GOVERNMENT REGULATION
of 16 March 2015
establishing the list of special expertise and activities necessary for the performance of the tasks of the Armed Forces and the Military Police and the amount of the stabilisation allowance
The Government orders pursuant to § 70b (6) of Act No. 221 / 1999 Coll., on Occupational Soldiers, as amended by Act No. 332 / 2014 Coll. and Act No. 99 / 2025 Coll.:
§ 1
Subject matter
This Regulation establishes for professional soldiers a list of special expertise and activities necessary for the performance of the tasks of the armed forces and the Military Police and the level of the stabilisation allowance.
§ 2
List of special expertise and activities
The specific expertise and activities necessary for the performance of the tasks of the armed forces and the Military Police shall be:
(a) the pursuit of the profession of doctor or dental practitioner which:
1. is entitled to the independent pursuit of the profession of doctor or dental practitioner under the law on the conditions for obtaining and recognising professional competence and specialised competence for the profession of medical practitioner, dental practitioner and pharmacist; or
2. meets the conditions set out in point 1 and, at the same time, consistently as a general practitioner or dental practitioner, provides medical services exclusively to a military health service provider;
(b) the pursuit of the profession of a pharmacist who has acquired, or has been recognised as competent in the profession of a pharmacist under the Law on the conditions for obtaining and recognising professional competence and specialised competence in the profession of a doctor, dental practitioner and pharmacist;
(c) activities carried out by a medical non-medical professional with a specialised competence who carries out an activity under the Law on non-medical medical professions (1) and has achieved at least the Bachelor's higher education provided for by that Act for the performance of that activity;
(d) the pursuit of the profession of veterinary surgeon who fulfils the qualification requirement of higher education through the completion of a master's study programme in the field of veterinary medicine or veterinary hygiene in the Czech Republic or foreign higher education which is recognised under another legislation or has been recognised as equivalent to such education under an international agreement bound by the Czech Republic;
(e) activities providing central management and operation of the Information, Communication and Security Technologies Communication and Information Systems of the Ministry of Defence,
(f) activities to manage the modernisation, deployment and operation of the Ministry of Defence's information, communication and security technologies throughout their existence;
(g) activities in the management and performance of the service related to the design of construction and development projects, strategic conceptual documents, architects and interoperability in the field of the informatisation of the Ministry of Defence, linked to the alliance systems, European Union systems and public administration, or in ensuring the performance of the Ministry of Defence's frequency management at a strategic level of management or in the management of the design, coordination of information, communication and security technologies of the Czech Republic, the European Union or the North Atlantic Alliance throughout their existence;
h) activities providing central security management and surveillance of security systems of the Ministry of Defence's communication and information systems and cyber security and defence within the Ministry of Defence;
(i) the activities of information security management and cyber security throughout the existence of communication and information systems and the conduct of risk analysis and cyber threats, the design of security measures to protect the Ministry of Defence's communications and information systems or the management and service activities in the development and implementation of cryptographic protection of information in the Ministry of Defence information systems;
j) the activities of an executive military flyer pursuant to § 2 (1) (a) to (d) of Decree No. 279 / 1999 Coll., which has fulfilled the scope of expertise for each category for the award of 1st class or for the expertise of the inspector or has obtained a similar qualification abroad;
(k) the activities of an executive military flyer pursuant to § 2 (1) (e) of Decree No. 279 / 1999 Coll., which has fulfilled the scope of expertise for each category for the award of 1st class or for the expertise of the inspector or has obtained similar qualifications abroad;
(l) the activities of an executive military flyer pursuant to § 2 (1) (f) of Decree No. 279 / 1999 Coll., which fulfilled the scope of the inspector's expertise or obtained a similar qualification abroad;
(m) management and service activities related to the construction, development, supervision and control of functional air traffic management systems and the provision of air navigation services;
(n) the activity of a legal aid officer who fulfils the qualification requirement of higher education through the law of the Master's study programme law and legal science at a university in the Czech Republic or foreign higher education which has been recognised as equivalent to that education under an international agreement which the Czech Republic is bound by, or under other legislation, in the negotiation of international agreements and subsequent agreements to define the status and activities of the armed forces in the performance of the international obligations of the Czech Republic, and at the same time in the formation of legislation;
o) the activity of a psychologist - a member of a psychological service who fulfils the qualification requirement of a higher education through a master's study programme in the field of psychology of the single branch and has completed a doctoral study programme in the field of psychology in the Czech Republic or, in both cases, foreign higher education which has been recognised as equivalent to that education under an international agreement which the Czech Republic is bound by, or under other legislation;
(p) the activities of a special forces member consisting of:
1. in the conduct of special operations or in the continuous maintenance of preparedness for them;
2. in preparation for the performance of the activities referred to in point 1;
3. Continuous command and control of an operationally independent unit; or
4. in the continuous security of soldiers carrying out the activities referred to in point 1, within an operationally independent unit;
(q) criminal technology activities carried out by a military police officer;
(r) activities
1. a member of the Military Police in the processing of expert opinions under the Law on Experts and Interpreters; or
2. in the security and defence of the Prague Castle and other buildings which are the temporary residence of the President of the Republic and its guests,
(s) the activity of an academic worker appointed by the professor;
(t) the activity of an academic worker appointed by a lecturer who is a guarantor of a study programme or of a study branch or who is assigned to a post as head of a university organisational unit;
(u) activities in the organisation and provision of military honours, in particular during official visits by representatives of other States and upon the adoption of senior representative missions with the President of the Republic;
(v) comprehensive management and command activities
1. organizational services of the Ministry of Defence at the post 1. Deputy Chief of the General Staff of the Army of the Czech Republic, Deputy Chief of the General Staff of the Army of the Czech Republic - Chief of Staff, Deputy Chief of the General Staff - Inspector of the Army of the Czech Republic, Director of the Section, Chief of the Military Police, or
2. The Military Office of the President of the Republic at the service of the Chief of the Military Office of the President of the Republic or of the part of the Army of the Czech Republic at the service of the Commander of the Land Forces of the Army of the Czech Republic and Commander of the Air Force of the Army of the Czech Republic,
w) activities to evaluate the crisis phenomena in international policy and foreign policy and security interests of the Czech Republic or to represent the Czech Republic in the highest military bodies of NATO and the European Union at the service of the military representative of the Czech Republic to NATO and the European Union, or in the organisation, supervision and comprehensive leadership of the High Ensign,
x) comprehensive management and command of the Army of the Czech Republic and the General Staff of the Army of the Czech Republic (Chief of General Staff of the Army of the Czech Republic) or the activities of the Chairman of the NATO Military Committee (Chairman of the Committee),
(y) air traffic controller activities of an air traffic service unit; or
(z) activities
1. an Aerial Instructor authorised to carry out his activity on his own, advanced;
2. a guide to common fire authorised to carry out its activities,
3. Parachutes and exploratory units intended to be planted in the rear of the enemy by parachute, including activities ensuring their comprehensive preparation and training;
4. a member of the cyber forces and information operations consisting of the management of the construction, development and use of functional systems to conduct operations in the information environment or in the cyberspace or in command, planning and management of operations in the information environment or in the cyberspace; or
5. a member of the cyber forces and information operations consisting of carrying out operations in, or continuously maintaining preparedness for, the cyberspace.
§ 3
Amount of the stabilisation allowance
1. t) or u) belongs to a stabilisation allowance of CZK 9,000 per month.
(2) A soldier in special expertise or in the pursuit of any of the activities referred to in § 2 (c) to (i) and (k) to (o), § 2 (p) (2) to (4) and § 2 (q), (y) or (z) (1) to (4) shall have a stabilisation allowance of CZK 10,000 per month.
(3) A soldier in special expertise or in the performance of one of the activities referred to in § 2 (r) or (s) is entitled to a stabilisation allowance of CZK 11 000 per month.
(4) A soldier in special expertise or in the performance of one of the activities referred to in § 2 (z) (5) shall receive a stabilisation allowance of CZK 12,000 per month.
(5) A soldier in special expertise or in the performance of one of the activities referred to in § 2 (j), (v) or (w) is entitled to a stabilisation allowance of CZK 14,000 per month.
(6) A soldier in special expertise or in the performance of one of the activities referred to in § 2 (p) (1) shall receive a stabilisation allowance of CZK 15,000 per month.
(7) A soldier in special expertise or in the performance of one of the activities referred to in § 2 (b) is entitled to a stabilisation allowance of CZK 16 900 per month.
(8) A soldier in special expertise or in carrying out the activities referred to in § 2 (x) is entitled to a stabilisation allowance of CZK 21,000 per month.
(9) A soldier in special expertise or in the performance of one of the activities referred to in § 2 (a) (1) shall have a stabilization allowance of CZK 32,000 per month.
(10) A soldier in special expertise or in the performance of one of the activities referred to in § 2 (a) (2) shall receive a stabilisation allowance of CZK 56 000 per month.
(11) Only one of the stabilisation contributions referred to in paragraphs 1 to 10 shall be payable to the soldier, the one most favourable to him if the conditions laid down are fulfilled. If a soldier is allowed a shorter weekly service period, the stabilisation allowance referred to in paragraphs 1 to 10 shall be reduced proportionally to at least CZK 7,000 per month. The second sentence shall not apply if a shorter weekly service period is temporarily fixed for health reasons for a soldier on the basis of a decision of the review committee.
§ 4
Efficacy
This Regulation shall enter into force on 1 July 2015.
