of 3 September 1963
concerning the Agreement on Cultural Cooperation between the Czechoslovak Socialist Republic and the Republic of Somalia
On 4 June 1961, the Agreement on Cultural Cooperation between the Czechoslovak Socialist Republic and the Republic of Somalia was signed in Prague.
The Government of the Czechoslovak Socialist Republic approved the Agreement on 23 August 1961. The President of the Republic of Somalia ratified the Agreement on 9 February 1963 and the Prime Minister of the Czechoslovak Socialist Republic confirmed the approval of the Agreement by the Charter of 24 April 1963. The replacement of the instruments of approval of the Agreement was carried out on 4 July 1963 in Mogadishu.
Pursuant to Article XII, paragraph 1, the Agreement entered into force on 4 July 1963.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on cultural cooperation between the Czechoslovak Socialist Republic and the Republic of Somalia
The Government of the Czechoslovak Socialist Republic and the Government of the Somali Republic, wishing to develop cultural contacts between the two countries in order to further expand and consolidate friendly relations between the Czechoslovak and Somali people, agreed as follows:
The Parties shall promote and develop cultural exchanges for mutual benefit within the framework of the laws in force in each country and on the basis of the principles of respect for sovereignty, non-interference in internal affairs and equality.
The Parties shall promote, as far as possible and needs arise, the development of cooperation, the exchange of experience and work results achieved in science, high and general education, health, literature, art and sport. This appropriation is intended to cover commitments remaining to be settled from previous years. for this purpose they will invite musical and theatre ensembles, actors, will organize concerts, exhibitions of works of art, lectures, etc.
The Parties shall promote cultural exchanges between non-governmental organisations of both countries.
The Parties shall promote cooperation on a mutually acceptable basis in the field of the distribution of books and magazines, radio, cinematography and film distribution, the exchange of radio programmes and music records.
The Parties agree to support the provision of mutual assistance in the education of their own experts for industry, agriculture, science and culture, to give these workers the opportunity to study at universities and professional schools and to provide them with practical training.
The Contracting Parties shall exchange students. To this end, each Party will provide a certain number of scholarships at its country's school and scientific institutions to students of the other Party and will, as far as possible, support the study of citizens of the other country in scientific and educational institutions for their training and training.
The Contracting Parties express their desire to exchange teachers from educational institutions as well as from other staff in the field of education, science and culture, with these experts working in educational institutions, taking lectures or lecture cycles.
The Parties shall, as far as possible, allow the languages of the other country, its culture and literature to be studied in their respective schools and research institutes.
The Parties shall promote contacts between libraries, museums and similar institutions to exchange scientific materials, literature and magazines.
The Parties agree to create appropriate conditions for the translation and distribution of books, brochures and magazines issued by the other Party in the field of science, culture and art.
The Parties shall promote cooperation between the sports organisations of both countries in order to develop sport at all and to organise sports matches between athletes of both countries. They will support tourist tours of Czechoslovak citizens to the Republic of Somalia and Somali citizens to the Czechoslovak Socialist Republic.
1. This Agreement shall, as a general rule, be implemented on the basis of annual plans setting out the conditions for its implementation, including financial conditions.
2. These plans shall be discussed by diplomatic channels at the end of each year. If both parties find it necessary, negotiations may take place alternately in Prague and Mogadishu between representatives designated by the government of each party.
1. This Agreement shall enter into force on the date on which both Parties confirm in exchange that the Agreement has been approved in accordance with the respective constitutional provisions of the Contracting Parties.
2. The Agreement shall expire one year after one of the Contracting Parties has notified the other Contracting Party in writing of its intention to terminate the Agreement.
