on the organisation of physical education and sport.
The National Assembly of the Czechoslovak Republic decided on the following Act:
Physical education and sport as an important component of culture is an inseparable part of socialist education in popular democracy. Its task is, above all, to maintain and improve the health of the people, to increase their physical and defence fitness and work performance, and to raise determination and bravery in defending the country and its popular democratic establishment in the spirit of socialist patriotism, as well as in the fight for the maintenance of world peace.
The Single State Management and Control of Physical Education and Sport are carried out by the State Committee on Physical Education and Sport in the Government of the Czechoslovak Republic ("the State Committee ') as a central body of the State Administration in Physical Education and Sport.
(1) The State Committee shall be composed of the President, his Vice-Presidents and other members. The President of the State Committee shall, on a proposal from the Government, appoint and dismiss the President of the Republic. Deputy Presidents and other members of the State Committee shall be appointed and removed by the Government.
(2) In its work, the State Committee relies on initiative and direct participation of voluntary workers and has the necessary executive equipment. The employees of this apparatus are civil servants.
(1) In Slovakia, the State Committee exercises its competence in principle through the Slovak Committee on Physical Education and Sport in the College of Authors (hereinafter the "Slovak Committee").
(2) The President of the Slovak Committee is appointed and removed by the Government, the Deputy Presidents and the other members. The President of the Slovak Committee shall be a member of the State Committee.
The State Committee is the supreme body of the body movement and organiser of the development of physical education and sport in Czechoslovakia. In particular, it is responsible for laying down uniform principles for the implementation of physical education and sport, for directing the activities of central authorities under these principles, for taking care of and for the effective use of planned research and development of physical education and sport, for international sport relations, for the education and distribution of staff in physical education and sport, for the uniform treatment of physical and sports facilities and for their use, as well as for the management of the activities of national committees and organisations and of the components in which physical education and sport are carried out.
(1) The State Committee is responsible for the management and supervision of selection and higher education institutions and body and sports schools.
(2) Higher education institutions establish and abolish the government by regulation; They shall be subject to the provisions of the State Committee in agreement with the Ministry of Education, Science and Arts.
(3) The provisions of Act No. 95 / 1948 Coll., on the Basic Regulation of Unified Education (Education Act) and No. 58 / 1950 Coll., on Higher Education, apply mutatis mutandis to physical schools; the government may provide for the necessary derogations. The Government shall also provide for the cooperation of the Ministry of Education, Science and Arts in the management of teaching subjects in general education and training of vocational physical subjects in pedagogical and methodical terms.
(1) The organisation and manner of action of the State Committee, as well as its scope, will be further regulated by the Statute issued by the State Committee with the approval of the Government.
(2) In its field of competence, the State Committee may issue general rules.
(1) In the case of regional and regional (central, uniform, district) national committees, committees on physical education and sport are set up to provide government administration in matters of physical education and sport. In agreement with the Bureau of Government, the State Committee may also set up committees for physical education and sport in some local national committees.
(2) The Committee on Physical Education and Sport is subject to both the higher Committee on Physical Education and Sport and the national committee in which it is established.
(3) The Chair of the Physical Education and Sport Committee shall be called and removed by the National Committee in which the Physical Education and Sport Committee is set up and approved by the Higher Physical Education and Sports Committee.
(4) The staff of the body education and sport body are the staff of the national committee.
(5) The details of the appointment of members of the Bodybuilding and Sport Committees and the organisation and competence of such Committees are laid down by the State Committee in agreement with the Bureau of the Government.
(1) Voluntary physical education and sport is carried out in physical and sporting organisations, which are formed mainly in the Revolutionary Trade Union Movement, as well as in the organisation of state work advances or the population in the village (Sokol), and in the relevant organisation services of the armed corps; It shall also be carried out in schools and other appropriate components.
(2) The State Committee and the Association for Cooperation with the Army are working closely together in the physical education and sport sector aimed at increasing the industry. However, the competence of the State Committee shall not apply to specific elements of physical training as part of professional education.
(1) The implementation of physical education and sport is organised fundamentally according to the workplace.
(2) The basis of the physical education and sport system is the "Ready to Work and Defend the Fatherland" badge and a uniform sports classification.
(3) The conditions for the award of the fitness badge and the uniform sports classification are laid down by the State Committee.
In agreement with the Minister for Finance and other Ministers involved, the President of the State Committee may establish national undertakings in its field of competence. The provisions on similar national undertakings in other sectors apply mutatis mutandis to the establishment and legal situation of such undertakings.
The property (rights and obligations) of Sokol unity in races, offices, institutes and universities is transferred to the respective racing groups of the Revolutionary Trade Union Movement. The relevant entries in land books shall be made with reference to this law on the occasion of the next entry. The State Committee or, under its authority, the Lower Committee on Physical Education and Sport may decide, if necessary, to transfer the assets of the Czechoslovak Sokol municipality, after its organisational components.
(1) If an urgent general interest so requires, the necessary real estate and physical and sports needs may be expropriated for the purposes of physical education and sport.
(2) Expropriation proceedings and the fixing of refunds are subject to appropriate provisions on expropriation for the purposes of State defence. A confirmation of the urgency of the property expropriation is issued by the State Committee.
The State Department of Physical Education and Sport and the Slovak Office of Physical Education and Sport are hereby repealed.
Measures taken in accordance with the provisions of this Act before its effect shall be considered as measures under this Act.
(1) All provisions contrary to this law shall be repealed.
(2) In particular:
1. Act No. 187 / 1949 Coll., on State Care for Physical Education and Sport,
2. Government Decree No. 39 / 1950 Coll., establishing the Organisational Regulations of the State Committee on Physical Education and Sport,
3. Law of the Slovak National Council No. 5 / 1950 Coll. SNR, on the organisation and composition of the Slovak Committee for Physical Education and Sports.
(3) The provisions of this Act shall be adopted in accordance with the existing provisions, unless they are contrary to this law.
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
