GOVERNMENT REGULATION
of 10 June 1960
on the extension of the powers and responsibilities of national committees and the organisation and activities of their bodies
The Government of the Czechoslovak Republic hereby orders pursuant to § 45 paragraphs 1 and 2 (a) of Act No. 65 / 1960 Coll., on National Committees:
Powers and responsibilities of national committees of individual degrees
Powers and responsibilities of local and urban national committees
Local and urban national committees shall carry out the following main tasks:
- ensure the rapid development of agricultural production;
- develop local production, in particular by using local resources;
- disseminate and improve services to the population;
- check the level of supplies and services of trade and the quality of goods and their prices;
- provide for housing, civil construction and maintenance of residential property;
- take care of increasing the cultural level of life in cities and rural areas;
- participate in social security and health issues;
- care for a healthy natural environment;
- decide on the ordinary affairs of citizens.
On individual sections
on the agricultural sector
(1) The main mission of local and urban national committees is to ensure the rapid development of agricultural production by means of socialist large production forms; ensure the proper use and protection of the basic means of production of agricultural production, in particular the cultivation and protection of agricultural land; create assumptions for exceeding agricultural production plans and for the uniform implementation of the buyout plan.
(2) The local and urban national committees, in accordance with the tasks of the State Plan, approve the annual production plans of the single agricultural cooperative, express their views on the plans of the farm of the State Property and ensure that all resources and reserves are used in the preparation of the plans.
(3) They support and support in general the development of socialist competition in agriculture, regularly evaluate the implementation of the production and purchase plan and recommend measures to the board of cooperatives (head of the farm of state goods) to remedy the deficiencies identified.
(4) They approve the investment activities of single agricultural cooperatives and express their views on the investment activities of state goods and on the credit requirements; check that the funds made available by the State for the development of agricultural production, in particular for the implementation of melliorative work and for the recovery of the herd, are effectively used. They organise self-help actions to nationalise the soil, in particular to carry out meliorative work and maintenance of melioration facilities. They organize the destruction of weeds and pest crops.
(5) They shall ensure that the statutes of the single agricultural cooperative are complied with and have the right to suspend illegal decisions of the Board of Directors or the members of the Cooperative if the Cooperative does not act as a remedy; express their views on the statutes of the single agricultural cooperative (their amendments).
(6) They assist in the education and training of members of single agricultural cooperatives and workers in farms of state goods.
(7) They support the efforts of single agricultural cooperatives to create suitable economic units on the basis of the voluntary integration of single agricultural cooperatives, which aim at a more efficient concentration of the core funds of cooperatives and the more efficient use of large production technology and production specialisation.
(8) They help to ensure the tasks of the forestry economy, the protection of the forestry fund and efficient management of timber.
in the area of services to the population and local production
(1) Local and urban national committees are responsible for ensuring that local production, services and repair activities meet citizens' needs. Increased attention is paid to the development and improvement of services that free women from strenuous domestic work, increase the level of the culture of housing, hygiene and the purity of the community. They aim to gradually eliminate the differences between the city and the countryside on this section.
(2) They take care of the proper management of the housing fund in the municipality. They ensure fair allocation of apartments and manage non-residential rooms. They decide on the determination of rent (secondary) from apartments and other rooms.
(3) They organise the folk collection of raw materials.
(4) It manages all establishments of services to the population and local production, whose activities mainly serve the population of the municipality, in particular all municipal companies, small establishments of local industry, small building materials, unplanned small establishments of the local national committee, home administration.
(5) Unplanned small establishments of the local national committee shall be established only in small municipalities which are located away from the undertakings of municipal services or production cooperatives and in which it would not be useful - given the small population - to set up an undertaking or a production cooperative.
(6) Local and urban national committees coordinate the development of subordinate establishments with the development of production cooperatives' and other local production and service establishments in their territory.
on construction section
(1) The local and urban national committees draw up forward-looking considerations on the development of residential and civil construction, create the conditions for their implementation and assist in increasing the capacity of building production and the use of local resources for building materials.
(2) They are responsible for the development of cooperative and private construction and for the development of housing of single agricultural cooperatives and cooperate with the development of conditions for the development of corporate housing.
(3) They deploy housing and coordinate it with the construction of civil facilities according to their territorial plans. In doing so, they ensure that the construction of apartments is as focused as possible, that there is no waste of agricultural land and that communications and other public facilities in municipalities are used to the maximum.
(4) They monitor the state of the buildings and the construction activity in the municipality, take appropriate measures to remedy the defects and carry out other tasks according to the zoning and construction rules.
(5) They take care of improving the appearance of the municipalities by adjusting the areas, parks, gardens, roads, children's playgrounds, etc., and organise all-round upbringing of the municipalities.
(6) The municipal national committees in larger cities, with the approval of the district national committee, create housing maintenance and repair undertakings.
on the transport section
(1) Local and urban national committees ensure the well-being and mobility of local communications, including appropriate investment activities.
(2) They shall ensure the implementation of minor repairs and maintenance of motor vehicles, including technical services to motorists, provided that the extent of local needs allows the efficient operation of such equipment. He runs small repair shops.
(3) The municipal national committees establish, manage and ensure the quality and cost-effectiveness of urban transport undertakings according to the needs of the population. Other local transport (autaxis) and, where appropriate, national shipping, if mainly recreational, can be added to urban transport undertakings.
on the water and energy section
(1) Local and urban national committees address water supply and management issues in order to gradually improve the water regime in line with the development of production forces and the growing standard of living of the population.
(2) It manages the operation and routine maintenance of water-based facilities of local importance (public well, water-based networks, sewage treatment plants, sewage networks, economic tanks and water-courses); help ensure the purity of watercourses.
(3) Within the capacity of local water-management facilities and in accordance with the plan of the District National Committee, they shall decide on additional connections when authorising the collection and discharge of water.
(4) In order to improve the development of water management, they may pool their own resources with those of establishments, single agricultural cooperatives and other organisations. They may also be associated with the national committees concerned for the construction, management and maintenance of basic water funds.
(5) They allow the construction of wells (with the exception of the artesian ones) with water collection up to 0,5 l / sec. and samples from surface water up to 0,5 l / sec., provided that the user does not discharge faulty waste water and that the required flow rate is maintained in flow.
(6) They take care of public lighting and cooperate with the energy undertakings' services in adjusting the electricity consumption. They shall cooperate in carrying out the tasks related to the distribution of electricity, heat and gas within the territory of the municipality.
on the internal trade section
(1) Local and urban national committees decide on the location of retail outlets in the municipality, on the exemptions from sales time and on the temporary closure of shops and public catering establishments.
(2) They give their consent to the appointment and may require the removal of the heads of retail stores of state stores and establishments of restaurants and canteens.
(3) It manages civil control and consumer councils. They ensure the culture and integrity of sales in commercial units. They shall check the level of supply and services to the population, compliance with the quality and range of goods and delivery plans. They shall monitor the activities of the supervisory bodies of consumer cooperatives.
(4) They take care of tourism and manage tourist information offices.
(5) Urban national committees in larger cities are managed by the enterprise or the head of the restaurant and canteen plant.
on the section of education and culture
(1) Local and urban national committees take care of the universal cultural flourishing of the community, increasing the education of citizens and raising young people in the spirit of Marxist-Lenin's world view.
(2) They ensure close links between schools and life and, in cooperation with industrial and agricultural plants, help create conditions for the development of polytechnical education in schools. They shall participate in the implementation of the social legal protection of young people.
(3) In cooperation with voluntary social organisations, it directs cultural awareness activities in the municipality in order to help citizens gain active participation in the performance of the tasks of socialist construction, the development of social and cultural life and the management of urgent economic tasks.
(4) They provide material needs for school and extracurricular youth education. By developing the construction of educational facilities in cooperation with establishments and with single agricultural cooperatives, they create conditions for increasing women's employment.
(5) They manage basic nine-year and secondary education schools, folk arts schools (primary music schools, primary art schools and other schools of this kind) and monuments of local significance; manage children's shelters, nursery schools, youth cooperatives, school canteens, houses of pioneers and youth, cultural and educational facilities, cinemas, educational meetings and local folk libraries.
(6) In addition, municipal national committees manage schools for youth requiring special care, schools in nature, theatres, symphonic orchestras and manage museums, galleries, folk observatories, parks of culture and relaxation and zoos.
(7) Local and urban national committees coordinate the activities of all cultural facilities in the municipality, including those of establishments and cooperatives, and approve a single cultural and awareness plan in the municipality.
on the health sector
(1) Local and urban national committees take care of the healthy environment and working environment.
(2) They run a nursery (grub shelters).
(3) They agree to change medical districts, to set up, relocate or cancel medical facilities and to change office hours. They address the establishment of health workers in the municipality.
(4) They shall, in cooperation with the relevant district physician, lay down measures to ensure the hygiene of the environment and the working environment and shall express their views on any measures implemented by the authorities in their territory.
on social security
(1) Local and urban national committees continuously monitor the social situation in the municipality, provide supplementary care to the necessary citizens and verify the circumstances relevant for the granting of social security benefits.
(2) They help persons with altered employment capacity.
(3) Local national committees designated by the district national committee and the municipal national committees decide on welfare benefits and services.
(4) The municipal national committees manage social welfare institutions (pensioners' homes) of local importance.
on the labour force section
(1) Local and urban national committees shall take care of the use of labour resources, assist in the recruitment of staff for important sectors of the national economy, and, according to the authority of the district national committee, shall conclude contracts of employment with the employees obtained on behalf of the undertaking.
(2) They shall be responsible for the acquisition of workers, in particular professional and youth workers, for single agricultural cooperatives, local production, services and other sectors of their economy. They supervise practical training of apprentices in uniform agricultural cooperatives.
on the internal administration section
(1) Local and urban national committees provide tasks related to elections to national committees, the National Assembly and the Slovak National Council.
(2) It takes measures in the field of public order protection within the territory of the municipality and performs tasks in accordance with the rules on population reporting. They cooperate in implementing the law and measures to strengthen the country's defensibility as well as in preparing the goal. They organize, manage and control fire protection in the village.
(3) They provide guidance and tasks related to this. They shall verify the copies of the documents and signatures on the documents, except where the documents are to be used abroad.
(4) They supervise the activities of local associations and create conditions for the development of voluntary social organisations.
(5) They provide material needs for the work of the National Committee and its bodies and voluntary fire brigades. They shall carry out the tasks of the personal office of the staff of their apparatus and of the staff of the equipment managed by them, provided that that competence has been delegated to them.
When planning and financing economic and cultural construction
(1) The local and urban national committees shall, in accordance with the guidelines of the District National Committee, draw up considerations on the long-term development of the municipality, five-year plans for the development of their economy and annual budgets. Local and urban national committees, which manage a larger number of organisations, also draw up annual plans for the development of their economy.
(2) The local and urban national committees, considering the long-term development of the municipality, address the overall development of the municipality, its construction, the development of the structure of the economy, the development of agricultural production and the development of the cultural life of workers. Such considerations shall be submitted for confirmation to the Regional National Committee.
(3) In the five-year plans, it sets out the tasks to be carried out in the long-term development of the municipality. The draft five-year plan shall follow the economic policy guidelines of the District National Committee, which shall be developed by the various subordinate organisations.
(4) According to the developed directives, organisations subordinate to the local national committee and to the urban national committee shall draw up their draft plans. The local and urban national committees shall then draw up a comprehensive draft plan for the development of their economy and submit it to the Regional National Committee.
Jurisdiction and responsibility of the District National Committees
(1) The national district committees shall carry out the following main tasks:
- manage and help to develop the economic and cultural activities of local and urban national committees;
- manage the agricultural production for which they are primarily responsible for development;
- manage the activities of production undertakings of regional importance and road transport organisations;
- manage educational, cultural, health and social institutions of regional importance;
- guide the construction of municipalities and ensure their high economy;
- organise residential issues in the district;
- they shall deal definitively with all citizens' issues where they are not the responsibility of local national committees (municipal national committees);
- participate in the management and planning of the comprehensive development of the economy in the region and ensure the comprehensive development of the district;
- they shall help to carry out national tasks in the district;
- care for cadre education within the district.
(2) In Bratislava, Brno, Ostrava and Pilsen, the regional national committees carry out their tasks. The district national committees established in the urban districts of these cities shall carry out the tasks of local national committees. The necessary derogations in order to ensure uniform and efficient urban tasks may be provided for by the Municipal National Committee in agreement with the Circular National Committees.
On individual sections
on the agricultural sector
(1) The Regional National Committees shall manage, plan and be responsible for the comprehensive development of agricultural production and purchases of uniform agricultural cooperatives, state goods and school goods; for other agricultural establishments in the territory of the district, manage and plan the production and purchase and activity of joint cooperatives.
(2) It lays down agri-technical, zootechnical, veterinary, phytopathological and economic measures to ensure the planned tasks in the district. They organise the introduction of advanced technology in plant and animal production, the development of socialist competition and an improvement movement. They take care of improving the health of cattle.
(3) They ensure the development of mechanisation and the use of mechanisation devices. They provide agricultural services, in particular repairs of machinery and supplies of spare parts and assistance in the supply of seed, seed, fertilizer and mechanical equipment to agriculture. They provide for the development of seed and breeding and for proper soil nutrition.
(4) It provides for the proper use and protection of the basic means of production of agricultural production, in particular for the maintenance and protection of agricultural land.
(5) They shall provide all-round assistance to the single agricultural cooperatives for agricultural investment construction and shall be responsible for the investment of state goods. They ensure the timely preparation of this construction, including design activities.
(6) They provide education for agricultural cadres within the district, including training for officials of single agricultural cooperatives. They organize press and graphic publicity.
(7) They approve prospective and confirm the annual plans for the development of agricultural production of single agricultural cooperatives; approve plans for state goods and machinery and tractor stations.
(8) It carries out the tasks of state management of forests. They shall check that all activities in the forestry sector ensure the full application of all useful forest functions; in particular, check the implementation of the plan for afforestation, protection and treatment of forest cultures. They help protect and enhance the forest fund. They monitor and control the management of timber and the implementation of the related tasks of the woodworking industry.
(9) It manages state goods, school goods, machinery and tractor stations, veterinary facilities, district centres for the preparation of agricultural investments, agricultural master and apprenticeship schools, apprenticeship centres, agricultural and forestry technical schools.
(10) They monitor, evaluate and control the activities of centrally managed enterprises and organisations in the district; approve the measures of the district breeders' administration and check their implementation; coordinate the activities of ransom organisations in the district to perform the planned tasks in the purchase of agricultural products.
in the area of services to the population and local production
(1) The District National Committees create the preconditions for the optimal development of the establishments providing services to the population and local productions managed by local and urban national committees. The development of local production and services in the district territory ensures that the scope and quality of the services increase in all municipalities of the district, especially in rural areas.
(2) They are responsible for the full satisfaction of the population's demands for the repair of industrial goods in line with the increase in its consumption. The production of the local industry is oriented towards replenishing the range of consumer goods on the market, non-commercial and custom production from available raw materials and helping agriculture produce agricultural tools and additional production of agricultural machinery.
(3) They ensure the implementation of essential measures in the management of residential property and in the allocation of flats and non-residential space.
(4) It manages local industry district companies.
(5) They monitor the activities of mill-bakery plants, co-operate in addressing the basic issues of bakery production, in particular deciding on the quantity, quality and product range, determine supply areas, establish delivery plans and agree to the appointment and removal of the heads of mill-bakery plants.
(6) They ensure coordination of the activities of production cooperatives with similar sections of the economy of the national committees and use the capacities of production cooperatives to ensure the needs of the population.
on construction section
(1) The District National Committees are responsible for the investor activity in an economy that is subordinate to local, urban and district national committees and help to comply with the State Investment Construction Plan.
(2) They ensure the proper and good performance of agricultural investment construction and maintenance and repair of the housing fund.
(3) It manages the comprehensive implementation of residential construction, including technical solutions; plan housing in all its forms, i.e. state, cooperative, corporate, individual, housing of single agricultural cooperatives, and implement the plans for such construction.
(4) They are responsible for the effective deployment of investment construction in the district. They ensure that each municipality has its own construction plan, based on a single district construction plan.
(5) It manages a district construction company and a district investor department.
(6) In large cities, where appropriate, specialized businesses are created for current maintenance and repair of residential homes.
(7) They affect the activities of all construction organisations in the district. In particular, they shall discuss the proposals for the planned construction tasks in their territory with the regional administrations of regional enterprises or with the Regional National Committee; check the performance of the planned tasks and take measures to ensure them.
on the transport section
(1) The Regional National Committees ensure the efficient organisation and development of passenger and all freight transport; draw up documents for the establishment of bus timetables.
(2) They provide technical services to motorists, coordinate the development of auto-repair, including branded and cooperative repairs, in the district.
(3) They are responsible for the well-being and rationality of state roads and carry out investment activities for the II. and II. class public road network.
(4) They coordinate road transport with rail transport, express their views on setting up or jamming loading and unloading stations and check the quality of their work.
(5) They organise a haulage service for road freight transport.
(6) They shall:
(a) road haulage, road haulage, road haulage, road haulage and road haulage,
(b) passenger domestic shipping, if mostly recreational.
on the water and energy section
(1) The Regional National Committees ensure consistency of management and development of water management within the district. In accordance with the State Water Management Plan, they shall draw up sub-balance sheets of water and, on the basis of proposals from local (urban) national committees, process district water development programmes; regularly check compliance by undertakings, plants, equipment, etc. with the watercourses purity rules and take the necessary measures to improve it.
(2) They provide the necessary project and budget documentation for reconstruction and smaller investment construction, including actions by local or urban national committees, and provide them with expert investor assistance.
(3) They are investors in the construction and management of basic water funds, which, by their scale and importance, exceed and manage local and urban national committees. They provide small maintenance and overhaul of basic funds and small investments in the district.
(4) They allow specific water use and decide and take measures on all matters belonging to national committees under the Water Management Act, with the exception of those relating to border flows and matters falling within the competence of local national committees.
(5) It addresses the questions of electricity, heat and gas distribution within the district. They shall cooperate in carrying out controls on all types of energy.
(6) It manages district water management.
on the internal trade section
(1) The Regional National Committees decide on the distribution of the commercial network in the district.
(2) They shall give their consent to the appointment of directors of all trade organisations with regional competence and may request their appeal.
(3) They confirm the commercial financial plans of all enterprises in the district business and approve the distribution and movement of food goods between trading organisations. They shall check the implementation of the plan and all activities of commercial undertakings and establishments in the district.
(4) They include public catering and accommodation facilities in price groups and classes. It sets out all kinds of price increases in public catering and accommodation establishments. In exceptional cases, the risk to the quality of vegetables and fruit shall be decided upon to be assigned to lower price groups.
(5) They help ensure the development of new forms of sales. They ensure coordination of market events in the district. It shall, after consultation with production plants and trade organisations, provide for the zoning of supplies in the district. They create conditions for the development of tourism.
(6) They provide cooperation and mutual assistance between the various establishments and offices and trade unions in the counties for the catering of workers. They carry out control and surveillance activities in the case of canteen and school canteens, in particular on hygiene and standards.
(7) They:
(a) Restaurants and canteens,
(b) Coal storage.
on the section of education and culture
(1) The Regional National Committees create the conditions for the universal development of education and culture of citizens, for youth education in the spirit of the Marxist-Leninist world view, for joining schools with life and for the development of folk artistic creativity.
(2) They are responsible for the versatile preparation of youth in general education, pedagogical, apprenticeship and vocational schools and for the development of the study of workers. They manage and control the selection of pupils for selection schools. They implement and organise the social legal protection of young people.
(3) They carry out general supervision at all schools in the district (including state supervision of apprenticeship), professional supervision at those schools where the regional national committees do not carry out such supervision under § 35 (2) and the methodological management of educational, cultural and educational facilities. In agreement with local and urban national committees, the network of basic nine-year-olds and secondary general education schools, folk arts schools and their districts shall establish and decide on the admission, dismissal and deployment of teachers and school staff.
(4) They coordinate all cultural awareness work in the district and take care of increasing its idea effectiveness. In cooperation with social organisations, they prepare and develop a single plan of cultural awareness activities in the district.
(5) They control and evaluate the dissemination and promotion of literature in the district. They allow and coordinate printing of non-periodic printed matter of district importance.
(6) They decide on the cultural political use and protection of monuments and nature in the district and manage important monuments.
(7) They supervise the activities and management of church organisations.
(8) They manage apprenticeship and vocational schools, secondary schools for working, pupils' and children's homes (including attached schools), upbringing centres, district pedagogy centres, pioneers' and youth district houses, schools in nature, awareness houses and district libraries.
on the health sector
(1) Regional National Committees are responsible for providing qualified preventive and therapeutic care to the population.
(2) They provide the main tasks arising from national and regional health policy, the teaching and education of medium-sized health workers and carry out the deployment of health workers.
(3) They shall define the catchment areas for health establishments serving the population of the district and shall establish, in agreement with the relevant local (urban) national committee, the boundaries of the territorial health districts.
(4) Within its scope, it takes the necessary measures to ensure a sound environment and a working environment.
(5) It manages regional institutes of national health, professional hospitals, spa units of local importance and other health facilities, provided they are not incorporated into the regional institute of national health.
