on the Agreement between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation
On 28 February 1972, the Agreement between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation was signed in Moscow.
Pursuant to Article 24 thereof, the Agreement entered into force on 13 July 1972.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation
Government of the Czechoslovak Socialist Republic and Government of the Union of Soviet Socialist Republics:
- in accordance with the principles of the Treaty of Friendship, Cooperation and Mutual Assistance between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics of 6 May 1970,
- seeking further development, deepening and strengthening of friendship and brotherly relations between the Czechoslovak and Soviet people, based on the principles of socialist internationalism,
- guided by the fundamental interests of the construction of socialism and communism in both countries and the strengthening of the idea of unity on the principles of marxism-leninism, convinced that mutual cultural and scientific contacts serve these interests, the deeper mutual recognition and convergence of the peoples of both countries, and that they play an important role in the mutual recognition and enrichment of national cultures,
- building on progressive traditions and the achievements of long-term cultural and scientific contacts between both countries and building on positive experience gained in the implementation of the Agreement between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation of 23 April 1966,
- wishing to continue to pay unflinching attention to the widespread deepening and efficiency of mutual cultural and scientific cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics,
have decided to conclude this Agreement on cultural and scientific cooperation and to this end have appointed their agents:

who, following the exchange of their full powers, found in good and proper form, have agreed as follows:
The Parties will continue to develop and deepen cooperation in science, education, culture, literature and art, press, film, radio, television, health, tourism, physical education, sport and other areas.
The Contracting Parties shall continuously acquaint the working people of their country with socialist and communist construction in the other country, the political, economic and cultural life of its peoples, as well as the implementation and results of cooperation between the two countries.
On the basis of the principles of brotherly mutual assistance, the Parties will develop and deepen cooperation in all areas of natural, technical and social science in order to successfully resolve the tasks of communist and socialist construction. To this end, they shall in particular:
- to develop cooperation and specialisation in the various fields of science,
- to conduct bilateral and multilateral scientific research, to establish joint scientific and research coordination bodies and editorial groups,
- to assist in the publication of joint committees, the publication of articles and individual scientific work,
- promote the establishment of joint research institutes and scientific laboratories, as well as the development and implementation of other effective forms of cooperation aimed at developing scientific activities,
- facilitate the development of cooperation in the field of social sciences, the joint development of issues related to communist and socialist construction, the creation of working committees and permanent working groups on these issues,
- exchange experience on international education, coordinate activities aimed at developing effective measures to further promote Marxist-Lenin learning and actively prevent the penetration of bourgeois ideology,
- to facilitate the dissemination and deepening of direct cooperation between science academics, scientific research institutes and scientific organisations,
- to promote the exchange of scientists, scientists and experts for carrying out scientific research work for the purpose of lectures and exchange of experience,
- to promote and promote in a universal manner the development of scientific research in the history and culture of the peoples of the other Party.
The Parties shall facilitate the implementation of a broad programme of cooperation and exchange of experience in the fields of higher, secondary and secondary vocational education, education and technical training. To this end, they shall in particular:
- to facilitate the establishment and deepening of direct cooperation between higher, secondary general education, secondary vocational and apprenticeship schools, individual departments, scientific and research institutes, in the field of teaching and the introduction of state-of-the-art teaching methods, as well as between the social organisations of such schools and institutes, between the editorial of scientific and educational journals,
- to assist in the exchange of teachers, in particular teachers of social sciences, educators-linguists, literary scientists in the higher and secondary schools of the other Party, in raising qualifications, lectures and reports, consultations, etc.,
- to enable each other to complete and partially study students and aspirants at universities and other universities in both countries,
- to cooperate in the field of the preparation of scientific cadres, in particular in the preparation of doctoral or candidate dissertations and their advocacy in the other country,
- mutual recognition of diplomas on the termination of universities and other higher education institutions, of the end of secondary schools and of diplomas certifying the award of scientific degrees,
- by mutual agreement, allow teachers, department scientists, young experts who have attended university or other university, study trips to the other country to increase qualifications, specialisation and collection of scientific materials,
- to exchange university students and other higher education institutions, secondary, general education, vocational and apprenticeship schools for the purpose of production practice, language courses, seminars and study trips,
- to promote language, literature, history and geography of the other Party at universities and other schools,
- to assist in the creation of departments (separation) of the languages of the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics at the universities of the other Party,
- to ensure the continuous coordination of teaching material for textbooks of literature, history, geography in chapters covering both sides, as well as to assist in the preparation of teaching material on the other side, where necessary to set up joint committees to carry out these tasks.
The Parties shall facilitate the development of health contacts in accordance with the applicable Convention on Health Cooperation.
The Parties shall support the following cultural and artistic measures:
- direct contacts between leading bodies in the fields of culture, literature and publishing, all kinds of art, libraries, museums, archives, the protection of cultural monuments, creative associations, companies for dissemination of knowledge, organisations and cultural and artistic institutions, social and youth organisations, regions and cities, maintaining permanent friendly contacts, as well as among representatives of creative intelligence and cultural actors of both sides,
- all appropriate forms of cooperation in the cultural field, including the organisation of festivals of art, cultural days, meetings and discussions on the current idea of artistic problems,
- cooperation in the preparation and improvement of qualifications of artists and translators of beautiful literature,
- cooperation between publishing organisations and book distribution organisations, mutual translation of the most interesting books in the field of beautiful, youth, children, scientific and scientific popular literature of the other Party,
- publishing and promoting works dedicated to history, culture and the current life of the other Party,
- publishing joint work on current problems,
- the dissemination and promotion of the literature of the other Party, the implementation of decades of books and the organisation of exhibitions,
- the presentation, interpretation and promotion of musical works and publications, theatrical games, film screening, the demonstration of works of art and the organisation of art exhibitions,
- mutual visits to representatives of creative intelligence, cultural and artistic actors to familiarize themselves with the works of the other Party and creative meetings,
- the mutual invitation and organisation of hospitality performances of professional and amateur art collections and individual artists,
- deepening cooperation in the field of scientific and creative work and effective promotion of cultural achievements in both countries.
The Contracting Parties shall:
- to create appropriate conditions for the dissemination and popularisation of films by the other Party,
- to assist in the joint production of films and to provide each other with services,
- participate in national and international film festivals organised by the other Party,
- to promote the exchange of film workers and experts,
- to assist in the exchange of experience in the field of the economy of film production and film technology and cooperation between scientific and research film organisations.
The Contracting Parties shall, by virtue of their legislation, allow visits by citizens of the other Party to public libraries, archives, museums and other similar institutions to use their collections for scientific and research work.
The Contracting Parties shall provide mutual information and shall help in all possible ways to popularize and promote the achievements of the other Party in the field of science, education, literature and art. To this end, both Parties shall support:
- cooperation and deepening of direct contacts between journalists' organisations, press agencies, newspaper editors and scientific and artistic journals,
- exchange of journalists and correspondents,
- publication of material on the political, economic, scientific and cultural life of the other Party,
- the sending of articles, photographs and other materials, their mutual publication in the central, Republic, regional and professional press,
- cooperation in the preparation and improvement of press expertise,
- exchange of individual and periodic publications, visual aids, study films, as well as other information and documents between scientific, educational and cultural institutions and creative associations,
- the publication of magazines in the languages of the other Party intended for dissemination within its territory, in accordance with the legislation of that Party.
The Parties shall promote close cooperation in the field of television and radio. To this end, the Parties shall in particular:
- implement joint radio and television programmes dedicated to Czechoslovak-Soviet friendship and cooperation,
- to promote the joint production of television films, the activities of both countries' television film groups, as well as the systematic exchange of radio and television staff delegations for the preparation of radio and television programmes, to assess cooperation issues and the exchange of work experience,
- actively exchange radio and television programmes, chronicles and television films and use them in television and radio programmes,
- to carry out regular evenings, days, decades of television and radio, as well as shows of television movies and games,
- to cooperate in the field of colour television.
The Contracting Parties shall invite each other to congresses, conferences, festivals and other national and international organisations organised on their territory by scientists, representatives of culture, art, education and sport.
The Parties shall encourage mutual cooperation between trade organisations and commercial agencies in their respective fields of culture and art.
The Parties shall facilitate the further development of contacts between sports organisations and their leading bodies in the field of physical education, sport and tourism, the pursuit of competitions and meetings, direct cooperation between sports organisations, the exchange of athletes and coaches, information on scientific and methodological research in the field of physical education and sport, as well as experience from international matches.
They will benefit widely from tourism opportunities to improve the effectiveness of scientific and cultural cooperation, including the organisation of mutual paths of specially targeted tourist groups.
The Parties shall promote the development of direct contacts between trade unions, youth organisations, women's organisations, knowledge dissemination companies and other social organisations of both Parties.
The Parties will assist the Union of Czechoslovak-Soviet Friendship and the Society of Soviet-Czechoslovak Friendship in their work for further strengthening of friendship between Czechoslovak and Soviet people, as well as for broad public awareness of the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics with successes in the communist and socialist construction of both countries.
The Parties shall develop a system of copyright protection to promote the broad popularisation of the cultural values of both Parties in the fields and under the conditions specified by bilateral or multilateral agreements.
The activities of the House of Soviet Science and Culture in Prague are governed by the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics of 12 May 1971.
The Contracting Parties shall:
- to help further improve multilateral cultural and scientific cooperation between the countries of the Socialist Community,
- exchange information on the implementation of cultural and scientific contacts with third countries and on participation in international organisations.
The Parties shall continuously increase the level and effectiveness of cultural and scientific cooperation, improve its organisation, forms and methods and promote joint assessment of the content of such cooperation, taking into account the historical and national conditions of the development of the cultures of the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
The Parties agree that, at regular joint meetings and consultations, cultural and scientific cooperation plans will be negotiated for certain periods, evaluated the results of their implementation and monitored by the implementation of this Agreement, as well as the development and consolidation of cultural and scientific contacts between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
The Parties agree that their competent authorities, organisations and bodies may, within their respective competences, draw up thematic and working plans for the implementation of this Agreement and of the plans for cultural and scientific cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
The Parties shall develop contacts and exchanges in all areas covered by this Agreement, on a non-foreign exchange or exchange basis, at their own expense.
The Contracting Parties agree that payments resulting from the implementation of this Agreement shall: The agreements will be implemented on the basis of the relevant pay settlement agreements applicable between the two Parties and their bodies, organisations and institutions and that the financial terms of the actions undertaken will be laid down in the plans for cultural and scientific cooperation concluded pursuant to Article 20 of this Agreement.
The date of entry into force of this Agreement will be the date of expiry of the Agreement between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation of 23 April 1966.
This Agreement shall be subject to approval in accordance with the applicable national provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on its approval. The exchange of comments on approval will take place in Prague.
This Agreement shall be negotiated for a period of 10 years and shall be extended by an additional five years each time unless one of the Contracting Parties denies it 6 months before the end of the relevant period.
To prove the above, the agents of the Contracting Parties have signed this Agreement and sealed it with their seals.
This Agreement was concluded in Moscow on 28 February 1972 in duplicate, each in the Czech and Russian languages, the two texts being equally authentic.
