of 18 June 1965
on the residence of foreigners in the territory of the Czechoslovak Socialist Republic
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
§ 1
Entry into the territory of the Czechoslovak Socialist Republic
(1) The alien may enter and stay in the territory of the Czechoslovak Socialist Republic only with a valid travel document bearing a Czechoslovak visa, unless the international treaties provide otherwise.
(2) Czechoslovak visas are issued by the Ministry of Foreign Affairs, the Ministry of Interior and the authorities empowered by them. Those authorities may extend or revoke the visa.
(3) Anyone who is not a citizen of the Czechoslovak Socialist Republic under the laws of this law is an alien.
§ 2
Residence permit
(1) Following the expiry of the Czechoslovak visa and if the travel document does not need to be accompanied by a visa after the expiry of this document, the alien may stay in the territory of the Czechoslovak Socialist Republic only if he has a residence permit. The residence permit shall be granted by the authorities authorised by the Ministry of the Interior.
(2) The residence permit may be subject to conditions which may also be laid down retrospectively. The validity of the granted residence permit may be extended.
(3) There is no legal right to grant a residence permit.
§ 3
Prohibition of residence
(1) Strangers whose stay in the territory of the Czechoslovak Socialist Republic is not desirable, in particular because they have violated Czechoslovak law and other regulations, may be prohibited.
(2) The authorities authorised by the Ministry of the Interior decide on the prohibition of residence.
(3) The alien to whom residence is prohibited is obliged to leave the territory of the Czechoslovak Socialist Republic; a reasonable period may be set for that purpose.
(4) An alien residing in the territory of the Czechoslovak Socialist Republic may be expelled illegally. Until the expulsion is carried out, the alien is obliged to stay in a place to be determined by the authorities of the Ministry of Interior.
§ 4
Reporting of residence
(1) The alien is obliged to report the beginning, change and termination of his stay in the territory of the Czechoslovak Socialist Republic to the competent authority of the Ministry of Interior.
(2) The accommodation provider is obliged to ensure that the stranger fulfils the obligation to report the stay or to notify the competent authority of the Ministry of the Interior itself.
§ 5
Basic obligations of foreigners
Foreigners staying in the territory of the Czechoslovak Socialist Republic are obliged to maintain Czechoslovak laws and other regulations.
§ 6
Implementing rules
The Ministry of the Interior will issue in agreement with the Ministry of Foreign Affairs detailed regulations for the implementation of this Act.
§ 7
Transitional provisions
The residence permits granted to foreigners under Act No. 52 / 1949 Coll., on the reporting of the population and on the authorisation of residence to foreigners shall be deemed to be granted under this Act.
§ 8
Final provisions
(1) The provisions of Sections 2, 3 and 4 of this Act do not apply to foreigners enjoying diplomatic and consular privileges and immunities in the Czechoslovak Socialist Republic and to foreigners assimilated to them.
(2) Paragraphs 13 to 21 of Act No. 52 / 1949 Coll.
(3) The title of Act No. 52 / 1949 Coll. as amended is amended and read "The Act on the Reporting of Population."
§ 9
Efficacy
This Act shall take effect on 1 August 1965.
