GOVERNMENT REGULATION
of 3 June 1960
on the management of metal waste and raw materials
The Government of the Republic of Czechoslovakia hereby orders pursuant to § 10 (1) of Act No. 63 / 1958 Coll., on the second five-year National Economic Development Plan of the Republic of Czechoslovakia:
§ 1
For the further development of our national economy, in particular for the growth of industrial production, the necessary raw materials need to be secured in sufficient quantities and quality. This must primarily be done by domestic resources, including metal waste and raw materials. It is therefore necessary to pay particular attention to the management of these raw materials both in their formation and in their collection and consumption.
§ 2
(1) The collection and purchase of industrial metal waste and the treatment of industrial and non-industrial metal waste are for undertakings subordinate to the Ministry of the Metallic Industry and the ore mines (national enterprises "Kovoscrap").
(2) The collection and purchase of non-industrial metal waste and the collection, purchase and treatment of raw materials other than industrial textile waste have been the responsibility of undertakings subordinate to the Regional National Committees ("Collective raw materials") since 1 January 1961.
(3) The purchase and treatment of industrial textile waste is for the company designated by the Ministry of Consumer Industry.
§ 3
The undertakings responsible for collecting and buying-in shall, in particular, take care of the technical advisory services to comply with the principles of good metal waste management and raw materials collection and the rules applicable to the capture, collection, purchase, sorting, treatment and consumption of such raw materials.
§ 4
(1) All organisations in respect of which metal waste is generated or where raw materials are present are obliged to capture, collect and surrender them to the undertakings referred to in § 2, unless they are authorised to process them in their own undertaking.
(2) The disposal or destruction of metallic waste and waste collection materials is inadmissible.
§ 5
National committees, particularly local and urban national committees, organise, in cooperation with social organisations, the collection of metal waste and raw materials in the population.
§ 6
The provisions necessary for the implementation of this Regulation shall be adopted by the Ministry of the metallurgical industry and the ore mines in agreement with the other central authorities involved in the management of metallic waste and by the Administration for the development of the local economy as regards the management of raw materials.
§ 7
Government Decree No. 34 / 1951 Coll., on Collective Resources, and Government Decree No. 106 / 1952 Coll., on the transfer of competence in the collection of iron and metal waste (scrap) is hereby repealed.
§ 8
This Government Regulation shall take effect from the date of its publication; they shall be carried out by the Minister for the Metal Industry and the ore mines and the Minister for Consumer Industry and the Head of the Local Economy Development Administration.
