GOVERNMENT REGULATION
of 8 December 2004
defining the Birds' Region of Kralický Snežník
The Government orders pursuant to § 45e paragraphs 1 and 2 of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 218 / 2004 Coll.:
§ 1
Subject matter
(1) The Bird Region of Kralický Snežník (hereinafter referred to as "the bird region") is defined.
(2) The object of the protection of the bird area is the population of the Crex crex and its biotope.
(3) The aim of the protection of the bird region is to preserve and restore the ecosystems relevant to the bird species referred to in paragraph 2 on its natural site of enlargement and to ensure conditions for the conservation of stocks of that species in a favourable conservation situation.
§ 2
Definition of bird area

(2) The territorial demarcation and description of the border of the bird area are contained in Annex 1 to this Regulation, the indicative graphical representation of the area is set out in Annex 2 to this Regulation.
(3) The map documents of the scale 1: 50 000, in which the territory of the bird region is drawn, are stored in the central list of nature protection1) and in electronic form at the Ministry of the Environment, the Regional Office of the Olomouc Region, the Regional Office of the Pardubice Region and the municipal authorities of the enlarged municipalities whose administrative area is located.
§ 3
Activities to which the consent of the nature protection authority is required
(1) Only with the prior agreement of the competent authority of nature protection (2) may the territory of municipalities be located in the birds' area outside the concurrently built and stoppable (3)
(a) carry out activities causing a change in the level of established surface and groundwater levels which could cause a change in the biotope of the species for which the bird area is established;
(b) to change the type of land and the means of usingit (4).
(2) Prior consent of the competent nature conservation authority is not required
(a) the activities referred to in paragraph 1 (a), where the procedure is in accordance with the waterworks rules (5);
(b) in the implementation of road operations6);
(c) the activities referred to in paragraph 1 in the case of activities carried out under specific legislation7) in the territory of the specified conquest area and exclusive bearings;
(d) the activities referred to in paragraph 1 (b), where such activities are subject to a decision pursuant to a specific legislation (8) and have been given an opinion by the competent nature conservation authority.
§ 4
Efficacy
This Regulation shall enter into force on the day of its publication.

Territorial demarcation and description of the border Bird areas Rabbit Snowman
The border of the bird area begins at Mladkov at the intersection of road *) II / 312 coming from Žamberk and road II / 311 coming from the state border with Poland. From there it leads on Road II / 311 north to the state border, to which it crosses about 300 metres southeast of Kaspar cottage in the place where the road first approaches the state border. Following the state border, it leads in the east direction and leaves about 400 metres south of the top of Háďsez, where it turns southeast at a sharp angle and leads perpendicular from the slope. After about 350 metres it overloads the perpendicular forest road * *) and continues straight to cross the red-marked forest road * * *), which leads from the southwest to the northeast and small water stream, which is the right-hand entrance of the river Moravia. After this water flow the border continues to its mouth into the river Moravia. Just before his mouth, he crosses the road that crosses him and leads along that road parallel to the flow of the river Moravia upstream. After about 120 metres, he dodges over the bridge across the river Moravia northeast after communication that connects to this road. The border continues after this forest communication about 180 metres to the place where the forest road connects to the river Moravia from the right (from the northeast) near the mouth of the stony stream. The border follows this path and then at the intersection of the forest roads immediately south of the Kamenitý creek turns almost 180 degrees and leads still along the forest path in the southeast slope. After about 400 metres, the blue tourist route is connected to this route, followed by the border in the southeast direction. After crossing the two left-hand tributaries of the river Moravia, the border reaches the forest-free with a ski lift, which overloads along a blue tourist route and continues through the forest in the south direction to the second without a ski lift. Here the border turns in the right angle east and leads along the ski lift perpendicular to the slope. At the top end of the lift goes to NPR Kralický Snežník, which copies in the east direction to a place near Hubert's cabin on the southeast slope of the hill Soush. Cca 150 meters east of the cottage border, unlike the border of NPR, leads perpendicular from the slope to the right-hand tributary of the Pruda creek. Just before the watercourse meets the Roughstream, the border reaches communication (the former "military road"), which is followed first in the northwest and then in the eastern direction. After about 700 metres, where the military road turns 180 degrees back west, the border continues east on a reinforced forest road. The border follows this path, which, after about 250 metres, turns in the north direction approximately 6 km to the place where about 200 metres west of the Eagle's Nest tourist cottage intersects a small watercourse, which is the right-hand entrance of the Silver creek. The border follows this flow in a southeast direction to the confluence with the Silver Brook, where it passes to the local communication parallel to the creek. After this communication it leads to the village of Stříbrnice, passes through its centre and continues in a southeast direction along the road II / 446 until the Old Town under Snowník. Just outside the village passes on the Old Town road under Snowník - Great Vrbno. On this road the border leads to the grove of Bear Rift east of Little Vrbna, where it crosses the right (southeast) on a yellow tourist route. Following this path, the southeast direction continues to the point where the road crosses the Grinding brook, to which the border crosses and continues in the direction of the flow. In a place where the creek crosses road II / 369 for the first time, it crosses the border to that road and continues along it south towards Jindřichov, through which it passes. In the place where there is a railway station on the parallel railway line, the Potoučík dodges from the road to the left (south) on the reinforced road. On this journey, along the left bank, it continues in parallel with the water flow of Potenice, at the hotel Potenček passes to its right bank, and along the reinforced path it continues further against the current of the right-hand water flow of Potouček, where it later runs into the forest. At the last turning left (south) it crosses the forest road, passes through the forest south and reaches the edge of the forest after 100 meters. From there, it copies the border of the forest towards the Spa Hill in the southern direction until it reaches the point where a yellow tourist route leading in the west direction to which it passes comes out of the forest. After about 500 metres, this path crosses with a blue tourist route coming from the southeast. On this road the border passes and continues in the western direction until it reaches the Rejchartice road - the nettle to which it passes. Following this road leads to Kopřivný, which passes and further along the road II / 446 to Bratrušov. About 400 metres behind where the road overloads the Brotrushov stream dodging the border almost at 180 degrees northwest on the road which is heading through the built-up grounds in an arc towards the forest on the Bratrushov hill. Further along the road from the south and in the west, the Bratrušovský hill passes and continues along the edge of the forest along the northwest road. About 700 metres southeast of Bird Hill is the road to the forest, and the arc to the southwest is closer to the water stream, which stems on the eastern slope of Bird Hill and is the left-hand presence of Moravia. The border continues along the path parallel to this stream downstream. After about 200 metres at the first intersection of the roads, it dodges the border at a right angle through the water flow west, where it reaches a reinforced path, along which it leads in the western direction parallel to the stream to Bodíkov. Here, a place near the crossing of the river Morava with the railway line, the border reaches the road and leads in the north direction about 100 meters to the railway line to which it crosses. After the groove body leads north through Hanušovice towards the village of Red brook. Immediately before the mouth of the initial creek to Moravia, it dodges the border on a red-marked, reinforced forest road, along which it leads southward around the original grove. At the grove, it leaves this road and continues in a straight south-west direction along a reinforced forest road, resulting in a valley south of Mount Lysina on a forest road from Raškov where it overloads the Raškov stream. From there it continues along the forest road southwest. It turns 180 degrees northwest and then south towards the hunting lodge, where it is connected by a yellow tourist route, on which it continues to the crossroads of St. Trinity at booth 862. Here it leaves the tourist marked path and turns right (northeast) on the road to the High Potoc, which it follows up to the top of the second serpentine, where it crosses straight in the northeast direction to a reinforced forest road. On this road from the north goes the top of the Crane, overloads the Golden brook and in the place U sandpit about 600 meters directly north of the crane cubicle overloads the water flow, which is the left-hand presence of the Silent Eagle. From there, the border continues in the southwest direction along the forest road on the western slope of the top of the Crane. After about 1200 metres it reaches a transverse forest road, which leads west to where it overloads the water flow which flows directly south to Moravian Karlovy Vary. The border follows the water flow up to the place where the road Bílá Voda - Písařov overloads it in the village of Moravský Karlov. Following this road leads the border towards Písařov. Right in front of the village, the border moves east on a reinforced green tourist route, leading to the Chechula grove (Hájna near three boards). In front of the grove, it turns south at the right angle and still along the green marked path leads south and from the west and then the south side circles the top of Chechnya. In the place where the road crosses with a red-marked tourist route coming from the north to it passes and continues south over the cubit on Mount Skalka, from the eastern side it bypasses the cubicle On the guard and continues still south to the road Bukovice-Jakubovice. Here he dodges sharply to the west and along this road he heads to the intersection with road II / 11. Following this road continues west to Bukovice, where it passes on Road II / 43, on which it leads through the March and Shields to the Upper Heřmanice. In the Upper Heřmice it separates itself from the road II / 43 and leads along the road via the Lower Heřmice, Dessert to Bystřice. In the village of Bystřec about 450 metres behind the intersection of the roads Bystřecek-Bystříček and Bystřec- Jablonné nad Orlicí in the direction of Jablonné n. O. the border crosses from the road to the field road heading northeast. Following this road, the border leads west of Vávre Rock to Road II / 11, which passes and continues straight in the northeastern direction to the Orliche River on which it crosses. Furthermore, the border continues upstream of the stream to the point where the second right-hand inflow passes into it. Against the stream of this tributary it reaches the road of the Eagle - Jamné nad Orlicí, to which it passes and leads towards the direction of Jamné n. O. After about 1700 metres in the place where the road crosses the second water flow to it crosses the border and leads east to the place where the field path crosses it after about 350 metres. On this road it leads directly east north from the top of Martin's hut to the intersection with the field road coming from the southwest. On this road, the northeast border runs about 250 metres until it reaches the crossroads. From there it leads along the path copying the region of the forest directly to the east, then passes through the forest, in the area On the Heights it exits and continues southeast about 350 meters, where the road crosses with the electrode. From there, the border leads northeastern to Dry Hill. About 600 metres southeast of the hotel on the dry top of the electrowater crosses a reinforced forest road coming northwest. The border on this road passes and leads to the right (southeast) to the place where the road leads to the road that leads to the hotel on the dry hill. The road leads the southeast border, leaving it in the first corner of about 600 metres and continuing along the forest road in the southeast direction and then in the northeast direction to the edge of the forest, which copies north. Then the border reaches the point where the forest line turns to the right angle east and which copies the forest path from the west. Following this road the border continues east to the Red Voda- Lower Bořevovice road, which leads southeast to Red Water. Here it passes on Road II / 43 and leads northeast towards the Rabbit. In the village of Dolní Orlice he dodges east on the road towards Upper Orlici and Lower Hedeč, through which he leads to the village of Králky. Here it passes on Road II / 312 and leads north to Red River. In front of the village where the road is close to the Red Potok- Middle Lipka railway for the first time. From there, it follows the groove body in the western direction to the point where the body crosses the II / 43 road. It passes to this road and leads south, at a close intersection it continues along the road in the south direction to Lower Bořevovice. In the village about 150 metres after the second crossing of the road with the Boríkovický creek, the road moves west to the field road, which leads to the forest and further west to its edge, then the road rises from the forest and leads northwest to the agricultural area in Lichkov. From the west and the congregations of the party, the agricultural area is circling and further north it surpasses the flow of the Silent Eagle and then comes to road II / 312. Following this road it leads west to the starting point to the intersection of the roads II / 312 coming from Žamberk and II / 311 coming from the state border with Poland near Jladkov.
The territory defined by the following boundaries shall not be part of the birds' area:
From the municipal office in Čenkovice in the north direction along the road to Orlička. At the intersection with road II / 11 east to the top of the fourth (southernmost) sharp corner, from there along the forest road in the south direction about 4,5 km to the northern boundary of the village Heroltice near Štáty. Following this border to the west at the border point of the registers of the villages of Heroltice at the Štět, Mlýnický Dvěr and Valterice at the Výdrachtice. Further north and later west of the northern border of the village of Valterice near Výdrachtice to the border point of the cadastres of the villages of Valterice near Výdrachtice, Čenkovice and Výdrachtice. From here to the southern border of the cadastre of the village of Čenkovice to the point of connection of the borders of the cadastres of the municipalities of Čenkovice, Dishtice and Bystřec. From here to the western border of the town of Chenkovice north to the field road, which leads from Chenkovice north from Bystřeký creek directly west. On the way east to the municipal office in Chenkovic.
Explanatory notes:
*) If the text of the Annex indicates that the border leads on the road, it is indicated that it leads on the edge of the road auxiliary parcel, namely the edge facing into the bird's area.
