DECLARATION
State Commission on Scientific Aspects
of 20 June 1961
on the notation of scientific degrees acquired abroad
In agreement with the Czechoslovak Academy of Sciences and following the observations of the Slovak Academy of Sciences, the Czechoslovak Academy of Agricultural Sciences and the participating central offices referred to in § 15 (2) (a), the National Assembly Bureau of the National Assembly, No. 64 / 1959, on the award of scientific degrees and on the State Commission for Scientific Aspects, provides for the implementation of § 12 of the legal measure:
(1) Scientific degrees obtained in foreign universities and scientific institutes are valid in the territory of the Czechoslovak Socialist Republic only if they are nostalgic in the Czechoslovak Socialist Republic.
(2) Both scientific grades and individual tests may be nostrified if they are prescribed for the award of scientific degrees.
Only scientific degrees corresponding to their level to the scientific degrees of a doctor or candidate of science awarded in the Czechoslovak Socialist Republic are nostrified.
(1) The application for nostalification is submitted by the applicant to a university, the Czechoslovak Academy of Sciences, the Slovak Academy of Sciences or the Czechoslovak Academy of Agricultural Sciences (hereinafter referred to as the Academy of Sciences), which has the right to award the relevant scientific degree in the field of science, which is identical to that of the applicant. If there is no such place in the Czechoslovak Socialist Republic, a request shall be submitted to the State Commission for Scientific Aspects, which shall entrust a university or Academy of Sciences with the right to award a scientific rank in the next related field.
(2) The applicant shall add to the application:
(a) citizenship card;
(b) an extract from the criminal record, *)
(c) a CV including the reasons why he studied abroad, *)
(d) evidence of previous studies, evidence of tests, provided that they are prescribed for the award of the scientific grade and evidence of the award of the relevant scientific grade. Unless otherwise provided for by national agreements, the authenticity of the signatures and stamps on all such documents shall be verified by the Ministry of Foreign Affairs of the State responsible for the higher education institution (scientific or artistic institute) and the competent Czechoslovak representative office, * *)
(e) confirmation from the central office (authority) of secondment to study abroad, *)
(f) dissertation of the candidate or doctoral thesis in at least one copy.
(1) If the applicant is a Czechoslovak citizen, the Head Officer (rector of the university or head of the section or department of the Academy of Sciences) will request a person from the applicant's assessment of his place of work, at the same time requesting opinions from KSČ and ROH. The opinions shall contain the overall characteristics of the candidate's personality and activity. If the applicant has reached the scientific rank for which novification is sought, on the basis of studies to which he has been sent abroad by a Czechoslovak central authority (authority), the request for novification may be waived, in particular if the application for novification was made shortly after the scientific rank was reached.
(2) If the applicant is an alien, the Head of Office of the Ministry of the Interior shall ask the Ministry of the Interior to express its agreement with the applicant to have the scientific rank nostalgic.
(3) In view of the content of the opinions (paragraph 1), the Head Officer may reject the request for nostallification after consultation with the Regional Committee of the KSČ and the Regional Trade Council. The request of the alien must be rejected if the Ministry of the Interior objects to nostallization. It shall also reject the application if it has not been duly substantiated and the deficiency has not been remedied within a reasonable time.
(4) The applicant may, within 15 days of receipt of the decision, appeal to the State Commission for Scientific Aspects.
If the leading official does not reject the request, he shall designate two candidates for scientific science for the novification of the scientific rank and for novification of the scientific rank of the doctor of science three staff of the relevant or related scientific field as an assessor and invite them to express whether and how far abroad the scientific rank granted in the present case has a level corresponding to the level of the same scientific rank awarded in the Czechoslovak Socialist Republic. If there is a Czechoslovak citizen who has gained scientific rank on the basis of studies to which he has been sent abroad by a Czechoslovak Central Office (authority) or a citizen of another Socialist State who has acquired a scientific rank in that State and who has a permanent residence permit in the territory of the Czechoslovak Socialist Republic, it is sufficient to identify only one assessor. Only one assessor shall also be identified if it is about nostalification of the tests prescribed for the award of a scientific grade.
(1) The scientific council of the higher education institution, or its section, or the section or department of the Academy of Sciences, shall decide on the notation by majority vote in the presence of at least two thirds of its members on the basis of a report by an assessor. The present assessors shall have the right to vote and shall be counted against the number of persons present.
(2) The applicant may appeal against the refusal of a nostallization decision within 15 days of the date of service of the decision to the State Scientific Commission.
The nostrification shall be valid with effect from the date on which the candidate has acquired a foreign scientific rank, unless another day of effectiveness is set by the Scientific Council of the College, or its section or section or department of the Academy of Sciences which is responsible for nostalification or the State Commission for Scientific Grades, which approves nostallification. The approval shall, as a general rule, be carried out directly in the diploma with a novification clause in which the validity of the scientific rank is confirmed in the territory of the Czechoslovak Socialist Republic and the date from which novification is effective. The clause is signed by the Scientific Secretary of the State Commission for Scientific Aspects.
(1) The Secretariat of the State Commission for Scientific Aspects will publish a notice of nostallization of scientific rank in the Bulletin of the Ministry of Education and Culture.
(2) The Secretariat of the State Commission for Scientific Aspects shall keep a central record of the listed grades.
(3) The nostrification of the tests prescribed for the award of scientific degrees shall not be published and the State Commission for Scientific Grades shall not be registered.
Nostrification of foreign scientific degrees which were carried out before the date of application of this Order without a novification procedure, or by granting benefits derived from scientific rank, shall be considered equivalent to novification under this Order.
Paragraph 2 - 4 (39) of Decree No 200 / 1959 of the State Commission for Scientific Aspects of Science, on the management of the award of scientific degrees, shall be deleted.
This decree shall take effect on 1 September 1961.

* *) According to the current state of affairs, the agreements do not require verification of the authenticity of the signatures (legalisation), if it is a certificate and diplomas issued by universities and academics of science in the USSR, Poland, Hungary, the GDR and Bulgaria.
