GOVERNMENT REGULATION
of 8 December 2004
defining the Bird Region of Komárov
The Government orders pursuant to § 45e paragraphs 1 and 2 of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 218 / 2004 Coll.:
§ 1
Subject matter
(1) The bird region of Komárov ("the bird region") is defined.
(2) The birds' area is protected by the population of Pilichs (Circus cyaneus) and the waste water pool (Asio flammeus) and their biotopes.
(3) The purpose of the protection of the birds' area is to preserve and restore ecosystems relevant to birds' species as referred to in paragraph 2 on their natural grounds of enlargement and to ensure conditions for the conservation of the populations of those species in a favourable conservation situation.
§ 2
Definition of bird area
(1) The bird region is situated in the territory of the Pardubice Region, in the cadastral territories of Dashice, Lower Roven, Lower River, Holice in Bohemia, Upper Roven, Upper Rivers, Kladina, Komárov u Holice, Lány u Dasice and Ostrátin.
(2) The territorial demarcation and description of the border of the bird area are contained in Annex 1 to this Regulation, the indicative graphical representation of the area is set out in Annex 2 to this Regulation.
(3) The 1: 25 000 map documents, in which the territory of the bird region is drawn, are stored in the central list of nature protection1) and in electronic form at the Ministry of the Environment, the Regional Office of the Pardubice Region and the municipal authorities of the enlarged municipalities in whose administrative district the bird area is located.
§ 3
Activities to which the consent of the nature protection authority is required
(1) Only with the prior agreement of the competent authority of nature protection (2) may the territory of the municipalities be located in the birds' area outside the concurrently built and stoppable (3),
(a) use chemical agents to control rodents in agricultural farming;
(b) carry out activities causing a change in the level of established surface and groundwater levels which could cause a change in the biotope of the species for which the bird area is established;
(c) change the type of land and the means of usingit (4);
(d) to reposition hunting gear at a distance of less than 200 m from the well-known night grounds of the desert pool and the sawdust wheel.
(2) The prior agreement of the competent nature conservation authority on the activities referred to in paragraph 1 (b) shall not be required if the procedure is in accordance with the waterworks handling rules (5).
(3) The location of known nights referred to in paragraph 1 (d) shall be communicated in writing to the users of the hunting sites concerned by the competent nature conservation authority.
§ 4
Efficacy
This Regulation shall enter into force on the day of its publication.

Territorial demarcation and description of the border of the bird area Komárov
From the intersection of the road *) No I / 36 (Sezemice, Holice) and No III / 32253 (Lower River, Dashice) - a cubicle of 250 m above the southern edge of the road towards Holice, after 800 metres turning right along the west edge of the field road * *) to the first bridge through the open water tower. From there along the southern edge the water flows east to the exit below the field path leading from the communication no. I / 36 to the cubit 235 m above sea level From there it leads from the bridge to the bridge to the communication number III / 3051 (Upper River, Komárov), which passes perpendicular. From the eastern edge of the road and the north bank, the water flow leads straight to a cubit of 235 m above sea level (the intersection of the field roads south of the energovod). From there it is led in the eastern direction to the cubicle 238 m above, before which the excessive communication No III / 32257 (Holice, Rovensko) is reached. From there it leads through the junction to the booth 235 m above sea level where it overloads communication no. III / 32256 (Holice, Lower Roven). From there the border is led as a straight line through the railway line of Moravana, Holice and via the water dad Rovenská bridge to the beginning of the nameless watercourse south of the communication no. I / 35 about 300 m south of the cubit 246 m a.m. Following this watercourse, along its eastern edge, it continues in the southern direction towards the border of K. Ú. Holice - Shítín. After it leads to the entrance of the nameless stream to the Back Lodranka. From this nameless stream flowing from the north side from the west edge of the village Ostratín to the river Zadní Lodrantek, the border is led up to the border k. Úní Rozeň and Ostritín until it reaches the west edge of the road no. III. / 32270 (Ostritín, Upper Roven). From there, along the western edge of this communication leads to a field asphalt communication leading along the north edge of the river, lying closest to the village of Horní Roven. It continues in the western direction along the northern edge of this communication to the point where the accompanying water-tower is diverted to the built-up area and on the north side the field communication continues perpendicular along the eastern edge of which the border continues to the next watercourse, which it crosses perpendicular and along its north side it continues in the western direction to the railway embankment of the line Moravana - Holice, which it crosses perpendicular and continues along its western edge in the north direction to the third bridge. It also leads along the north edge to the communication no. III / 32256 (Holice, Lower Roven), which is perpendicular to it and continues along the north edge of the watercourse in the western direction (just behind the road lies south of the border of the agricultural area). Along the watercourse leads the border to the crossing of the watercourse with the field route from the Lower Equatorial and Energovode. Following the route of this energode, the border continues to anchor this energode into the energode leading in the north-south direction. From this point the border is led by a direct link with the southern border of the bridge watercourses under the communication No III / 3051 (Horní Ředice, Komárov), south of the introduction of the field communication on this communication. It goes perpendicular to the west side of communication to the south side of the bridge. From this point the border to the northern edge of agricultural buildings situated on the northern edge of Komárov village is guided. They go around their north edge. From the north corner of the more western building, the border is led directly to the intersection of the field roads on the western edge of Komárov- cota 229 m a.m. From this cubicle, the edge of Komárov circling the western edge of local communication to the first garden. It leads to the north edge of the Mlýnské chainette. On this edge leads west towards the border of K. Ú. Komárov near Holice - Dashice. Following this border leads to the north edge (right bank) of the Lodrantka flow. This edge copies the southwest towards where the flow is overcome by high voltage. After this tension leads the border in the northwest direction, crosses the communication of Dasice- Lower River no. III / 32253 and on the crossing with the communication of Dasice - Times passes on this communication. On the eastern edge of the road * * *) leads towards the Times, crossing the Lodrance flow. Cca 200 m behind this crossing in the place where the border k. Ú. Dashice- The time passes to this border and leads to the west, then passes to the border k. Ú. The time - Lower River and leads to where the border k. Ú. intersects the electrowater 35 kV Holice- Sezemice (west direction). After this energovovoda continues in the eastern direction towards the communication of Dashice- Lower River No.III / 32253. This is overcome and along its eastern edge leads north towards the intersection of this communication with communication I / 36. At this intersection, the border is closed.
Explanatory notes:
*) If the text of the Annex indicates that the border is guided by road communication, it is expressed as it leads on the edge of the road auxiliary parcel, and that it is the border facing the bird's area.
* *) If the text of the Annex indicates that the border leads along the way, it is expressed that it leads along the edge of the road, namely the border heading into the bird's area.
* * *) If the text of the Annex indicates that the border leads along the road, it is expressed that it leads along the edge of the road auxiliary parcel, and that it leads to the edge facing inside the bird's area.
