of 20 December 1956
on the organisation of physical education.
The National Assembly of the Czechoslovak Republic decided on the following Act:
(1) Physical education as an important component of culture is an inseparable part of socialist education in popular democracy.
(2) The task of physical education is, above all, to maintain and improve the health of the people, to increase their physical fitness, work performance and industrial preparedness, to raise determination and bravery in defending the country and its popular democratic establishment in the spirit of socialist patriotism, thereby contributing to the fight for world peace.
(3) The State supports the development of physical education in general.
(1) In order to increase participation and to strengthen the activity and initiative of workers, the organisation and management of voluntary physical education and to ensure its planned development are entrusted with a single voluntary body organisation (hereinafter referred to as "physical organisation").
(2) The State Committee on Physical Education and Sport for the Government of the Republic of Czechoslovakia and the Slovak Committee on Physical Education and Sport for the Board of Authorisers is hereby repealed. Furthermore, the committees on physical education and sport set up by the national committees shall be repealed.
(1) Physical organisation is a representative of the whole body movement. In particular, its senior bodies shall lay down uniform principles for the implementation of all physical education, shall take care of scientific and research activities in physical education, the education and distribution of physical workers, international sport relations and the planned construction and maintenance of physical establishments and their effective use.
(2) In laying down uniform principles for the implementation of physical education, senior bodies shall ensure the organisation of health policies established by the Ministry of Health and pedagogical principles established by the Ministry of Education and Culture and the Ministry of Labour.
Bodies and organisations which also carry out physical education shall ensure uniform principles laid down by the top bodies of physical organisation.
(1) The Central Committee of Physical Organisations grants honorary titles "Master of Sport," "Sample Trainer," and "Sample Trainer," a public recognition and presents proposals to the Government for the award of other honorary degrees in physical education under Government Decree No. 15 / 1956 Coll.
(2) The Central Committee of Physical Organisations is transferred to the State Committee on Physical Education and Sport in the field of planning and pricing as regards the price of admission to sports enterprises and compensation in the field of domestic tourism for services provided by body-building organisations.
(1) National property which is mainly intended for voluntary physical education shall either be transferred free of charge to the property of the physical establishment or be surrendered to it for permanent use.
(2) In accordance with the principles laid down by the Government, the Ministry of Finance, in agreement with the participating ministries, shall decide on the proposal of the competent body of the body responsible for the physical establishment, which parts of the national property shall be transferred free of charge to the ownership of the physical establishment and which shall be submitted to it for permanent use. For real-estate national assets, which have been managed so far by the Bodybuilding and Sport Committees and which will be handed over to the body-keeping organisation for permanent use, the Ministry of Finance will also determine, in agreement with the participating ministries, which budgetary organisation will manage it in future.
(3) On a proposal from the competent body of the body responsible for the organisation, the library courts shall register changes to library rights on the basis of a decision of the Ministry of Finance pursuant to paragraph 2.
(1) On the basis of the resolution of the Central Council of Trade Unions, the property of the Body and Sports Organisation of the Revolutionary Trade Union Movement, as well as the property of its body unity, is transferred to the body organization and its body unity.
(2) On the basis of the resolution of the Central Committee of the Body and Sports Organisation, the Sokol transfers the property of this organisation, as well as the property of its body unity, to the body organisation and its body unity.
(3) On a proposal from the competent body of the body-keeping organisation, the library courts shall register changes to library rights on the basis of decisions of the authorities referred to in paragraphs 1 and 2, in the case of bodies empowered by them.
All provisions contrary to this law, in particular Act No. 71 / 1952 Coll., on the Organisation of Physical Education and Sport, are repealed.
This Law shall take effect from 1 January 1957; it shall be carried out by all members of the Government.
