of 18 April 1946
establishing the measures provided for in Article 1 (4) of the Constitutional Law on the Constitutional National Assembly
Under Article 1 (4) of the Constitutional Law of 11 April 1946, No 65 Coll., on the Constitutional National Assembly, I declare in the Annex an extract from the agreement of the Government of the Czechoslovak Republic and the Bureau of the Slovak National Council of 2 June 1945 as regards the extent of the legislative power in matters common.

from the agreement of the Government of the Czechoslovak Republic and the Bureau of the Slovak National Council of 2 June 1945 as regards the scope of legislative power in matters common.
National economic, social, cultural and administrative political matters, namely:
1. the Constitution and the State Borders;
2. the fundamental arrangements for fundamental rights and freedoms of citizens;
3. a fundamental regulation of internal security issues;
4. national defence;
5. political and economic relations with foreign countries;
6. currency and principal arrangements for money and insurance;
7. State budget, final accounts, State debt and State loans, as well as control of the state's economy;
8. Customs, excise and financial monopolies, economic (turnover and luxury) tax, direct taxes, fees and shelves (postal, monetary and logos);
9. citizenship, immigration and immigration and passports;
10. fundamental arrangements for education, education and national education;
11. rail, road, water and air transport, mail and telecommunications, common radio affairs;
12. postal savings banks and cheque services;
13. patents, protection of samples and stamps, measure and weight, measurement and mapping;
14. essential economic, supply, maintenance and financial matters needed to ensure the same economic and business conditions;
15. state enterprises, institutes and establishments;
16. Unbundling of law, in particular civil, commercial, exchange and cheque, criminal, administrative and judicial proceedings, and fundamental rules on judicial organisation;
17. pragmatic and salary matters for public and public employees;
18. Social insurance and social policy;
19. Basic public health regulations;
20. Matters to be brought together by mutual agreement.
*) The agreement (Article II) states in the preamble to this calculation: "Until the establishment of the Provisional Czechoslovak Legislative Choir, the President of the Republic exercises legislative power over the entire territory of the Czechoslovak Republic in the joint matters of the Government and in agreement with the Slovak National Council with his decrees."
