DECLARATION
Minister for Transport
of 14 August 1963
on the formalities to be provided for staff employed in rail transport by recruitment by national committees
The Ministry of Transport, in agreement with the State Planning Commission, the Ministry of Finance and the Central Committee of the Transport Workers' and Communications Union, pursuant to § 18 of Decree No. 92 / 1958 Coll., implementing Act No. 70 / 1958 Coll., on the tasks of undertakings and national committees in the labour management sector, provides:
1. For staff recruited pursuant to § 10 to 19 of Decree No. 92 / 1958 Coll. of the National Committees for the employment of railway transport, Decree No. 57 / 1959 of the Ú. l., on the formalities to be provided to workers recruited by the Labour Union, Health and Social Security of the District National Committees, to the extent defined in the Annexes to this Decree.
2. The staff recruited by the national rail transport committees will conclude contracts of employment by the district national committees, or under their authority by local and urban national committees.
This decree shall take effect on the day of its publication.

Determination of the amount of formalities and details of the conditions under which they are to be granted to workers entering a rail service
A. Recruitment
1. Workers who are entitled to a recruitment allowance and are engaged in a job in rail transport in other regions (Section 4 (1) of Decree No 57 / 1959 Ú. l.) shall receive an unlimited recruitment allowance of Kčs 600, - Kčs 300, - upon taking up employment and other Kčs 300, - after working 1 year.
2. Railway transport organisations may, in agreement with the Regional National Committee, provide for a recruitment allowance for workers who take up employment from the conditions laid down in paragraph 1 in regional organisations (§ 4 (2) of Decree No 57 / 1959 Ú. l.) up to the amount of the contributions referred to in point 1.
B. Processing allowance
Staff entitled to the processing allowance (Section 5 of Decree No 57 / 1959 of the Ú. l.) shall receive the processing allowance, namely:
(a) workers of railway traffic of the amount of Kčs 200, - monthly for a period of time until they are assigned to the separate work to which they are incorporated, but not more than 3 months;
(b) other workers

C. The recruitment allowance and the allowance for incorporation shall not be for temporary staff.
D. In this way, workers employed in rail transport become workers with all rights.
