DECLARATION
Ministry of Culture of the Slovak Socialist Republic
of 1 September 1977
declaring the Protected Landscape Area of the Eastern Carpathians
The Ministry of Culture of the Slovak Socialist Republic, in agreement with the participating central authorities of the state administration, provides, pursuant to § 10 (2) and § 11 of the Slovak National Council Act No. 1 / 1955 Coll.
§ 1
(1) The territory defined in Part I of the Annex, which forms part of this Decree, is hereby declared as a protected landscape area of the Eastern Carpathians ("the region"). The area is situated in the districts of Humenné and Svidník in the Eastern Slovak Region, namely:
(a) in the district of Humenné
in the cadastral territories of the municipalities of Brezovec, Čábalovka, Certišné, Dara, Habura, Hostovice, Jalová, Kalinov, Kalná Roztoka, Kolbasov, Medzilaborce, Nové Sedlica, Čagov, Oľšinkov, Osadná, Ostrožnica, Palota, Parihuzová, Pčelina, Príslop, Runina, Russian Vol, Russian Potok, Smoník, Stakčianska Rotoka, Stakčín, Starina, Svetlice, Topoľa, Ubľa, Ulič, Ulich Krivé, Veľká Poľana, Vyrava, Vyčé Jablonka, Zpala, Zvala;
(b) in the district of Svidník
in the cadastral territories of the municipalities of Bodružal, Korejovka, Krajná Bystrá, Krajná Poľana, Medvedzie, Miroľa, Nižný Komárnik, Príkra, Sharbov, Vladiča (the settlements of Driečna and Suchá), Vyšné Komárnik.
(2) The purpose of the declaration of the area is to protect and enhance nature and natural resources, to ensure their optimum use, taking into account their versatile cultural, scientific, economic, water-based and health-related importance.
(3) The conservation of nature and natural values and the preservation of the established conditions of protection of the area is the responsibility of all the institutions and organisations which operate in any way within its territory and of the citizens who reside in the region.
(4) In the territory of the region, pursuant to § 6 (3) and § 7 and 8 of the Slovak National Council Act No. 1 / 1955 Coll. SNR, on State conservation of nature (hereinafter referred to as "the Act"), can be declared special protection of its extremely important parts.
§ 2
(1) In the territory of the area, only in agreement with the State Nature Protection Authorities: 1)
(a) carry out geological work, including technical work, to the extent provided for by specific provisions;
(b) conquer mineral deposits;
(c) introduce non-indigenous species of plants and animals into the wild in principle only when conducting research in the framework of experimental activities. This provision shall not apply to the agricultural land fund managed under approved agricultural production development plans;
(d) to change the boundaries of the forest and agricultural land funds;
(e) use forest and agricultural parcels for other purposes;
(f) to build buildings of all kinds (mining, industrial, engineering, recreation, residential buildings, garages, etc.) outside the indolany of the municipalities, excluding operating facilities of state forests and farms and facilities used to protect national borders;
(g) outside the inner village, except for areas which have previously been intended for such purposes, to plant landfills and to collect waste;
(h) to place advertising, information and other similar facilities outside the inner village;
(i) large-scale use of pesticides outside forest nurseries and agricultural land fund;
(j) capture and modify springs and surface waters for aquatic purposes.
(2) The scope of other activities in the area is defined as follows:
(a) the management of the forestry fund shall be governed by approved forest management plans, in which economic measures for forests protected for the protection of nature shall be established in cooperation with the State conservation authorities; in other cases where the rule of the forestry plan is bound by the authorisation of the derogation by the competent authority of the national committee;
(b) the development of agricultural production in the area shall be carried out on the basis of comprehensive plans for the development of agriculture, including the adaptation of trees land and shrubbed vegetation to individual administrative units, drawn up in cooperation with the State nature conservation authorities, with particular regard to the conservation of the biological and aesthetic values of the area and the interests of the protection and use of the agricultural land fund;
(c) the aquatic importance of the territory must be respected in all projects and interventions. For this reason, the expansion of erosion should in particular be avoided by excluding the causes of erosion and rendering erosion. Waterworks of any kind (tanks, flow adjustments, water melioration, etc.) can only be carried out in the area on the basis of relevant documentation approved by the authorities of nature conservation. Special care should be taken to protect current and prospective drinking water sources;
(d) construction is carried out according to approved planning documentation, taking into account the optimal conservation of non-urban areas of the natural environment. The nature of the landscape and the material used must be taken into account when designing and building. The construction of corporate and private cabins, the establishment of campsites, parking lots and other functional facilities is permitted only in the areas defined by the zoning authorities in agreement with the authorities of nature conservation and other relevant public administrations on the basis of approved land planning documentation, as well as by the resolution of the board of the relevant district national committee on the approval of the recreational area and the declaration of forest parts in the recreational area and its immediate surroundings as special purpose recreational forests;
(e) hunting and fishing shall be carried out in accordance with approved plans for the breeding and hunting of game and fish, taking into account the preservation and enhancement of natural sets of communities, and in cooperation with the authorities of nature conservation;
(f) communications shall be built on the basis of approved planning documentation. Tourist trails are extended and branded and educational paths are built in accordance with the concept of nature conservation in the area in mutual agreement with tourist authorities in the Slovak Socialist Republic. A survey for forestry purposes shall be carried out in cooperation with the State Conservation Authorities and shall be approved with their participation in the Final Protocol to the Forest Economic Plan;
(g) research and research, which affects the natural circumstances of the area, can be carried out only with the knowledge of the Slovak Institute of Heritage Care and Nature Protection, which keeps their records. In doing so, care must be taken not to conflict with the interests of different organisations over time and place or to damage protected natural values.
§ 3
(1) The territory defined in Part II of the Annex to this Decree is hereby declared as a zone protection zone under Section 11 of the Act.
(2) In the protection zone of the area, economic and other activities should be carried out in such a way as not to prejudice the natural values of the area and to preserve the natural character of the landscape.
(3) In order to build in the protection zone of an area outside the indolent municipalities, with the exception of the operational structures of the forestry and agriculture and facilities used for the protection of national borders, the consent of the authorities of the state protection of nature is also required.
(4) The conditions set out in Paragraph 2 (2) (e) of this Decree shall apply to the exercise of hunting and fishing activities in the protection zone of the area.
§ 4
(1) In matters affecting the area, the authorities of the State, in particular the local planning authorities, the construction authorities, the mining authorities, the authorities of the state care of forests, the air protection authorities, the water-management, agricultural, transport, tourism, health and hygiene bodies, as well as the physical education bodies with regard to the mission of the region, in cooperation with the competent authorities of the State conservation of nature.
(2) Similarly, the authorities and organisations implementing their own measures to protect the air, water, soil, vegetation, fish, game and other wildlife in the region are acting.
§ 5
(1) The conditions laid down by the competent authorities shall apply to the protection of specially protected areas within the area and its protection zone. The conditions of protection provided for in Section 2 of this Decree do not apply to specially protected agricultural soils. 2)
(2) In the territories covered by the competence of the Federal Ministry of National Defence and the Ministry of Interior, the authorities of the State Protection of Nature and of the State Monument Care are obliged to take care of the interests of the military administration and, in the event of changes affecting the defence of the State, equipment or premises serving that purpose, to seek the approval of the military administration or the competent authorities of the Ministry of Interior. The territory of the military administration is not affected by the declaration of the area.
(3) The declaration of the area shall be without prejudice to property rights and other property relations. which are situated within the territory of the zone, or the protection zones established in accordance with specific regulations.3)
§ 6
(1) The tasks of the authorities of the State Protection of Nature in the territory of the area and of the protection zone under this Ordinance are carried out within the framework of their activities. Slovak Institute of Heritage Care and Nature Conservation in Bratislava
(2) National committees operating in their territory are actively involved in the conservation of nature and natural values in the region and its protection zone.
(3) The authorities and organisations making use of the territory of the area and its protection zone shall, within their scope, provide financial and material resources for the protection, development and enhancement of the area in the framework of approved economic and financial plans where the need for such funds results from the activities they carry out in that territory.
§ 7
The maps in which the territory of the area and its protection zone is drawn are stored in the Slovak Institute of Heritage Care and Nature Protection in Bratislava, the Eastern Slovak Regional National Committee in Košice, the District National Committees in Humenné and Svidník and the Regional Administration of Geodesy and Cartography in Prešov.
§ 8
This decree shall take effect on the day of its publication.

TERRITORY DEFINITION
protected landscape areas of the Eastern Carpathians and its protection zone
The Protected Landscape Area (hereinafter referred to as "the Area ') is situated in the territory of the Eastern Slovak Region in the districts of Humenné and Svidník.
The territory of the area and its protection zone is indicated on the 1: 50 000 scale of the basic map of the CSSR on the following map sheets:

I. Definition of the area
The border of the area runs from the point of origin where the Ubľa River leaves our territory, from there it continues against the flow of Ubliana to its first left-hand inflow, which follows to the bridge on the Ubľa - state border, from there it continues in the north direction to the point where the river Ublianka leaves the point where the river Ubľa (Radova), then in the west direction to the level of the village of Brezovec and then in the west direction to the level of the town of Chmeľnica and the western direction to the point where the northern edge of the village of Ublianka, from which it continues northwest against the flow of the river to the continuous edge of the forest which follows the valley of the river Chmeľnica to the confluent. From there it continues against the flow to the continuous edge of the forest, then turns northwest and continues side ridge into the valley of the river Lieskovec to the cubicle 496 (Lieskovec), from there it converges northwest towards the valley of the river Oľobovec above the village Stakčianska Rotoka to the continuous edge of the forest, which follows west, then southwest and again west to the valley Cirocha. Against the flow of Cirocha, it continues towards the road facing from booth 413 (Váshock), crossing the state road Stakčín - Starina to the continuous edge of the forest complex of Dubina, which continues to the valley of Chotinka and against its flow to the point 449 from where it continues to the village Pčeliné. From there it follows the flow of the stream to the north-east, it crosses the side ridge, descends to the valley and against the flow of the left-hand inflow of Pčelinka continues through the corner of 641 (Hýčera) to the village of Parihuzovka, it follows the ridge east of the village to its north edge, from which it continues in the northwest direction to the valley of the left-hand inflow of Hostovický creek, whose flow follows up to the beginning of the side stallion, here it suddenly turns north and continues to the cubit 664. From this point, the border continues to the north-west, following the continuous border of the forest south of the cores 586 and 688, crossing over the coves 634 and 608, breaking southwest, continuing along the field path through the cubicle 362 to the village of Svetlice, which goes around the eastern edge of the forest, where it breaks northwest, continues to the southwest edge of the Gushina crest, from which it collects into the valley of the left-hand influx, and continues in the western direction to the valley of Malá Výrava, which it follows against the flow to the level of Pelikán forest. Then the border continues to the west through the cocoon of 464 again to the valley of the Exhaust, from which it continues to the north against the flow and when it passes into the continuous forest complex it breaks west, follows the continuous forest border to the forest road from which it turns west towards the north edge of the village of Chabalovka and passes through the cocoon of 531 (Hýček), the cocoon 524, the cocoon 540 (Kýčera), from which it meets into the valley of Vydranka, continues in the western direction to the junction 433 (Pánská Kýče) and through the cocoon 446 to the Bora stream, then continues to the river Habura - Kalinova to the northwest towards the river of Sližov. From the confluence of the streams, the border continues to the north-west over the corner of the 562 (Hýčera), from which the edge of the continuous forest and later along the field road continues to the village of Chertišná, which is circling to the north-west edge, from which it continues about 1 km to the west, then passes in the southeast direction to the point 660 (Perelisky). From this point it collects into the valley of the left-hand tributary of Chotchianka, later turns west over the cubicle of 592, continues to the valley of Chotčianka and against its flow continues to the level of the 627 (Stavlinec), breaks west, crosses the Stavlinec to the valley of Maple creek, where it breaks northwest and the right-hand presence reaches a significant saddle, from where it continues southwest of the valley between Jaseník and Goat to the cabin of 434. From there, the border continues in the northwest direction, following the brook Bodružalík, circling the village Bodružal on the north edge and following the stream to the road bridge. The border of the area then continues to the border of the border of Požany to the cubicle 332, from which it crosses northwest to the high above the village of Nižný Komárnik, where it breaks west and collects into the valley of the right-hand tributary of the river Ladomirka, then continues to the west and after reaching the ridge it continues to the north-west direction to the cubicle 518 (Ščob), from which it collects into the valley of Hrišov, continues against its flow, along the eastern border of Medvedzie, once again going against the Hrishov, which passes the eastern border and continues to the Hrisov river to the Czechoslovak border. From there, the border of the area continues along the Czechoslovak-Polish border in the eastern direction through the Bay of 502 (Dukel Pass) to the Bay of 1221 (Kremenec). From the Kremence, the border of the region continues along the Czechoslovak-Soviet border to the south towards the starting point of this description of the border of the area where the Ublianka River leaves our national territory.
Area area is 66 810 ha.
II. Definition of the protection zone
The starting point and the beginning of the border of the protection zone are identical to the border of the area, continues against the flow of Ublinka until the contact with the state road Klenová - Ubľa, which is followed by the road bridge, where it continues after the confluence of the Luh stream with Ublianka, continues with the ridge of Ploský to the cubicle 376 (Mandrikov grún), the 422 (Big Brusna) to the confluence of the rivers Ternovec and Kolonka, from where it continues the state road to Stakčín. From Stakčín to the north-west through the coven of 433 (Vástok), from the cubit of 389 (Cabot of Cadobná), from the coven of 640 (Diel) to the valley of Udava, from the cove of 584 (Krablová) to the valley of Výkoda, from the cove of 553 (Na Kundrovci), from the cove of 419 (Miková) to the cocoon of 411 (Nagovec) to the cove of 548 (Kota of 576 and 507 (Kumení), from the cove of 496, from the northwest of Rokytovec and from the cot of 531 (Ždiar) to the cocoon of Mäsiarskot of Mäsiarska), from the cot of 523 (Kých), from the village of Hunkovot of the village of 498 (Kých of 5c of 519), from the north of 519 (Kovor to the border of 5c of the border of the border of 5@@
The area of the protection zone is approximately 30 100 ha.
