of 23 October 1959
on the establishment of local economic development administrations
The Government of the Czechoslovak Republic orders, with the agreement of the President of the Republic pursuant to § 1 of Constitutional Act No. 47 / 1950 Coll., on adaptations to the organisation of public administration:
(1) The Administration for the Development of the Local Economy (hereinafter referred to as "the Administration") is hereby established as the body of the Government whose task is to ensure, in particular, a uniform solution to the fundamental issues of methodological, wage and pricing in the local economy and the uniform implementation of the housing regulations. In cases defined by the government, the administration also provides other matters for the local economy, common regional national committees, in particular in the field of technical development and preparation and improvement of cadre qualifications.
(2) The centre of gravity of the management is in the advisory and coordination activities for the executive bodies of the Regional National Committees.
The head of the Administration is its manager, appointed and dismissed by the government.
The tasks of the Administration and its organisation shall be further adapted by the Statute approved by the Government.
(1) In Slovakia, the Administration for the Development of the Local Economy in Slovakia (hereinafter referred to as the "Administration in Slovakia") is established as the body of the Board of Authors, which provides and provides, in cases defined by the Board of Authors, the tasks referred to in Section 1.
(2) The management board in Slovakia is appointed and dismissed by the Board of Authors.
(3) The tasks of the management in Slovakia and its organisation will be further adapted to the statute approved by the Board of Authors.
In order to ensure the tasks of administrations and administrations in Slovakia, their heads may issue general legislation and mandatory directives.
The establishment of administrations and administrations in Slovakia is without prejudice to the existing powers and responsibilities of the national committees' executive bodies on the local economy.
The Heads of Administration and Administration in Slovakia rely directly on the assistance of the Advisory Board in their work; the members of the Advisory Councils shall be selected by the officials of the national committees and the staff of the local economy organisations.
(1) The main issues of the local economy are always addressed by the management of the administrations and administrations in Slovakia in close cooperation, exchanging experience and taking care of their use.
(2) The Head of Administration in Slovakia is a member of the Advisory Board of the Head of Administration.
The central authorities, the executive bodies of the national committees and other government bodies provide the Commission and the Commission in Slovakia with the necessary assistance in carrying out their tasks.
This Regulation shall take effect from 1 November 1959; All members of the government will do it.
