establishing and using a uniform classification of industrial fields and products and a uniform classification of agricultural and forestry products
The Central Commission of People's Control and Statistics in the Agreement with the State Planning Commission, the Ministry of Finance and the Chief Arbiter of the Czechoslovak Socialist Republic provides pursuant to Article 45 of Act No. 23 / 1963 Coll., on People's Control and on National Economic Records:

Preliminary provisions
§ 1
(1) The single classification of industrial fields and products and the single classification of agricultural and forestry products *) (hereinafter referred to as "uniform classification") is an essential tool for sectoral management and planning, to improve the methods for establishing balance sheet links and the proportion between production and consumption, to use higher computing techniques in the management of the national economy and in customer relations. Uniform classifications are a comprehensive sorting system for industrial, agricultural and forest production.
(2) The uniform classifications are binding, to the extent provided for by this decree, on the national economic records, on documentation on supplier-customer relations and on the issue of partial special-purpose classifications for all public administrations and socialist organisations (hereinafter referred to as "organisations').
(3) The single classification of industrial industries and products includes industry product code lists (hereinafter referred to as "industry code lists'), in which industrial products continue to be classified up to specific product headings necessary for the full identification of products in supplier-customer relations. The trade code lists shall be issued by the competent central authorities and authorities or by their designated organisations.
§ 2
For the introduction and use of uniform classifications in the national economic register, in the documentation on supply-customer relations and in the issuing of partial special-purpose classifications, organisations shall follow the provisions of Part Two of this Order.

Introduction of uniform classifications in national economic records
§ 3
(1) All organisations shall monitor the state of stocks of materials, finished products and goods in the national economic record according to the numerical characteristics of the trade code lists and the uniform classification of agricultural and forestry products.
(2) For organisations for which detailed monitoring of stocks of material, finished products and goods by code list would not be justified, such organisations may be authorised by the Central Authority or by the authority, after prior agreement of the Central Commission for Folk Control and Statistics, only to the depth of the uniform classification of industry and products (six-digit character).
§ 4
(1) All organisations shall monitor the consumption of material (material expenditure) in the national economic records in the years in which the statistical survey on interbranch relations is carried out according to the supply branches of the single classification; industrial organisations and non-industrial organisations with industrial activity as secondary activities shall also monitor the consumption of materials by supply industries for consumer sectors in which the products produced by these organisations fall.
(2) For organisations with low consumption of material, the Central Commission shall set out human control and monitoring statistics in accordance with paragraph 1, a grouping of fields of uniform classifications into larger units.
§ 5
Industrial organisations and non-industrial organisations with industrial activity as secondary activities follow in the national economic record for the fields of uniform classification of industrial industries and products (three-digit character) indicators in particular on production [i.e. goods production, gross turnover *) etc.], on sales * *), on total costs, on total wages (number of employees) and on depreciation from basic funds (event of acquisition and residual price of basic funds).
§ 6
Internal trade organisations and sales organisations shall monitor in the national economic record the structure of the movement of goods in trade according to the disciplines and other items of the single classifications provided for by the Central Commission for Human Control and Statistics in an agreement with the State Planning Commission and the Ministry of Internal Trade.
§ 7
Foreign trade undertakings monitor exports and imports in the national economic records by single classification (wholesale and trade parity prices); In doing so, they shall also monitor the value of the supply from imports by base customer areas, i.e. by supply for investment and overhaul, for internal trade, for special purposes and for other customers (for production or other consumption).
§ 8
Agricultural and forestry organisations shall monitor, on a national economic record, indicators in particular on production, implementation, costs and number of workers for the fields of the single classification of agricultural and forestry products.
§ 9
Introduction of uniform classifications in documentation on supplier-customer relations
All organisations identify products in economic contracts (orders), delivery notes, invoices and other documentation used in supplier-customer relations by numerical characters according to the sectoral code lists and the uniform classification of agricultural and forestry products.
§ 10
Continuity of sub-headings to uniform classifications
(1) Uniform classifications with sectoral code lists are binding on the issue of all sub-headings of industrial, agricultural and forestry products (e.g. planning classifications, price lists, tax rates, etc.); The sub-purpose nomenclature must therefore have a direct link to the single classification and the sectoral code lists.
(2) Organisations may issue sub-special-purpose nomenclature only in justified cases and after prior approval by the Central Commission for People's Control and Statistics with regard to compliance with the numerical system of the nomenclature and the classification principles. A closer procedure for the issue of sub-headings shall be established by the Central Commission for People's Control and Statistics.

Common and final provisions
§ 11
The types of indicators to be monitored, the method and the time limits for their statistical reporting are determined by the guidelines of the Central Commission of People's Control and Statistics, which also define in more detail the content of the individual indicators. * * *)
§ 12
The Central Commission for People's Control and Statistics shall determine the manner in which changes and additions to uniform classifications and sectoral code lists are to be carried out and declared.
§ 13
Exceptions to the provisions of this Order for individual organisations are permitted in serious cases by the Central Commission for Human Control and Statistics in an agreement with the State Planning Commission, the Ministry of Finance, the Central Arbiter of the Czechoslovak Socialist Republic and the Central Office or the authority superior to these organisations.
§ 14
The date of entry into force of this Decree shall cease to be the date of entry into force of all national sub-special-purpose nomenclature for industrial, agricultural and forestry products, with the exception of wholesale and retail prices; The Central Commission for People's Control and Statistics may authorise the use of these sub-headings for a transitional period.
§ 15
This Decree shall take effect on 1 January 1966.

*) "Uniform classification of industrial fields and products" (Part I-III) and "Uniform classification of products in agriculture and forestry" was published by the Central Commission of Human Control and Statistics as publications in 1965 in the Statistical and Record Publishing of Forms, n.p., Prague.
*) The gross turnover, ascertained by the industry method, includes both the value of all finished industrial products (semi-finished products) and performance belonging to a given sector according to the uniform classification of industrial industries and products (i.e. the sector produced), regardless of whether these products and performances are intended for use outside the company (for implementation) or for their own use in another sector, as well as the value of the change in the state of the production in progress. On the other hand, the production of goods and gross production by business method is different from the gross turnover and production of the sector by the value of intra-company inter-branch supplies.
* *) The value of the sales represents the total volume of deliveries that are divided into supplies for investment construction and overhaul, for internal trade, for export, for special purpose purposes and for other customers (for production or other consumption).
