and will be resolved by agreements between the relevant ministries of the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
Property and financial issues related to Soviet troops in the Czechoslovak Socialist Republic, which will not be modified until their complete departure, will be resolved by a special agreement between the Parties, which will be negotiated no later than two years after the date of entry into force of this Agreement.
This Agreement shall enter into force on the date of signature.
Done at Moscow, 26 February 1990, in duplicate, each in the Czech and Russian languages, the two texts being equally authentic.
