Parliament has decided on this law of the Czech Republic:

ČÁST PRVNÍ

BASIC PROVISIONS
§ 1
Subject matter
This Act provides for the issue of civil certificates to the national citizens of the Czech Republic (hereinafter referred to as "the citizen '), the method of proving the identity and the conduct of an agendas information system for the registration of civil certificates (hereinafter referred to as" the registration of civil certificates').
§ 2
ID
(1) Citizenship card is a public document (1), by which the citizen proves his or her name, surname, form and citizenship of the Czech Republic (2) (hereinafter referred to as "citizenship"), as well as other information in it registered under this Act.
(2) The citizen is issued
(a) identity card with machine-readable data and contact electronic chip;
(b) an identity card with machine-readable data; or
(c) identity card without machine-readable data.
(3) The ID card is required to have a citizen who has reached the age of 15 years and has permanent residence in the Czech Republic. This obligation is also for a citizen whose legal capacity has been restricted by the court's decision.
(4) A citizen's card may also be issued on request to a citizen under 15 years of age or to a citizen who is not resident in the Czech Republic.
(5) A citizen's card under Paragraph 2 (2) (c) may also be issued on request to a citizen immediately after the acquisition of citizenship of a m2).
(6) A citizen who has been deprived of legal capacity by decision of the Court of First Instance may only have his identity card if the court-appointed guardian (3) (hereinafter referred to as the guardian) or another legal representative so requests.
(7) The ID cards referred to in paragraph 2 (a) and (b) also serve for the electronic identification of the holder of the identity card in communication with public administration information systems (Section 3a).
§ 3
(1) The citizen's card referred to in Article 2 (2) (a) and (b) contains the data provided for by this Act and the digital processing and signature of the citizen. The identity card referred to in § 2 (2) (c) contains the information provided for by this Act and the photograph of the citizen.
(2) The entries entered in the identity card are:
(a) the name and, where applicable, the names, surnames, sex, citizenship, date, place and district of birth, birth number, address of permanent residence and family status or registered partnership (hereinafter referred to as "partnership"). In the case of citizens born abroad, only the country code of the birth21 is entered); the name of the place and district or the country of birth code shall be entered according to status3a) on the date of the application for the issue of the identity card. For citizens who are not registered for permanent residence in the Czech Republic, permanent residence shall not be entered in the ID card,
(b) official records containing an unabridged form of the name and, where appropriate, the names and surnames, if they have been registered in the form referred to in paragraph 3;
(c) the expiry date, the number and the date of issue of the identity card and the designation of the office which issued it;
(d) machine-readable data recorded
1. to the machine-readable zone in the following order: the code of the document, the code of the issuing State, the document number, the control number, the date of birth, the control number, the sex, the date of validity, the control number, the citizenship, the total control number, the surname, the name and, where applicable, the citizen's name; the control digits and the total control digits are the numerical expression of the selected data in the machine-readable zone;
2. to 2D code: ID number; 2D code means a two-dimensional barcode with a high information value and detection and repair capability in breach.
(3) If, due to lack of space, a second name cannot be entered in the ID card, the first name on the birth certificate shall be entered and the first letter with a dot shall be entered instead of the second name. The same procedure shall apply in the case of the registration of a composite surname.
(4) If a citizen states that he does not wish to enter family status or partnership information, this information shall not be entered on the ID card.
(5) At the request of a citizen, the title of a graduate of a higher vocational school, an academic degree, a status mark, another degree of graduate of a university, the term "professor 'or" professor' (hereinafter referred to as "title ') or the scientific grade may be entered in the card. The title or scientific rank shall be given in abbreviation where it is provided for in a specific legislation. If a citizen has received more than one title, title or scientific grade and is not able to register them all because of lack of space on the ID card, he shall designate the citizen who will be registered.
(6) The ID number shall be entered in the contact electronic chip and the details of which the entry and the extent of which are provided for by specific legislation may be entered.
(7) If, due to lack of space in the contact electronic chip, it is not possible to write down all the required data, the citizen who enters it shall be determined.
(8) A citizen shall not be obliged to prove the facts recorded on his identity card in any other way unless specific legislation so provides.
§ 3a
(1) The identity cards referred to in Article 2 (2) (a) and (b) allow the use of data processed electronically to the extent that:
(a) the name and, where applicable, the name, surname, address of the place of residence, date, place and district of birth, place and state of birth, citizenship and, where applicable, more nationality, numbers of electronically readable identification documents and a record of the availability of the data box kept in the basic population register ("the population register"); the address of the place of residence, place and district of birth shall be provided from the population register by reference to the reference from the basic register of territorial identification, addresses and real estate;
(b) the family status, the establishment or termination of a registered partnership, the birth number, the removal or limitation of legal capacity, including the data of the guardian to the extent of the name and / or name, surname, birth number or, if no birth number is assigned, the date of birth or, where appropriate, the name and registered seat, where the guardian is designated by the local administration's authority (3), which are kept in the population registration agency information system (hereinafter referred to as the "population register"); the name and address of the guardian shall be provided from the population register by reference to the reference from the basic register of persons;
(c) the digital processing and signature of the citizen, the identity card number, the date of issue, the expiry date and the designation of the office which issued it, which shall be kept in the register of the identity cards.
(2) The scope of the data, the purpose and the authorised bodies using the data referred to in paragraph 1 shall be laid down in specific legislation.

Issue of CITIZENS AND CITIZENS CERTIFICATE

HLAVA I

CONDITIONS AND PROCEDURE IN THE ISSUING OF CITIZENS
§ 4
Issue of a card
(1) Civil ID issues
(a) the municipal office of the municipality with extended scope, in the capital city of Prague the municipal office designated by the State of the capital of Prague (hereinafter referred to as the "municipal office of the municipality with extended scope"), in whose district the citizen is declared permanent residence,
(b) the municipal authority of the municipality with extended competence, competent according to the place of last permanent residence in the Czech Republic, if the citizen does not have permanent residence in the Czech Republic,
(c) The Municipality of Brno, if the citizen did not have permanent residence in the Czech Republic or cannot be detected,
d) The municipal authority of the municipality with extended competence, in the capital city of Prague the municipal office, in the cities of Brno, Ostrava and Pilsen the magistrates of these cities, competent according to the place of permanent residence of the citizen who acquired the nationality of the grant m2) and immediately thereafter applied for the issue of the first identity card, or the Office of the City of Prague 1, if not or did not have permanent residence in the Czech Republic.
(2) A citizen may apply for the issue of the identity card referred to in Article 2 (2) (a) and (b) at any municipal authority of the municipality with extended jurisdiction. The municipal authority of the municipality with extended competence, for which an application for a card has been submitted, shall handle the application using the data kept in the population register, the population register, the registration of the identity card and, where appropriate, the travel document registration information system (hereinafter referred to as "travel document registration '). At the same time, a digitised form of a citizen shall be taken when the application is handled; Part of the application processing is the citizen's own signature intended for further digital processing. For this purpose, a digital photograph taken by the photographer 3c may be used, which was sent immediately after its acquisition to the Ministry of Interior (" the Ministry') via a data box. At the same time as the digital photograph, the name, surname and date of birth of the citizen shall be sent, including details of the municipal office of the municipality with extended competence, with which the citizen applies for the issue of the identity card. The Ministry shall transmit the digital photograph together with the data referred to in the fifth sentence to the competent municipal authority of the municipality with extended competence. If a citizen does not apply for a citizen's card within 60 calendar days of its delivery, this digital photograph will be destroyed. When a citizen is acquired by the municipal authority of the municipality with extended competence or photographer, the requirements laid down for the image of the citizen on the photograph shall apply mutatis mutandis. The form of a citizen or, where appropriate, his signature, the municipal authority of the municipality with extended scope shall not grant the form of a citizen, provided that the digitised form of a citizen or his signature is kept in the register of identity cards or travel documents and that the document for the purpose of which it was issued has not expired for more than 1 year, that there has not been a substantial change of form and that the citizen requests such action. The application may be submitted locally to the competent municipal authority of the municipality with extended scope and in electronic form using a form established by the Ministry. The form shall be published by the Ministry in a manner that allows remote access. Where the application is not sent electronically via a data box, it shall be accompanied by a guaranteed electronic signature based on a qualified certificate issued by an accredited certification service provider (4).
(3) A citizen may apply for the issue of the identity card referred to in Paragraph 2 (2) (c) with the municipal authority of the municipality with extended competence in accordance with paragraph 1. On the application form drawn up by the municipal authority of the municipality with extended competence, the citizen presents 2 photographs of the size of 35 mm x 45 mm, corresponding to the current form of the citizen, showing the citizen in the front view, in civil clothing, without headgear, without glasses with dark glass, with the exception of the blind, with the height of the face part of the head from the eyes to the chin of at least 13 mm (hereinafter referred to as "the photographs') which meet the technical requirements laid down by the implementing legislation. The application may be submitted for religious or health reasons in a photograph with a headgear which must not cover the facial part in a way which prevents the identification of the citizen. The application must be signed by the citizen to whom the identity card is to be issued.
(4) For a citizen under the age of 15, he is applying for his legal representative's identity card. A foster parent, a person who has been assigned to education under 15 years of age, or a director of an institution for the exercise of constitutional education or of a child-care facility requiring immediate assistance, which they take care of under 15 years of age by judicial decision; such persons shall attach to the application the consent of the legal representative to his officially certified signature. An officially certified signature shall not be required if the legal representative has given his consent and the application is signed before the municipal authority of the municipality with extended scope to which the application is submitted. The consent of the legal representative shall not be required if its action is associated with a difficult obstacle. A citizen who is deprived of legal capacity or whose legal capacity is restricted to such a degree that he is not able to apply for a card shall be required by the guardian or other legal representative, unless the guardian has been appointed to him.
(5) The application and documents required for the issue of a citizen's identity card may also be submitted by another person who does not need to be demonstrated by full authority; the particulars of that person, to the extent that the name, surname, date and place of birth are registered on request. If the issue of the identity card referred to in § 2 (2) (a) and (b) is concerned, another person may submit an application and documents only if the municipal authority of the municipality with extended competence does not provide for the digitised form of the citizen and his signature when processing the application.
§ 4a
(1) A citizen applying for the issue of a identity card or, where applicable, the person applying for it shall be required to prove his identity. Identity shall be furnished by a citizen's card or other similar document which is a public instrument or by any other reliable means.
(2) If the municipal authority of the municipality with extended competence to which the application has been lodged finds, when processing the application, discrepancies with the data kept in the population register, the population register, the registration of citizens' identity cards or travel documents, it shall invite the citizen to substantiate the data at issue. Where a citizen requests the issue of a citizen's card pursuant to Article 2 (2) (a) and (b), the processed application shall be printed with the form of a citizen and his signature, which shall be submitted to the citizen who, by his signature, confirms its accuracy and completeness; This does not apply if the application has been sent in electronic form to the municipal authority of the municipality with extended scope. If the municipal authority of the municipality is not competent for issuing the identity card, it shall transmit the application to the competent municipal authority of the municipality with extended competence to ensure the issue of the document.
(3) The signature of a citizen shall, for the purposes of issuing a citizen's card, be understood to mean, by the person's own hand, a written statement of his name and surname or, where applicable, only a surname. The signature shall not be required if the citizen is prevented by a difficult obstacle; This shall be indicated in the application.
(4) The citizen's card referred to in Article 2 (2) (a) and (b) shall be drawn up within 30 days of the date of application to the competent municipal authority of the municipality with extended scope and, where appropriate, within 30 days of the date on which the application was submitted to the competent municipal authority of the municipality with extended scope. The citizen's permit referred to in Article 2 (2) (c) shall be issued by the municipal authority of the municipality with extended competence according to the place of permanent residence of the citizen within 15 days of the date of application.
§ 5
Issue of first identity card
(1) An application for a first identity card should be submitted, unless otherwise specified below,
(a) birth certificate 5) the citizen to whom the identity card is to be issued;
(b) other documents certifying the facts necessary to remove any discrepancies found in the processing of the data provided for in the application, with the information kept in the population register, in the population register or in the registration of citizens' cards or in the travel document register;
(c) evidence of a national citizenship (6) of a citizen to whom the first identity card is to be issued, where reasonable doubts arise concerning this information. If the applicant does not have such a document for the issue of the first identity card, the municipal authority of the municipality with extended competence, with which he applies for the issue of the first identity card, shall, at his request, verify the citizenship of the citizen with the office responsible for its issuance 6a).
(2) An application for the issue of a first identity card after a stay abroad or after the acquisition of citizenship by grant or a citizen who does not have a permanent residence in the Czech Republic should be submitted
(a) birth certificate 5), this does not apply where a citizen applies for the issue of a first identity card immediately after the acquisition of citizenship by a grant pursuant to Paragraph 4 (1) (d);
(b) other documents certifying the facts necessary to remove any discrepancies found in the processing of the data provided for in the application, with the information kept in the population register, in the population register or in the registration of citizens' cards or in the travel document register;
(c) evidence of a national citizenship (6) of the citizen to whom the identity card is to be issued.
(3) An application for the issue of a first identity card to a citizen whose legal capacity has been restricted by the decision of the court in such a way that he is unable to apply for the issue of a identity card should be submitted
(a) birth certificate 5) the citizen to whom the identity card is to be issued;
(b) the court's decision to limit the citizen's legal capacity;
(c) other documents certifying the facts needed to remove any discrepancies found in the processing of the data provided for in the application with the information kept in the population register, the population register or the registration of the identity card or the travel document register;
(d) the identity card of the guardian or other legal representative and, if the guardian is involved, the evidence of the provision by the guardian; where the guardian is a legal person, he shall produce a document of the provision by the guardian and a natural person acting on behalf of that legal person, he shall submit his identity card and a document certifying the right to act as a legal person.
(4) The application for the issue of a first identity card for a citizen deprived of legal capacity should be submitted
(a) birth certificate 5) the citizen to whom the identity card is to be issued;
(b) a decision by the court to waive a citizen's legal capacity;
(c) other documents certifying the facts needed to remove any discrepancies found in the processing of the data provided for in the application with the information kept in the population register, the population register or the registration of the identity card or the travel document register;
(d) the identity card of the guardian or other legal representative and, if the guardian is involved, the evidence of the provision by the guardian; where the guardian is a legal person, he shall produce a document of the provision by the guardian and a natural person acting on behalf of that legal person, he shall submit his identity card and a document certifying the right to act as a legal person.
§ 6
Issue of a new ID card
(1) The application for a new identity card should be submitted. If, before issuing a new identity card, a citizen submits an identity card issued immediately after the acquisition of citizenship by the grant provided for in Paragraph 4 (1) (d), he shall submit a birth certificate 5).
(2) If the citizen is unable to present his current identity card, he is obliged to prove his identity and to submit
(a) a certificate of identity card (Section 9);
(b) other documents proving the facts necessary to remove any discrepancies found in the processing of the data provided for in the application with the information kept in the population register, the population register, the registration of citizens' cards or the registration of travel documents.
§ 7
(1) The documents necessary for the issue of the identity card must be presented in the original, certified copy or certified copy (9). In the case of foreign language documents, the citizen is obliged to submit also their certified translation into the Czech language, unless the international treaty to which the Czech Republic is bound provides otherwise.
(2) If a citizen requests the registration of a title or scientific rank which he has not yet entered on his identity card, he shall be required to provide proof of their acquisition. In cases where a citizen has obtained higher vocational education, higher education and a relevant degree at a foreign university, he / she is obliged to submit evidence of the recognition of higher education and the relevant title10). It is also the same for a citizen who requests the registration of a scientific degree obtained abroad.
(3) If a citizen submits a decision by the foreign court to document the information entered in the identity card, he must submit, together with such evidence, a decision by the Supreme Court of the Czech Republic on recognition of the decision of the foreign court in the territory of the Czech Republic, if that recognition is necessary under the special legislature11).
(4) If the citizen provides a document issued by an authority of a foreign state to support the data entered in the identity card, he is obliged to submit an extract from the registration book of the Office of the City of Brno-Central 12, unless the international agreement to which the Czech Republic is bound provides otherwise; This does not apply if the identity card issued immediately after the acquisition of citizenship is issued under Paragraph 4 (1) (d).
§ 8
Taking over the ID card
(1) A citizen is obliged to take over his identity card in person. Once the identity has been established, it shall check the accuracy of the personal data on the identity card, verify the functionality and capacity of the contact electronic chip, if the identity card contains it, select a security personal code and confirm its signature on the application for the identity card. The signature shall not be required if the citizen is prevented by a difficult obstacle; that fact shall be indicated in the application for the issue of the identity card.
(2) A legal representative shall take over the identity card for a citizen under 15 years of age; the place of legal representative shall be taken over by a foster father, a person who has been assigned to education by a citizen, or by the director of an institution for the performance of constitutional education or a facility for children requiring immediate assistance to provide for a citizen on the basis of a judicial decision. For a citizen whose legal capacity has been restricted by the decision of the court in such a way that he is not able to apply for the issue of a card, he shall take over and take over the identity card by signature shall be endorsed by the guardian or other legal representative only if he has applied for it. A citizen who has been deprived of legal capacity by decision of the court shall take over and take over the identity card by a guardian or other legal representative.
(3) If a citizen cannot appear personally for serious reasons, in particular because of the exercise of custody, the execution of a custodial sentence, the execution of a security detention, a court ordered constitutional treatment, a constitutional education, a protective education or a serious long-term health education, the municipal authority of the municipality shall ensure the transfer of the identity card with the extended scope in which the citizen resides. After transmission of the citizens' card, the municipal office of the municipality with extended scope shall invalidate the existing citizen's identity card or his certificate of identity card, confirmation of the change of residence, confirmation of the change of the data entered on the card and send those documents to the municipal authority with extended competence responsible for issuing the identity card, together with the signed application; The municipal authority of the municipality shall act by analogy with the extended scope, unless it is competent to issue the identity card and transmit the identity card to the citizen referred to in paragraph 4.
(4) The citizen's card referred to in § 2 (2) (a) and (b) may be taken over at the municipal office of the municipality with extended competence as indicated in the application, otherwise he is obliged to take over at the competent municipal office of the municipality with extended competence. The citizen's card referred to in § 2 (2) (c) may be taken over at the municipal office of the municipality with extended competence according to the place of permanent residence.
§ 8a
Security personal code
(1) The security personal code used to authenticate the electronic identification of the holder of a card (hereinafter referred to as the "holder") in communication with public administration information systems is a combination of at least 4 and a maximum of 10 digits chosen by the citizen on receipt of the identity card referred to in § 2 (2) (a) or (b).
(2) During the period of validity of the identity card, the holder may change the security personal code. The amendment is carried out at the contact point of the public administration (13).
(3) After the third error following the entry of the security personal code, another possibility of electronic identification shall be blocked.
(4) Unblock the electronic authentication of the identity card shall be carried out without delay at the request of the holder by any municipal authority of the municipality with extended scope after proof of identity.
(5) Where the holder is a citizen under 15 years of age or a citizen who has been deprived of legal capacity by decision of the court or whose legal capacity has been limited by decision of the court in such a way that he is not able to apply for a citizen's card, the persons referred to in Article 8 (2) shall act for him.

HLAVA II

CONDITIONS AND PROCEDURE FOR ISSUING CIVIL CERTIFICATE
§ 9
Certificate of ID
(1) A certificate of identity card is issued to a citizen
(a) a declaration of loss, theft, damage or destruction of the identity card;
(b) detention of an invalid identity card;
(c) the issue of an identity card on the ground that no document required for its issue is presented;
(d) surrender of a citizen's card on the ground that he has lost his citizenship or has ceased his permanent residence in the Czech Republic or applied for his safekeeping in a long-term stay abroad;
(e) the surrender by a guardian or other legal representative of a citizen who has been deprived of legal capacity by decision of the court;
(f) surrender of the identity card found, after the deceased or declared dead.
(2) The certificate of identity card is issued by the municipal authority of the municipality with extended competence or by the matrix office. The police of the Czech Republic (hereinafter "the police") issue it only if it is reported to have stolen a citizen's card, that it has been given a found identity card or if a citizen's card is held (Section 16 (2)).
(3) The certificates of identity cards to be issued in the cases referred to in paragraph 1 (a) to (d) shall contain the following information: the reason for the issue, the name and, where applicable, the name, surname, birth number, address of the place of residence of the citizen, the date, place and district of birth, the date of issue, the date of expiry, the designation of the office or authority which issued it, and, where applicable, the number and, where applicable, the series of identity cards and the identification of the office which issued the identity card; for citizens born abroad, the place and state of birth shall be registered instead of the place and district of birth.
(4) The certificate of identity card issued pursuant to paragraph 1 (e) and (f) shall contain the following information: the reason for the issue, the name and / or the name, the surname of the natural person who hands over the identity card, the name and / or surname of the holder, the date of issue, the period of validity, the name of the office or authority which issued the certificate, the number or, where applicable, the series of identity cards surrendered, and the office which issued the certificate.
(5) Where a citizen is issued with a certificate of identity card as referred to in points (a) to (d) of paragraph 1, he shall not be required to have his identity card for the duration of his period of validity, if provided for by this law.
(6) The certificate of identity card is not a public document.

VALIDITY OF CIVIL CERTIFICATE AND CIVIL CERTIFICATE
§ 10
Duration of the ID card
(1) The period of validity of the identity card referred to in Article 2 (2) (a) and (b) shall be 10 years or 5 years if the identity card is issued to a citizen under 15 years of age.
(2) The period of validity of the identity card referred to in Article 2 (2) (c) is:
(a) 6 months after its issue;
1. because of a technical defect on a data processing and transmission equipment or on a production technology lasting more than 7 calendar days; or
2. as a result of a disaster or other emergency;
where the identity cards referred to in § 2 (2) (a) and (b) (§ 24a) cannot be issued,
(b) 3 months in the case where a citizen is issued with a national identity card immediately after the acquisition of citizenship by grant (§ 24b);
(c) 1 month in the case where a citizen applies for a citizen's card in connection with the exercise of his or her right to vote or because of the loss, theft, damage or destruction of his or her identity card (§ 24c).
End of validity of the ID card
§ 11
(1) The validity of the ID card expires
(a) by the end of the period indicated therein,
(b) reporting its loss, theft or destruction;
(c) the loss of citizenship, death or legal power of the court's decision to declare a citizen dead;
(d) the acquisition of the legal power of the decision to revoke the place of permanent residence.
(2) The municipal authority of the municipality with extended jurisdiction responsible for issuing the identity card shall decide on its expiry if:
(a) it is damaged in such a way that the entries therein are illegible or are impaired;
(b) the identity card contains incorrect information, except in the cases referred to in Article 12 (1) and (3); or
(c) there has been a substantial change in the form of the citizen.
If the citizen agrees to the expiry of the identity card, an entry shall be made in the Protocol; otherwise a decision shall be taken. The appeal against this decision shall not have suspensory effect.
(3) The malfunction of the contact electronic chip in the identity card referred to in Article 2 (2) (a) does not justify the expiry of the identity card. The expiry of the ID card expires with the electronic chip.
(4) Where the holder of the identity card referred to in § 2 (2) (a) or (b) is made available by a data box 22), the Ministry shall inform the holder of the identity card 60 days before the expiry date of the identity card by means of the data box of the expiry date referred to in paragraph 1 (a).
§ 12
(1) In the event that there is a change in the facts concerning the information entered on the identity card, the citizen shall separate the marked part of the identity card
(a) the institution or office of the Church, entitled to be married (13), in the event of a change in family status by marriage;
(b) the matrix office responsible for accepting the declaration of entry into partners13a), in the event of a change in personal status arising from partners13b),
(c) the municipal authority of the municipality with extended competence or the matrix office in the case of:
1. changes to the name or surname, if any;
2. the termination of the marriage as a result of the decision of the court to declare the marriage null and void, the decision of the court to no marriage, the death of one of the spouses or the decision of the court to declare one of the spouses dead or the decision of the court to divorce the marriage,
3. the termination of the partnership as a result of the decision of the court to declare the partnership void or the decision of the court not to create the partnership, the death of one of the partners or the decision of the court to declare one of the partners dead or the decision of the court to abolish the partnership,
4. changes in the birth number.
(2) At the same time as the separation of the marked part of the citizen's card, the municipal authority of the municipality with extended competence, the competent registry or church authority referred to in paragraph 1 shall issue a certificate to the citizen confirming the change of the data entered in the identity card; at the same time, notify the municipal authority of the municipality with extended competence which issued the identity card, the number of the certificate issued, the reason and the date of its issue, the number or, where applicable, the series of identity cards, the name and, where applicable, the name of the citizen.
(3) The marked part of the identity card shall also be separated where specific legislation so provides.
(4) The separation of the marked part of the identity card referred to in paragraphs 1 and 3 shall not be considered as damage or destruction of the identity card.
(5) What is the marked part of the identity card is defined by the Ministerial Decree.
§ 13
Duration of the certificate
The certificate of identity card referred to in § 9 (1) (a) to (c) shall be issued for a period of 2 months. The certificate of identity card referred to in Article 9 (1) (d) to (f) shall be issued for an unlimited period.

OBLIGATIONS AND DISCLOSURE WITH CIVIL TRADE
§ 14
(1) A citizen is obliged
(a) taking into account all circumstances and circumstances, protect the identity card against damage, destruction, loss, theft or abuse;
(b) report without delay to any municipal authority of the municipality with extended competence or to the matrix office that the facts referred to in (a) have occurred; in the event of theft of the identity card, this fact may also be reported to the police,
(c) declare, without delay, the loss, theft or destruction of the identity card or its findings to the nearest representative office abroad;
(d) apply for a new ID within 15 working days
1. after the date of expiry of the identity card for the reasons referred to in Article 11 (1) (a) or (b) or in Article 11 (2),
2. on receipt of the marriage certificate or partner document 13j),
3. After having acquired legal authority, the court's decision to divorce the marriage or the court's decision to abolish the partnership,
4. After having acquired legal power, the court's decision on the absence of a marriage or the court's decision on the absence of a partnership,
5. After having acquired legal power, the court's decision to declare a marriage invalid or the court's decision that the partnership is invalid,
6. upon receipt of the death certificate of the spouse or partner,
7. After having acquired legal authority, the court's decision to declare the husband or partner dead,
8. After having acquired legal power, a decision amending the name or, where applicable, the name, surname or new birth number,
9. After the date on which he announced a change in the place of permanent residence or when the decision to cancel the place of residence became final,
e) to hand over within 15 working days a card to the municipal authority of the municipality with extended jurisdiction, or to the matrix office according to the place of permanent residence, if he has ceased residence in the Czech Republic, if he has lost his citizenship, or if he has been shown to have been issued his identity card illegally, or if his identity card has expired;
(f) upon receipt of a new identity card, hand over to the local authority of the municipality with extended scope of the present identity card, a certificate of identity card, a certificate of change of residence or a certificate of change of the data entered in the identity card, if issued to it;
(g) to appear within the prescribed time limit for an invitation to the municipal office of the municipality with extended competence to issue the identity card according to the place of permanent residence for the purpose of carrying out acts relating to the issue of the identity card.
A citizen shall only apply for the issue of a new identity card in accordance with points (d) (2) to (7) if his current identity card contains an indication of the family status or partnership.
(2) If a citizen whose legal capacity has been restricted by the court's decision in such a way that he is unable to fulfil the obligations referred to in paragraph 1, those obligations shall be transferred to the persons referred to in paragraph 8 (2). Where a citizen under 15 years of age or a citizen who is deprived of legal capacity, his identity card shall be transferred to the persons referred to in paragraph 1 of Paragraph 8 (2), with the exception of the obligation referred to in paragraph 1 (d); the persons referred to in paragraph 8 (2) shall at the same time be obliged to surrender an invalid citizen's identity card.
§ 15
Obligations of other persons
(1) Anyone who finds a foreign identity card, a certificate of identity card, a certificate of change of place of residence or a certificate of change of the data entered in the identity card shall be obliged to forward it without delay to any local authority of the municipality with extended jurisdiction or to the Registry or to the police. The same obligation shall apply to a citizen who has declared the loss or theft of his / her identity card if he / she finds or recovers his / her identity card in another way.
(2) Anyone holding the identity card of a deceased citizen or citizen declared dead shall be obliged to forward it without delay to the nearest municipal office of the municipality with extended jurisdiction or to the matrix office.
§ 15a
Handling of ID
(1) A citizen's card is prohibited from being accepted as collateral and withdrawn upon entry into premises or land.
(2) It shall be prohibited to make copies of the identity card by any means without verifiable agreement (23) of the citizen to whom the identity card has been issued, unless otherwise provided for in a special law or international agreement which the Czech Republic is bound by.
