Decret of the President of the Republic
of 14 August 1945
on the Official Journal of the Republic of Czechoslovakia.
On the proposal of the Government and in agreement with the Slovak National Council, I establish:
(1) Publication of laws, regulations on decisions and measures of the courts and of national and other public authorities and bodies to be made public, as well as other communications relevant to the public, provided that the publication of such regulations, decrees and communications is not prescribed in the Collection of Laws and Regulations of the Czechoslovak Republic or in any other official journal, takes place in the Official Gazette of the Czechoslovak Republic (hereinafter referred to as "Official Gazette" - abbreviation "Úl.").
(2) The publication of legislation whose territorial validity applies to a circumference not exceeding the circumference of one country and for which publication is not expressly prescribed in the Official Journal may be refused by the Editorial Office of the Official Journal (§ 5 (1)) if the legislation is of minor gravity, which may be made public by other appropriate means. Similarly, the editorial work of the Official Journal may refuse to publish other communications (paragraph 1), which are of limited relevance locally.
(1) The authentic instrument is issued in two separate parts.
(2) The legislation referred to in Section 1 (1) (1) shall be included in the first edition of the Official Journal (Official Gazette I, abbreviation Ú. l. I). They're for example:
(a) the decision of the President of the Republic on the granting of amnesty and the provisions of the Arbitration Regulation;
(b) regulations, regulations and normative returns of the central authorities and authorities of the Czechoslovak Republic;
(c) regulations, decrees and normative revenues of other administrations and authorities;
(d) a resolution of the enlarged Senate of the Supreme Administrative Court, containing a legal principle binding on administrative authorities.
(3) In the second edition of the Official Journal (Official Gazette II, abbreviation Ú. l. II), the Decisions on Decisions and Measures referred to in Section 1 (1) (1) are to be included. They're for example:
(a) the sheets of the President of the Republic on the appointment and release of the Prime Minister, his Deputy and other members of the Government (Ministers and Secretaries of State), as well as other decisions (measures) of the President of the Republic,
(b) decisions (measures), resolutions and orders of the Government (or its Bureau), offices and bodies referred to in § 2 (2) (b); and
(c) in particular, notices on personal changes in public administration and the judiciary, notices of invitations to tender for the filling of seats and for the award of works (supplies), regulations on the authorisation and prohibition of films and theatre games, and j.
Furthermore, the regulations prescribed in the bankruptcy and equalisation proceedings, the minutes in the Commercial and Social Register, the press notices, the auction orders, the dead declarations, the depreciation of documents, etc.
(1) Each part of the Official Journal is to be drawn up in amounts sequentially numbered, each containing the indication of the date on which it was issued; that day pays for the publication day.
(2) The individual publication in the first part of the Official Journal shall be accompanied by normal numbers, the series of which shall be completed at the end of each calendar year.
Printed errors in the text of the Official Journal and errors in its internal presentation shall be corrected in the Official Journal by means of an editorial communication.
(1) Editorial and administration of the Official Journal is the responsibility of the Ministry of the Interior.
(2) The municipalities are obliged to obtain at least one copy of the Official Journal. The amounts of the Official Journal shall be made available in the rooms of the Municipal Office in official hours to any person who so requests.
The official certificate shall be an undertaking managed according to the principles of business management.
(1) This Decision shall take effect on the first day following its publication. At the same time, the Government Decree of 30 December 1919, No. 4 Coll. of 1920, on the official papers of the Czechoslovak State expires.
(2) This decree shall be carried out by the Minister for the Interior.
